Background

The UN Trust Fund to End Violence Against Women (UNTF EVAW) is a global multi-lateral grant making mechanism supporting national efforts to prevent and end violence against women and girls. The UN Trust Fund was established through the UN General Assembly Resolution 50/166 in 1996, with UN Women as its Administrator on behalf of the UN system. The UN Trust Fund provides grants to advance the development of innovative models and strategic interventions in the area of ending violence against women and girls (EVAW/G). Grantees – comprising of non-governmental organizations - have engaged diverse actors, such as women’s, men’s, adolescents and youth groups, indigenous communities, religious and traditional leaders, human rights organizations and the media. To date, the UN Trust Fund has awarded - US$ 140 million to 493 initiatives in 139 countries/territories.

In 2015 the UN Trust Fund developed a new five-year (2015-2020) strategic plan with the mission to “advocate for and finance innovative approaches for preventing and ending violence against women and girls, to catalyze learning from global evidence collected from the programmes funded by the UNTF EVAW and to leverage its unique mandate and convening power to foster global giving to end violence against women and girls”. The UNTF EVAW aimed to achieve this mission through three inter-connected areas of work: grant giving to initiatives to end violence against women and girls; building a global Evidence Hub on ending violence against women and girls based on the evaluated results of UNTF EVAW grantees; and, advocating for global giving for work on ending violence against women and girls.

The objective of this new Strategic Plan (2021-2025) will be to provide UNTF EVAW, and its partners and relevant stakeholders with a clear vision and roadmap for the UNTF EVAW’s strategic direction and growth between 2021 and 2025. The new Strategic Plan will build on (but is not limited to) the following: achievements and lessons learned from the previous UNTF EVAW Strategic Plan, its Mid-Term Review completed in 2019, UNTF EVAW Annual Partner Action Coalitions in the context of Beijing +25 and, with the UN Sustainable Development Goals as an overarching  driver for the desired impact.

The expected outcome of this consultancy is to – under direct guidance of the Chief of the UNTF EVAW and in close collaboration with the Strategic Plan Development consultant, UNTF EVAW and all the other relevant Teams in UN Women, UN at large as well as all the other external UNTF EVAW stakeholders – coordinate and manage the development of  a new UNTF EVAW Strategic Plan 2021 -2025, and ensure its completion in time for Final Consultations with donors and partners in November/December 2020.

Duties and Responsibilities

1. Coordinate development and provide support for development of the UNTF EVAW Strategic Plan 2021-2025

  • Develop timeline for delivery of the Strategic Plan and all corresponding activities and ensure timely delivery of all activities as related to the deadlines for development of the Strategic Plan;
  • Coordinate all relevant activities and meetings with Strategic Plan Development Consultant and UNTF Team as relevant to timely development of the new Strategic Plan, lead corresponding meetings with relevant individuals;
  • Coordinate drafting agendas and programmes for meetings and ensure timely record keeping of all relevant information;
  • Work in Partnership with UNTF EVAW Team, all relevant UN Women Teams, UN agencies, donors and partners to ensure extensive consultation process and that all relevant stakeholder views are involved in the strategic planning processes;
  • Ensure that all data and meeting notes are regularly collated, filed and made fully available to the Strategic Plan Development Consultant and the UNTF Team;
  • Prepare briefing notes and any other strategic notes or documents for and as requested by the Chief of UNTF;
  • Provide regular updates on development of the Strategic Plan Development to the Chief and advise on any challenges and opportunities within the process;
  • Provide substantive support and representation at internal meetings as requested by Chief of UNTF.

2. Provide substantive support for the Final Consultations on the Strategic Plan 2021-2025

  • Liaise with Facilitators for Final Consultations; provide input on meeting agenda/programme and ensure outcome of meetings is in line with objectives for development of the Strategic Plan;
  • Coordinate development of an invitation list and manage participants’ contributions/involvement;
  • Provide communications on final meeting and coordinate preparatory sessions if/as necessary.

3. Provide post-development analysis and methodology note for future Strategic Plan Development

  • Carry out an evaluation of the process of the preparation and development of the Strategic Plan
  • Carry out the evaluation of the final strategic planning meeting
  • Provide the final brief for the Chief and the UNTF
  • Ensure all information as relevant to the process of developing the Strategic Plan is recorded and filled for the UNTF EVAW records and learning.

Mission travel to New York and to the the Final Consultations on the Strategic Plan 2021-2025 will be required.

Required Skills and Experience

Education:

  • Master's degree (or equivalent) in international development, public administration, public policy, or other relevant social science field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 10 years of progressively responsible experience working at the global level with inter-agency coordination and strategic programme planning processes; 
  • Experience working in gender equality and women’s rights at the international level;
  • Extensive experience working with the UN system and governments.
  • Experience in the development, planning, implementation, monitoring and reporting of strategic plans;
  • Proven experience in high level research, data collection, analysis and communications;

Language Requirements:

  • Fluency in English required
