Background

The United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, humanitarian action, human rights and peace and security.  UN Women provides support to Member States’ efforts and priorities in meeting their gender equality goals and for building effective partnerships with civil society and other relevant actors.

One of UN Women’s key programme areas worldwide and in Georgia is women’s economic empowerment. Currently, with the support of the Norwegian Ministry for Foreign Affairs, UN Women is implementing the 3-year project “A Joint Action for Women’s Economic Empowerment in Georgia” (JAWE).  With the overall goal that women, particularly the poorest and most excluded, are economically empowered and benefit from development in Georgia, the project seeks to strengthen the private sector’s engagement in women’s economic empowerment. In the project, UN Women disseminates information about gender equality and the Women’s Empowerment Principles ((WEPs) For more information on the WEPs, see https://www.empowerwomen.org/en/weps/about) to companies and supports them to design and implement action plans for women’s empowerment. So far, already 45 companies in Georgia have signed onto the WEPs and committed to advance gender equality and women’s empowerment within and outside the workplace. To support the companies to make the commitments a reality, UN Women provides trainings, relevant tools and technical advice to the WEPs companies, including on establishing new programmes such as workplace mentoring.

Workplace mentoring programmes are becoming a popular tool to develop employees’ skills and increase inclusion at work. Mentoring programmes show commitment of employers to their employees’ development and well-being, can contribute to the development of a better-trained and engaged workforce and increase employees’ job satisfaction. Mentoring has been also found to be one the most impactful activity for increasing diversity at work, compared to a variety of other diversity initiatives.

Despite the increasing popularity of workplace mentoring programmes in many countries, mentoring is a new concept in Georgia. At the end of 2018, in collaboration with a local NGO partner Creative Development Center, UN Women started supporting selected private sector companies, including the WEPs companies, to increase their understanding of mentoring and to establish workplace mentoring programmes for women’s empowerment. The support involved trainings and gatherings for the companies’ human resources personnel and selected mentor-mentee pairs at the companies.

Informed by the provided support and the received feedback, UN Women has now produced a gender-sensitive manual/guide for companies on establishing mentoring programmes for women’s empowerment. This has been done in collaboration with the NGO partner and international consultants. Instead of being prescriptive, the manual introduces why mentoring programmes are good for women’s empowerment at the workplace and guides companies to design, implement and evaluate mentoring programmes that best suit their own context. The manual also includes information on gender issues that companies should be aware of and take into consideration when they design mentoring programmes. The target audience of the manual is companies’ human resources and other personnel responsible for employees’ capacity development. The manual will be launched and presented to private sector audience in March-April 2020.

To support WEPs companies in Georgia to launch their own workplace mentoring programmes aligned with the manual’s guidance, UN Women now seeks to hire a national consultant. The support provided by the consultant will include helping companies to, among others, define objectives and design implementation plans for their mentoring programmes and to identify and match their mentors and mentees. Also, in collaboration with the companies’ human resources or other relevant personnel, the consultant will train the mentoring programme participants on mentoring tools, approaches and methods introduced in the mentoring manual. UN Women will identify the companies selected for the support and introduce them to the consultant.

In brief, the objective of the consultancy assignment is to support selected WEPs companies in Georgia to establish their own mentoring programmes. 

Duties and Responsibilities

The duties and responsibilities of the National Consultant are:

  • Conduct meetings with companies and help them to design their own mentoring programmes based on the mentoring manual;
  • In consultation and close cooperation with each company, design, prepare and conduct trainings for mentors and/or mentees of each company based on the mentoring manual and assess the training results; and
  • Provide follow-up and coaching support to each company in the implementation of their mentoring programme.

Deliverables:

  • At least a 2-page overview of the company’s mentoring programme, including implementation plan, submitted based on company consultations and the mentoring manual (2 days per company, up to 20 days during the contract);
  • At least 1-day training of mentors and/or mentees prepared and conducted at the company, and a brief training report with results of post-training evaluations submitted (2 days per company, up to 20 days during the contract);
  • Coaching provided to the company in the implementation of mentoring programme and report on the initial results produced (1 day per company, up to 10 days during the contract).

Required Skills and Experience

Education:

  • Advanced University degree (at least Masters) in psychology, sociology, gender/women’s studies or other relevant field;

Experience: 

  • At least three years of experience in designing, implementing or supporting mentoring or coaching approaches and programmes;
  • At least three years of experience in training and workshop facilitation;
  • Demonstrated knowledge of gender equality and women’s empowerment issues;
  • Experience in working with private sector companies in Georgia is an asset;

Language:

  • Fluency in Georgian and English.

Evaluation Procedure:

The candidates will be evaluated in three stages: according to minimum qualification criteria; technical and financial evaluation.

The candidates must possess following minimum qualification criteria to be eligible for further technical evaluation:

  • Advanced University degree (at least Masters) in psychology, sociology, gender/women’s studies or other relevant field
  • At least three years of experience in designing, implementing or supporting mentoring or coaching approaches and programmes
  • Fluency in Georgian and English

Technical evaluation criteria (including minimum qualifications):

  • Advanced University degree (at least Masters) in psychology, sociology, gender/women’s studies or other relevant field (max 30 points);
  • At least three years of experience in designing, implementing or supporting mentoring or coaching approaches and programmes (max 100 points);
  • At least three years of experience in training and workshop facilitation (max 100 points);
  • Demonstrated knowledge of gender equality and women’s empowerment issues (max 60 points);
  • Experience in working with private sector companies in Georgia is an asset (max 30 points);
  • Fluency in Georgian and English (max 30 points).

Maximum total technical score amounts to 350 points. Only candidates who have passed over the minimum qualification criteria and have accumulated at least 245 points out of maximum 350 under technical evaluation will qualify for the next stage i.e. evaluation of their financial proposals.

Evaluation of submitted financial offers will be done based on the following formula: S = Fmin / F * 150

S – score received on financial evaluation;

Fmin – the lowest financial offer out of all the submitted offers qualified over the technical evaluation round;

F – financial offer under consideration.

The winning candidate will be the candidate, who has accumulated the highest aggregated score (technical

scoring + financial scoring).

Management arrangements:

The consultant will report to and work under direct supervision of UN Women Programme Specialist and Programme Analyst and overall guidance of UN Women Georgia Country Representative.

The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on UN Women’s needs within the contract period for a pre-agreed fee. The maximum time required for the consultancy is 50 working days during the indicated contract duration.

Financial arrangements:

Payment will be disbursed upon submission and approval of deliverables 1, 2 and 3 for each company and certification by UN Women that the services have been satisfactorily performed.

*The applicants are required to submit an aggregated financial offer: “aggregated financial offer” is the total sum of all financial claims of the candidate for accomplishment of all tasks spelled out in this ToR. Travel costs (ticket, DSA etc.)  should not be included and if travel will be required, they will be paid for separately by UN Women.
