Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security and it is aligned with the United Nations’ 2030  Sustainable Development Goals(SDGs). UN Women’s office in Uganda works to advance implementation of the agency’s normative, operational and coordination mandate, in close partnership with the Government of Uganda, the United Nations Country Team, civil society organizations, private sector and other partners.  

The Government of Uganda led by the Uganda AIDS Commission (UAC)` has embarked on a multi sector iterative process to develop the National HIV and AIDS Strategic Plan (2020/21 – 2024/25) aligned to the third National Development Plan (NDPIII- 2020/21- 2024/25) and other national and international commitments such as the Sustainable Development Goals (SDGs).  Cognizant of the commitments made at the global, regional an national level  , the anticipated end to AIDS as a public health threat by 2030 seems hampered by social and structural barriers majority of whom emanate from gender inequality, disempowerment of women and girls , stigma and violation of human rights. These barriers continue to pose a major challenge to the attainment of the country’s national targets to fast track the end of AIDS. The development of the National HIV and AIDS Strategic Plan will therefore be an opportunity to build on existing efforts to mainstream Gender and Human Rights in HIV programming for the next five years.

UN Women is seeking services of competent individuals to support the integration of gender equality and human rights priorities in the new NSP 2020/21 – 2024/25. 

Duties and Responsibilities

The Consultant shall undertake the following tasks among others

  • To review and assess the extent to which Gender and Human Rights issues and policies are addressed in the current HIV programming
  • To identify existing Gender and Human Rights gaps and challenges in the current HIV Multi sectoral response
  • In consultation with the gender and human rights technical working group and NSP Team Lead, recommend indicators, strategies and actions for elevating and mainstreaming Gender and Human Rights across all thematic areas of the NSP 
  • To develop measurement framework for gender and Human Rights issues as a companion document to the NSP.

Required Skills and Experience

Education

  • Master’s degree in gender and women studies, human rights studies, public health, Development Studies or any other related area in social sciences field.

 

Experience

  • At least 10 years of proven knowledge and experience in providing similar service particularly undertaking action research
  • Ability to undertake the assignment in a consultative manner taking keen care to understand and underscore the role and impact of culture and other social systems factors that may influence the findings
  • demonstrable and practical experience conducting similar assignments using both qualitative and quantitative methodologies
  • Must have experience working with teams of diverse background

 

Language Requirements

  • Fluency in written and spoken English is essential
