Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Women’s Peace and Humanitarian Fund (WPHF) is a partnership between the United Nations and the civil society, which supports women led and women’s rights organizations working to build peace and provide humanitarian response throughout the world. Since the end of 2016, the WPHF has been supporting over 100 civil society organizations and is present in 12 countries or group of countries.

UN Women hosts the Secretariat of the Women’s Peace and Humanitarian Fund. The WPHF Secretariat provides support to the Funding Board, mobilizes resources from Governments, companies, foundations and individual, provides day to day support to Country Offices implementing WPHF programmes, ensures timely and quality monitoring and reporting. The Secretariat’s mandate is also to establish and implement a strong monitoring and evaluation system that links WPHF’s global theory of change to the work undertaken by WPHF grantees at the country level.

Reporting to the Head of the WPHF Secretariat, the Monitoring and Evaluation (M&E) Consultant will provide guidance on M&E to the WPHF Secretariat, review WPHF’s theory of change and results framework, support WPHF partners in aligning their results framework to the WPHF global results framework and ensure that a Results-Based Management (RBM) approach is fully integrated into the WPHF supported projects, including, evidence-based programming approach and the results-based M&E. 

Duties and Responsibilities

Provide guidance to the Secretariat on WPHF’s Global M&E Plan

  • Elaborate an M&E plan for the WPHF
  • Provide quality inputs to the WPHF theory of change
  • Based on results of the WPHF midterm review, revise WPHF results framework and associated indicators in order to meet SMART criteria;
  • Provide quality inputs to WPHF templates, including calls for proposals, project documents and reporting templates

Provide technical guidance to WPHF partners

  • Develop M&E guidance for WPHF partners.
  • Support existing WPHF partners in revising their results framework and aligning them with the new WPHF results framework;
  • Provide technical support to new WPHF partners in finalizing their results framework, on a rolling basis.

Contribute to knowledge building and capacity building

  • Develop M&E capacity development tools, including training materials and packages;
  • Manage capacity building opportunities of staff and partners in the areas of Results Based Management (RBM), Monitoring and Evaluation (M&E);
  • Promote the awareness and understanding of the shared responsibility of M&E among all staff members through communication, training, learning and development activities.
  • In coordination with the Knowledge management lead, Identify good practices, lessons and knowledge; as identified through monitoring and evaluation activities;

Required Skills and Experience

Education and Certification:

Master’s degree (or equivalent) in Political or Social Science, Economics, International Development Studies, Gender/Women's Studies is required.

 

Experience:

At least 5 years of progressively reponsible experience at the national or international level in monitoring and reporting of developing projects/ programmes; Experiences in the United Nations System is an asset; Field experience is an asset

 

Language requirements:

Fluency in English and French is required

Knowledge of Arabic or Spanish is an asset.
