Background

UNDP is the United Nation’s global development network advocating for change and connecting countries to knowledge, experience and resources to assist people build a better life. UNDP’s vision is to assist countries in achieving the simultaneous eradication of poverty and significant reduction of inequalities and exclusion. To strengthen inclusive and effective governance, the UNDP Strategic Plan focuses ensuring participation and voice in pursuit of equitable access to development opportunities, and working with poor and other excluded groups as agents of their own development. The plan includes the following outcomes to achieve effective governance: (i) citizen expectations for voice, development, rule of law and accountability are met by stronger systems of democratic governance; and (ii) countries have strengthened institutions to progressively deliver universal access to basic services; (iii) faster progress is achieved in reducing gender inequality and promoting women’s empowerment.

To strengthen continued support to our initiatives, UNDP’s Arab Regional Hub invites candidates to send their applications for internship with the Governance and Peacebuilding Cluster.

The Arab Regional Hub provides technical assistance, programming and policy advice to country offices in 17 Arab countries, with the 18th located in the occupied Palestinian territory.  The Governance and Peacebuilding (G&P) Cluster is one of the teams providing assistance to the needs and priorities of its country offices and to regional projects and initiatives to ensure quality programming in the areas of conflict prevention and peacebuilding, inclusive political processes, rule of law, state building and public sector reform, local governance, HIV, Health and Development

Objectives of Assignment

The intern will support the Governance and Peacebuilding team in the implementation of its mandate of program and policy support. In this regard, the intern will be involved in the daily work of the team. As such the intern will prepare background research and analysis and assist in the preparation and drafting of documents that will support UNDP policy and programing in the region. This will involve undertaking specialized analysis on relevant regional thematic areas. The Governance and Peacebuilding Cluster is structured along the following sub-themes:

  • Core Government Functions: UNDP supports partners in the building of responsive and accountable institutions at all levels of government. This work is central to ensuring that development is both effective and sustainable for citizens. By supporting member states to deliver quality service, improve accountability and expand the opportunities for inclusive economic and social progress, UNDP builds resilience to crisis and reinforces a constructive relationship between State and the people, at all levels of society fostering preventive governance. More specific areas relate to public administration; local governance; aid coordination.
  • Conflict Prevention and Peacebuilding: UNDP works on social cohesion and empowering nations and communities to become inclusive. This is done by supporting and strengthening of key governance institutions needed to peacefully navigate countries away from potential conflict and ensure durable societal transformations occur. UNDP also works towards deepening gains made at the political level by providing strategic analysis, policy and program support to the broader UN system and government and civil society partners under the UN Sustaining Peace Agenda. More specific areas relate to conflict sensitive programming; infrastructures for peace; women, peace and security; insider mediation; conflict analysis; prevention of violent extremism.
  • Rule of Law: Strengthening the rule of law and promoting human rights are cornerstones of UNDP’s work to achieve sustainable human development and eradicate poverty. Through rule of law and human rights assistance, UNDP contributes to building peace and democratic governance across the full range of development context and fosters preventive governance. More specific areas relate to human rights; access to justice, community security; gender justice; transitional justice; judicial reforms and development.
  • Inclusive Political Processes: UNDP advocates for a stronger participation of all citizens in the decision-making processes at all government levels. This includes the work of parliaments, elections, civic engagement and requires inclusive and accountable institutions fostering preventive governance through social cohesion. More specific areas relate to parliamentary development, civic engagement, accountability and SDG 16, etc.

Duties and Responsibilities

Assist in Policy and Strategy Advice and Development:

  • Prepare policy briefs, sector scan, status papers on development challenges based on desk review studies and analysis for evidence based advocacy and policy development in the field of Governance and Peacebuilding;
  • Assist in the development of now or ongoing initiatives, including review of policy literature in respect to the subject to enhance UNDP programming in the field of Governance and Peacebuilding within the Arab Region;
  • Document good practices, cases studies, innovations and pilot models for wider dissemination and sharing.

Project Design, formulation and other project related functions:

  • Assist in Governance and Peacebuilding policy development within UNDP in the Arab Region feeding into global policy development ;
  • Prepare conceptual framework / concept notes on new areas of work or development challenges;
  • Assist in the development of technical support in development of new interventions or projects;
  • Prepare and review project documents

Knowledge Management:

  • Prepare knowledge and communication products related to the project and programs within the Governance and Peacebuilding cluster;
  • Review knowledge products (subject, design and content);
  • Disseminate knowledge and communications products.

Deliverables

The intern will work under the overall supervision of the Governance and Peacebuilding Cluster Leader deliver the following:

  • Prepare reports and notes based on the demand coming into the regional Hub and within the scope of the governance and peacebuilding area
  • Updates regional Governance and Peacebuilding analysis for 2018 building on previous work;
  • Attend and actively participate in meetings or workshops related to the governance and peacebuilding cluster organized by UNDP and / or partners, including taking notes;
  • Support the organization of key events in the area of Governance and Peacebuilding.

Required Skills and Experience

Education:

  • Be enrolled in a graduate school or in the final academic year of a first university degree program (Bachelor’s level, development related field).

Experience:

  • Grasp of issues affecting the Arab States region preferable;
  • Experience in supporting / volunteering with developmental actors will be an asset;
  • Demonstrated ability to work well both independently and within a multicultural team;
  • Good command of information and communication technology;

Languages:

  • Fluency in English (both oral and written) is required. Arabic and French language skills would be an asset but not necessary for the assignment.
