Background
The United Nations Office for South-South Cooperation (UNOSSC) is mandated to promote, coordinate and support South-South cooperation throughout the United Nations system and globally. Among its functions, UNOSSC serves as the substantive secretariat of the High-level Committee on South-South Cooperation, the main policymaking body on South-South cooperation in the United Nations system and a subsidiary body of the General Assembly. The High-level Committee undertakes, inter alia, intergovernmental reviews of progress in the implementation of the Buenos Aires Plan of Action, the new directions for South-South cooperation, the Nairobi outcome document of the High-level United Nations Conference on South-South Cooperation, and the outcome document of the Second High-level United Nations Conference on South-South Cooperation (BAPA+40). UNOSSC organizes the biennial sessions of the Committee and prepares reports that inform deliberations at those meetings. It supports Member States as they set the policies, rules and procedures to enhance the implementation of South-South cooperation; monitors progress in that implementation; and assists Governments of developing countries in strengthening their institutional capacity and procedural arrangements for undertaking South-South cooperation. It drafts the report of the Secretary-General on the state of South-South cooperation in consultation with various United Nations bodies as well as relevant non-United Nations partners. It also promotes the mainstreaming of South-South cooperation into programming processes, producing inter-agency instruments such as operational guidelines; mobilizes financial resources for South-South cooperation; and implements specific projects and activities. To inform, facilitate and scale up the implementation of South-South cooperation, UNOSSC organizes the annual High-Level Forum of Directors General for Development Cooperation and the United Nations system-wide Global South-South Development Expo. The Expo, which brings together development practitioners and representatives of the United Nations system, government, the private sector and civil society, showcases selected successful development solutions, a means of sharing information on the wealth of knowledge and capacities of the South. UNOSSC also serves as a knowledge hub on South-South and triangular cooperation by hosting the South-South Galaxy and the South-South Global Thinkers platforms. It produces numerous knowledge and research publications including its flagship publications which include “Good Practices on South-South and Triangular Cooperation for Sustainable Development”; “South-South in Action Series” and “South-South Ideas” papers that are particularly relevant to countries of the South and shares up-to-date information on UNOSSC activities on its website, knowledge platforms and via social media. It also serves as Fund Manager for, among others, the India, Brazil and South Africa Facility for Poverty and Hunger Alleviation (IBSA Fund), the Pérez-Guerrero Trust Fund (PGTF), the United Nations Fund for South-South Cooperation (UNFSSC) and the India-UN Development Partnership Fund. In responding to its mandated functions, UNOSSC produces an important number of official United Nations reports as well as the documentation of solutions, outreach materials, conference/Expo texts and several other types of materials. In 2020, it is anticipated that follow-up to the second High-level United Nations Conference on South-South Cooperation (BAPA+40 Conference) will also create a need for editorial services in view of the UNOSSC role as the secretariat for the Conference. For this output, there is a need to ensure quality advocacy materials that conform with UNDP and United Nations editorial style and consistency in formatting. UNOSSC is thus seeking the services of graphic designers to undertake the tasks described below. The incumbents will work with the individual staff members responsible for the products requiring design services. UNOSSC would like to enter into Individual Contractor’s Framework Agreement/Long-Term Agreements (ICFA/LTA) with a maximum of 3 graphic designers who can provide high-quality professional design work, clearly and accurately convey corporate messaging; and deliver within the deadlines. |
Duties and Responsibilities
Under the guidance of the UNOSSC staff and direct supervision of the Deputy Director of Programmes and Operations, the graphic designer will be responsible of all aspects of design, lay-out, proofreading and in the production of press-ready file, and ensuring that the publications meet UNDP standards. Deliverables/Expected Outputs: Deliverables will be required to be produced in a variety of formats including for digital and print distribution, depending on the needs of the project. If and when any of the above services will be required, UNOSSC and the consultant will agree on work input, number of working days necessary and deadline prior to commencement of work. Detailed specifications for each individual assignment will be given to the selected designer as and when the designer’s services are requested. Required Skills and Experience
Education:
- Master’s degree in graphic design (or bachelor’s degree in graphic design with at least 10 years of relevant working experience), required.
Experience:
- At least 5 years of relevant working experience with design of reports and promotional materials required.
- Strong theoretical and practical background in graphic design, including the use of design software such as Adobe Design Premium, In-Design, CorelDraw, or similar; required.
- Proven experience of graphic production from start to published/printed product with knowledge of printing processes (offset and digital) and color management; required.
- Familiarity with UNDP communication and branding guidelines/previous work experience with UNDP an advantage.
- A good command of video editing software is an advantage.
Language Requirements:
- Fluency. in written and spoken English is required Please provide four samples of previous work (in various disciplines) with your CV.
- Knowledge of another official UN language is desirable as the graphic designers will be working on publications translated to 5 different UN official languages.
EVALUATION PROCESS AND CRITERIA
Application is a two-step process:
STEP 1
The application package containing the following (to be uploaded as one file)
- Document 1: Online application with brief description of why the Offer considers her/himself the most suitable for the assignment; and
- Document 2: Personal CV or P11 indicating all past experience from similar projects and specifying the relevant assignment period (from/to), as well as the email and telephone contacts of at least three (3) professional references.
- Document 3: Kindly provide a web-link to minimum 3 samples of graphic design work you have done demonstrating the quality of your work similar to this assignment.
Applications that do not contain Documents 1, 2 and 3 may be directly disqualified.

Shortlisted candidates (only) will be contacted via e-mail and requested to submit a Financial Proposal through the E-tendering portal (instructions will be provided):
- The financial proposal should specify an all-inclusive daily fee (based on a 7-hour working day – lunch time is not included – and estimated 21.75 days per month) and an-all include hourly fee. The payment method for secondary assignments linked to the resulting LTA will be adapted to the nature of the specific assignments.
- The financial proposal must be all-inclusive and take into account various expenses that will be incurred during the contract, including: the daily professional fee; cost of travel from the home base to the duty station and vice versa, where required; living allowances at the duty station; communications, utilities and consumables; life, health and any other insurance; risks and inconveniences related to work under hardship and hazardous conditions (e.g., personal security needs, etc.), when applicable; and any other relevant expenses related to the performance of services under the contract;
- The secondary assignment that may result from the establishment of this Long Term Agreement will be home-based;
- The consultant will be responsible for providing her/his own working station (i.e. laptop, internet, phone, scanner/printer etc) and must have access to reliable internet connection;
- The consultant will report via email, skype calls and meetings at UNDP HQ (if necessary, with an advance notice of at least one day) to the Task Manager;
- The consultant will be required on a needs basis during the contract period and is expected to be available for consultations and be reliable in email contact for a set number of hours that align with UNDP HQ business hours;
- In the case of unforeseeable travel requested by UNDP, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon, between UNDP and Individual Consultant, prior to travel. In general, the consultant is entitled to an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources;
- If the Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under a Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP.
- The Financial Proposal is to be emailed as per the instruction in the separate email that will be sent to responsive and qualified candidates.
CRITERIA FOR SELECTION OF THE BEST OFFER: Applicants are reviewed based on required skills and experience stated above and based on the technical evaluation criteria outlined below. The selection of the best offer from the shortlisted candidates will be based on a combined scoring method – where the qualifications and experience will be weighted a maximum of 700 points and combined with the price offer, which will be weighted a maximum of 300 points. Method: Cumulative analysis method will be used to evaluate proposals.
Technical Evaluation – (700 points, 70%): The technical evaluation will comprise of desk review (500 points) and interviews (200 points). All applicants will be initially screened against the minimum qualification requirements as specified above. Responsive candidates will then be further evaluated against the following criteria and shortlisted applicants will be invited for the interviews: Desk Review of Technical Criteria as Evident in the submitted application (500 points)
The top four candidates obtaining a minimum of 70% (350 points) of the maximum obtainable points for the desk review (500 points) shall be considered for the interview. Interview (200 points) The total obtainable score on the interview is 200 points, bringing the total points for the technical evaluation to a maximum of 700 points. A minimum 140 (70% of total points obtainable during the interview) points are required to pass the interview.
