Background

The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world. UNV Information and Communications Technology Unit (ICTU), located in Bonn, Germany, is responsible for creating and maintaining multiple corporate applications. The unit is actively engaged in delivering on Digital Transformation.


This consultancy would contribute to Digital Transformation project’s Output 1: Unified Volunteer Platform (UVP). The platform will facilitate volunteer mobilization by establishing an intuitive single-entry point for candidates to offer their services (regardless of the volunteer modality); and for organizations to request services of volunteers (for all types of assignments). Establishment of the Unified Volunteer Platform will result in deployment of UN Volunteers worldwide faster and at a reduced cost of operations.


2. MAIN OBJECTIVES, RESPONSABILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK.
UNV Information and Communications Technology Unit (ICTU), located in Bonn, Germany, is responsible for developing and maintaining Microsoft-based Business Intelligence (BI) solution. The technologies used are the following:

  • SQL Integration Services (SSIS)
  • SQL Server
  • Power BI Premium and Pro
  • Azure Infrastructure

UNV is looking for a Microsoft BI expert to provide on-site strong technical expertise and delivery for all Power BI related tasks. The onsite presence is critical in order to interact with business colleagues, understand the current BI platform, data exchange, existing reports and implement the changes in coordination with UNV BI specialist.

Total days – 230days

UNV will assign project and tasks to the consultant, who will provide time/amount estimates. UNV will review and approve/discuss the estimates. Once approved, the consultant will implement the tasks remotely under the supervision of the BI specialist and overall supervision of the IT Chief.

Required Skills and Experience

Education:
University degree in information technology, computer science, data analytics, data management or related field, or relevant experience in the field. Following certificates (or similar):

  • MCSE: Data Management and Analytics
  • MCSA: BI Reporting
  • Any other relevant Microsoft BI certificate

Experience:
Relevant experience in Microsoft BI systems, including Power BI, DAX formulas, SSIS, Power Query, M language, data modelling and Datawarehouse
 
Language requirement:
Excellent writing and oral communication skills in English.

Applicants have to provide a technical and financial proposal

The technical proposal shall describe the methodology and the approach how to fulfill the required deliverables as well as outline the major components of its implementation.

The financial proposal shall consist of all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee, costs of living, costs for insurance, and cost of travel to and from the duty station. The financial proposal shall contain a breakdown of these costs and indicate the number of off-days the consultant wants to take during the contract period (if any).
The lump sum/contract price is fixed regardless of subsequent changes in the cost components.

Criteria for Selection of the Best offer:

The selection of the best offer will be based on the combined scoring method – where the qualifications and methodology will be weighted – 70% and combined with the price offer which will be weighted 30%.

Key selection criteria are

• Proven experience in updating and creating complex DAX formulas (14 %)
• Proven experience in designing complex Power BI data modelling (14 %)
• Proven experience in designing complex Power Queries in Power BI (14 %)
• Proven experience in designing appealing user interface and user experience reports (14%)
• BI Certifications (14%)

Your Financial Proposal must indicate the total contract price, supported by a breakdown of costs, as per template provided. If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNV under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNV
