Background

UNDP works in about 170 countries and territories, helping to achieve the eradication of poverty, and the reduction of inequalities and exclusion. We help countries to develop policies, leadership skills, partnering abilities, institutional capabilities and build resilience in order to achieve the Sustainable Development Goals (SDGs).

UNDP conceives development as a process of enlarging people’s choices to realize their potential and enjoy the freedom to lead lives they value. Migration, both within and beyond borders, can expand people’s choices and have a positive impact on human development, through such avenues as increased household income and improved access to education and health services, for example.

However, much of today’s movement occurs under conditions of extreme vulnerability. A record number of people have been displaced by conflict and disasters in recent years. This presents not just a humanitarian problem, but also a long-term development challenge for the affected people, countries and communities. The number of migrants world-wide has now reached 272 million with more expected to leave their homes in the next 10-50 years due to added challenges like climate change.

Framed by UNDP’s Strategic Plan 2018 – 2021, UNDP’s work on migration has been expanding in response to country/regional demands and situations. UNDP’s programmatic and policy advisory support focuses predominantly on the following areas of work – preventing and addressing negative drivers of migration, ensuring social and economic inclusion of migrants, responding to large scale forced displacement/migration crises and long-term solutions to support people on the move including addressing counter-trafficking, supporting countries in sustainable reintegration.

UNDP’s engagement on migration and development, as well as  displacement are threefold. Firstly, UNDP supports the implementation of the Global Compact on Migration (GCM) as an Executive Committee Member of the UN Network on Migration. Together with IOM and OHCHR, UNDP is co-leading on providing the UN Network’s support to member states. Secondly, on forced displacement, UNDP has strengthened partnership with UNHCR to support the implementation of the Global Compact on Refugees, made commitments at the Global Refugee Forum and enhanced UNDP-UNHCR collaboration at the global, regional and local levels. Thirdly, UNDP is also engaged in the GP20, the Global Action Plan on Internal Displacement particularly on seeking durable solutions to protracted internal displacement. UNDP will also be contributing to the establishment of the UN High-Level Panel on Internal Displacement. 

Building on its strengths and expertise, UNDP is refining and elevating its thought leadership, analysis and strategy development towards finding sustainable development solutions to migration and displacement situations, as a corporate priority. With the SDG Decade of Action and changing development landscape, UNDP is introducing new services on migration and displacement, backed by evidence and practice, to accelerate and scale up innovative and successful initiatives.

This work is led by the Recovery Solutions and Human Mobility Team (RSHM) in the Crisis Bureau (CB) as part of the Global Policy Network (GPN). CB/GPN is responsible for articulating UNDP’s development policy, using evidence gathered through country applications, regional experiences and global interactions.  CB/GPN has a key role to play in helping country offices accelerate human and sustainable development by supporting the design and implementation of programmes and projects that effectively contribute to country-owned policies and results.

Shortlisted candidates will be invited to join UNDP’s GPN ExpRes roster under the Migration and Development profile who may be considered for future similar assignments with UNDP. Retention in the Roster of selected experts will be contingent on continuous delivery of satisfactory services. The GPN/Experts Roster for Rapid Response is a recruitment and deployment mechanism which maintains technically vetted consultants across all technical areas supported by the Global Policy Network of UNDP.

Duties and Responsibilities

Under the direct supervision of the Head, Recovery Solutions and Human Mobility in the Crisis Bureau/GPN, the Advisor will be responsible for the following tasks:

  • Review of existing documents on policy, strategy and commitments related to migration and displacement by UNDP and selected humanitarian, development and peace organizations, including key flagship programmes/projects, innovative and successful (joint)-initiatives
  • Through a consultative process (internal and external), validate and update UNDP’s focus areas, strategic objectives and partnerships on migration;
  • Review UNDP’s fit for purpose to deliver on migration service offer including developing recommendations on institutional and technical capacity, organizational set-up, financial and administrative requirements according to the identified focus areas, strategic objectives;
  • Support in reinvigorating the Task Force on Migration and Displacement that is fit for purpose to focus on thought leadership, partnership, policy and programme support to countries including resource mobilization and communications.
  • Advice the Task Team on Migration and Displacement on a collective workplan and budget for working on the focus areas and achieving the strategic objectives;
  • Provide overall advise to the Task Team on migration and development with a focus on the following: i) Policy and programme support to countries, including resource mobilization; ii) Thought leadership, including data analysis; iii) Building strong durable partnership; and iv) Communication for results in migration and displacement.
  • Provide strategic high level advice on migration and development to key UNDP country offices, including training of key UNDP staff at HQ, regions and COs;
  • Propose a dynamic communications and knowledge management strategy to ensure institutional capture, increased visibility, discussion and dissemination of solutions and learning.

    KEY DELIVERABLES

  • A review report outlining UNDP’s focus areas, strategic objectives and partnerships on migration and development, including ambition and acceleration plans, required institutional, technical and financial capacities;

  • A collective workplan and budget to deliver on the service focus areas and strategic objectives of UNDP’s 2020 Migration and Displacement agenda.
  • Draft training material/package on migration and development suited to UNDP staff at HQ, Regional and Country Offices levels.

Required Skills and Experience

Education:

Master’s degree in a development related field (Economics, Public or Business Administration, Political Science or other Social Sciences).

Work experience:

At least 10 years of relevant professional experience, including experience working on displacement/migration, recovery solutions and or development issues and in the UN System;

Field experience with UNDP or other development organizations in crisis settings is advantageous.

Languages:

Fluency in English with excellent drafting skills. Written and spoken knowledge of an additional UN language is desirable.

STEP 1

STEP 2

Financial Proposal

After review of applications, technically qualified candidates will be contacted by UNDP and requested to submit a Financial Proposal.

  • The financial proposal should specify an all-inclusive daily fee.
  • The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract.
  • In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP should not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.
  • Shortlisted candidates will be asked to submit a financial proposal. UNDP will provide candidates with the financial proposal template.
  • If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
  • The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to responsive and qualified candidates.

Scope of Price Proposal and Schedule of Payments:

  • Financial proposals must be all inclusive and must be expressed on the basis of “a daily fee” in USD.
  • Payment will be made upon submission of a certificate of payment request, at a schedule agreed based on deliverables, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.
  • Any official mission travel expenses will be duly paid for directly by UNDP and should not be included in the price proposal.
