Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The work of UN Women in Colombia is guided by its  Country Strategic Note 2017-2020 aligned with the Cooperation Framework with Government of Colombia, the Global Strategic Plan of UN Women for 2018-2021, the National Development Plan and peace agreement. UN Women in Colombia in accordance with national priorities and international instruments for the protection of women's human rights, mainly the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW), works to achieve substantive equality between men and women in all aspects of life, focusing on strengthening the leadership and political and economic empowerment of women and their right to a life free of violence, both in the context of conflict and outside this, as bases for a stable and sustainable peace. In this way, UN Women supports national efforts to make women beneficiaries and main actors as women leaders and human rights defenders in the sustainable development and construction of peace, democracy and security in Colombia.

 The Programme “Prevention and Protection Programme for Women Social Leaders and Human Rights Defenders” with the Norway support aims to strengthen national and local capacities to prevent and protect the life, integrity, and work of women social leaders and human rights defenders in Colombia in 2019-2022.  It is based in the Resolution 1325 of 2000 of the Security Council and the General Assembly Resolution 61/181 of 2013 on the protection of human rights defenders.

Reporting to the Programme Specialist, the Programme Analyst contributes to the effective management of UN Women program and portfolio on women human rights defenders by providing substantive inputs to programme design, formulation, implementation and evaluation. The Programme Analyst guides and facilitates the delivery of UN Women programme by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Analyst works in close collaboration with the programme and operations team, UN Women HQ staff, Government officials, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under portfolio.

Duties and Responsibilities

Contribute technically to the development of the Programme: Prevention and protection of women leaders and human rights defenders in Colombia

  • Provide technical inputs to the design and formulation of Programme/ project proposals and initiatives related to the Programme.
  • Identify areas for support and intervention related to the Programme.

Provide technical support to the implementation and management of the Programme

  • Provide inputs to the annual workplan and budget;
  • Coordinate and monitor the implementation of programme activities;
  • Coordinate the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Train partners on Results-Based Management.

Provide technical assistance and capacity development support to Programme partners

  • Provide technical support to and technically oversee the implementation of programme activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.
  • Maintain relationships with regional partners to support implementation and expansion of the programme;

Provide technical, financial and strategic inputs to the monitoring and reporting of the Programme

  • Monitor progress on programme activity, results, and indicators; using results-based management tools;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports and other reports on outputs and outcomes.

Contribute to building partnerships and resource mobilization strategies

  • Provide inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Draft relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination on Programme, to achieve coherence and alignment of UN Women programmers with other partners in Colombia

  • Provide technical support to the Representative and Deputy Representative on inter-agency coordination related activities by providing inputs to background reports and briefs.

Provide inputs to advocacy, knowledge management, and communication efforts

  • Draft  background documents, briefs and presentations related to Programme;
  • Coordinate and support advocacy activities and campaigns, events, training, workshops and knowledge products;
  • Contribute to the exchange of information and provide inputs to the development of knowledge products internally and externally of the programme;
  • Coordinate the development of knowledge management methodologies, organize and facilitate communities of practice.

Required Skills and Experience

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development or a related field is required
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.·     
  • At least 1 year of relevant work experience in development Programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building; 
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage
  • Experience in the prevention and protection of Women Human Rights Defenders
  • Experience at the national level in managing complex and multi-component programme interventions with national partners; Experience in the prevention and protection of Women Human Rights Defenders
  • Experience coordinating and liaising with government agencies and/or donors is an asset;
  • Experience in the providing operations support, including procurement, human resource and logistics is an asset;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects is an asset;
  • Experience coordinating and liaising with government agencies and/or donors is an asset.
  • Fluency in Spanish is required;
  • Working knowledge of English is required
