Background

UNDP South Sudan currently serves as the Global Fund interim Principal Recipient (PR) for HIV/RSSH and TB grants allocated to South Sudan. The grants aim to provide comprehensive TB and HIV services and building Resilient and Sustainable Systems for Health (RSSH) in South Sudan. UNDP works in partnership with the Ministry of Health and contracts Sub Recipients (SRs) to implement the projects.

The Global Fund grants provide critical services by addressing the gaps observed in the health service delivery in the country. Due to the country’s economic status; the Global Fund grants provide retention incentives to Healthcare Workers at various health facilities across South Sudan and as well as community outreach workers. The provision of retention incentives is key to the delivery of TB/HIV services in the current country context. 

UNDP would like to recruit a National Consultant for a period of 20 days to assess the methods of payment of retention incentives paid to Healthcare Workers and community outreach workers under the existing funding mechanisms supporting community, primary and secondary healthcare services in South Sudan (HPF, RRHF, BHI, etc.). The purpose of the assessment is to explore practical means of ensuring timely payment of incentives and to find alternative means of payments for incentives under the Global Fund grants.

Duties and Responsibilities

Duties and Responsibilities of the National Consultant to Assess the Methods of Payment of Incentives for Healthcare Workers and Community Outreach Workers in South Sudan  

Under the direct supervision and guidance of the Finance Specialist, the National Consultant to Assess the Methods of Payment of Incentives for Healthcare Workers and Community Outreach Workers in South Sudan shall carry out the following tasks:   

  1. Mapping of funding mechanisms supporting community, primary and secondary healthcare services in South Sudan (HPF, RRHF, BHI, etc.)

  2. Mapping of Implementing Partners contracted through the funding mechanisms to provide community, primary and secondary healthcare services in South Sudan

  3. Assessment of methods of payment of incentives paid to community, primary and secondary healthcare services in South Sudan (including the flow of funds from the funding recipient, implementing partners, up to the Healthcare Workers and Community Outreach Workers, timelines for the payment methods)

  4. Risk analysis for each of the payment methods for incentives to Healthcare Workers and Community Outreach Workers

  5. Recommendations for the best options for payment of incentives to Healthcare Workers and Community Outreach Workers in various regions or states in South Sudan

Deliverables for the National Consultant to Assess the Methods of Payment of Incentives for Healthcare Workers and Community Outreach Workers in South Sudan

  1. Inception report detailing:

    • Design of the review/approach/workplan

    • List of documents to be reviewed

    • List of stakeholders to be visited

    • Data collection tools for the assessment

    • Sample of health facilities to be visited

    • Schedule of visits to partners and health facilities

  2. Final assessment report, with clear findings and feasible recommendations aimed at improving the method of payment of incentives to Healthcare Workers and Community Outreach Workers, including:

  3. Mapping of funding mechanisms supporting community, primary and secondary healthcare services in South Sudan (HPF, RRHF, BHI, etc.)

  4. Mapping of Implementing Partners contracted through the funding mechanisms to provide community, primary and secondary healthcare services in South Sudan

  5. Methods of payment of incentives paid to community, primary and secondary healthcare services in South Sudan (including the flow of funds from the funding recipient, implementing partners, up to the Healthcare Workers and Community Outreach Workers, timelines for the payment methods)

  6. Risk analysis for each of the payment method for incentives to Healthcare Workers and Community Outreach Workers

    • Recommendations for the best options for payment of incentives to Healthcare Workers and Community Outreach Workers in various regions or states (not limited to the use of commercial banks)

Payment Method for the Consultancy

  1. Due to the duration of the assignment, the National Consultant shall be paid upon completing the assignment (deliverables 1 and 2

  2. The consultant shall be paid a daily rate (based on the number of working days worked)

  3. The payment shall be based on the Certificate of Payment that will be submitted by the consultant

  4. The Time Sheet will be attached and verified by the direct supervisor

  5. The payment shall be paid upon submission of the performance evaluation from the supervisor

Reporting for the Consultancy  

The National Consultant to Assess the Methods of Payment of Incentives for Healthcare Workers and Community Outreach Workers in South Sudan shall report to the UNDP GF Finance Specialist

Travel for the Consultancy

Not Applicable. The National Consultant shall not travel outside the capital city

Evaluation for the Consultancy

 

The Applicants will be evaluated based upon their submitted expressions of interest and financial proposals, which includes a cumulative analysis method based upon a combination of technical and financial evaluation results.

Required Skills and Experience

Qualifications for the National Consultant to Assess the Methods of Payment of Incentives for Healthcare Workers and Community Outreach Workers in South Sudan 

Education

  • University Degree in Accounting, Business or Public Administration, Human Resources Management, or related field

  • A Master’s degree would be desirable, but it is not a requirement

Experience

  • Minimum 3 years of progressively responsible for finance / Human Resources Management / Management of Incentives is required at the national or international level
  • Understanding of the South Sudan health services delivery system is an asset
  • Experience in managing/implementing the Global Fund Grants in South Sudan is an asset
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Ability to meet tight deadlines and to work effectively under pressure
  • Excellent analytical and written skills proven by produced evaluation reports or relevant documents in English

Individual consultants will be evaluated based on the following’s methodology:

Cumulative analysis

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable; and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
