Background

Amhara lr Rgional State Bureau of Women, Children and Youth Affairs (BoWCYA) in collaboration with UN Women Ethiopia has been implementing capacity building activities through the project entitled “Enhancing Women’s Leadership and Empowerment in Amhara Regional State” since September 2017. The overall objective of the project is to increase the participation and representation of women in Leadership and politics in the region. The project further aims to create an enabling environment for women to be promoted as leaders in the society through wider sensitization and public campaigns to fight negative and deep-rooted stereotypes towards women leadership role in collaboration with community-based organizations such as women and youth associations and at the community level with women development groups.

In order to ensure the sustainability of the capacity building training activities, a tripartite memorandum of understanding (MOU) was signed between BoWCYA, UN Women and Bahir Dar University to establish “Transformative Leadership for Gender Equality Training Center” (TLGE) hosted by Bahir Dar University. The TLGE Center aims to create a sustainable access for capacity building and empowerment platform for aspiring and current women leaders in Amhara Region and beyond. In addition to women leaders, the program seeks to build the transformative leadership capacity of male leaders to to transform the gender relations within the institutions they lead and fast track the achievement of a just society. Apart from serving as a capacity building hub, the center seeks to be a generator of knowledge in terms of gender equality particularly focusing on the status of women in leadership and decision making, challenges women face towards holding leadership positions and findings innovative solutions to transform mindset towards women’s leadership.

The initiative of setting up the TLGE Center was in alignment with international, national and regional normative frameworks such as the SDGs, the GTP II and gender machineries sector plan both at federal and regional level to ensure the equal participation and effective representation of women in Ethiopia in leadership and decision-making positions. Currently, a series of knowledge products including training curriculum, facilitators guide and learner’s handbook which is required to kick start a comprehensive capacity building program for women leaders have been developed and piloted. Round of TOTs have been organized to create a pool of trainers that can serve the training center. Also, Bahir Dar University allocated a physical space for the TLGE Centre to deliver its program in a sustainable manner.

In line with this background, UN Women is hiring a Program Coordinator who will be reporting to Bahir Dar University and Amhara BOWCYA. Working in collaboration with the three entities that signed an MOU, the Coordinator is responsible for providing leadership and technical support to the strengthening and expansion of the TLGE Centre and ensure that it evolves to a training center.  

Duties and Responsibilities

The Program Coordinator will be responsible for the following tasks:

  • Develop center establishment proposal and submit it to the department of Gender and Development Studies and follow up its progress until the center is legally established by the Senate of the university.
  • Lead the development of a five-year strategic, resource mobilization and sustainability plan for the TLGE Center;
  • Provides leadership to, coordinates and implements short term training activities at the training center;
  • Assesses training needs for aspiring, new and existing middle and lower level of women leaders in the region;
  • Develops training plans for the center in consultation with the BDU Gender and Development studies Department, BoWCYA and UN Women;
  • Ensures that training deliverables are achieved, deadlines met, and budgets maintained according to annual and monthly plans;
  • Develops and implements a comprehensive monitoring and evaluation system for the training center;
  • Applies training evaluation tools to assess the quality of the training and measure its effectiveness;
  • Coordinates internal communications and ensures that center interact and work together to deliver training objectives;
  • Ensures development of, pooling and access to training resources and facilitates sharing of information among trainees, supervisors, stakeholders and partners; 
  • Coordinates training seminars, conferences, meetings, presentation forums and other means of communication between trainees, trainers and partners;
  • Provides feedback to training participants, trainers and management bodies;
  • Ensures timely reporting on progress of training activities; prepares quarterly progress reports, detailing progress on the output targets, and the activities undertaken in support as well as disbursement of funds;
  • Provide coordination and liaison support between Bahir Dar University, Amhara BoWCYA and UN Women Ethiopia Country Office;
  • Record and maintain documents on training activities and share to responsible personnel in time;
  • Handles logistics for training activities including venues and equipment;

Required Skills and Experience

Education

  • Master’s degree or above in the field of Gender and Development, Governance and Development, Gender Studies, Development Studies, Human Rights, political science and international relation, management, economics, law and other related social science fields.

Expierence and Skills

  • At least 7 years of progressive relevant experience in leadership and capacity building where minimum of 3 years’ experience in leadership position.
  • Experience on capacity building particularly in women empowerment and leadership support;
  • Ability to develop partnerships, network and coordinate women leaders;
  • Direct experience in training facilitation and delivery on gender and leadership is an advantage.

Lanugage

  • Excellent communication skill (written and oral) in English and Amharic language.
