Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Cambodia Country Office (CCO) Strategic Note (SN) 2019-2023 focuses on three key priorities to advance gender equality and women’s empowerment (GEWE). The first priority is to strengthen government capacity and accountability to integrate international norms and commitments (CEDAW, SDGs, Beijing PfA, Sendai) into national legislative and regulatory frameworks, including supporting dialogue and CSO engagement in accountability for GEWE commitments.  The second area of focus is Ending Violence Against Women where CCO’s focus includes creating an enabling environment to prevent, respond to and prosecute all forms of GBV as well as ensuring that marginalised women who experience violence, including women migrant workers, access services and protections.  Thirdly, CCO works to enhance gender responsiveness in climate change action and Disaster Risk Reduction (DRR).  A focus on empowerment, women’s leadership, challenging negative gender norms and leaving no one behind runs through the programme.

The Royal Government of Cambodia (RGC) through the Cambodia National Council for Women (CNCW) has taken increased ownership to engage with the CEDAW monitoring cycle as well as other international commitments for monitoring Gender Equality and Women’s Empowerment (GE&WE) such as Beijing PFA, CSW and SDGs. Following Cambodia’s 6th periodic report to CEDAW, Concluding Observations (COBs) provide concrete recommendations for RGC to tailor its actions for advancing gender equality and women’s empowerment. It has been observed that in order to enable implementation of COBs in a more effective and engaging manner, it is pivotal to support CNCW’s Secretariat and its members both at technical and decision making level to have robust understanding of what COBs mean to each sector and what action points are applicable in responding to specific COBs. As many COBs are directly linked with UPR Recommendations that were accepted by the Royal Government of Cambodia, it is important to leverage this opportunity through greater facilitation and collaboration between CNCW and the Cambodia Human Rights Committee (CHRC) to interpret COBs into actions through the joint effort of the women’s machinery (CNCW) and CHRC. At the same time, it is planned that UN Women and OHCHR can continue to work together on CEDAW and UPR implementation, and support increased collaboration between and with CNCW and CHRC on women’s rights.

In this regard, CCO seeks the services of a consultant who has strong contextual background knowledge, experience in coordination with multiple agencies, including government and civil society, as well as robust knowledge on CEDAW and its process to support the Normative Programme and key government partners, especially CNCW, to develop an action plan for monitoring the implementation of Concluding Observations. The technical assistance will contribute to ensure that:

  1. CNCW has an action plan which details sector-specific actions to implement COBs, against which progress and achievements can be monitored. This includes support to CNCW and members to review, analyse and understand COBs so they can make a clear COB action plan to implement, monitor and report on the progress of the COBs, and establish clear links with  sectoral policies and strategies, the framework of Cambodia Sustainable Development Goals (CSDGs)  the UPR Recommendations and the forthcoming UPR Implementation Plan.  The process of developing the action plan should also include reaching a consensus on priority actions based on existing national and international commitments, accepted UPR recommendations and analysis of COBs which Cambodia is required to report against within a two-year timeframe;
  2. Collaboration with the UN Country Team and UNTGG utilizes normative framework/agenda (CEDAW, Beijing +25 and SDGs) for contributing to strengthening UN collaboration and result.  This includes finalization of CEDAW COB Advocacy Points and policy advice to strategise to reinforce the implementation of COB Advocacy Points;
  3. Women’s Machinery (CNCW and MOWA) has capacity to engage with Beijing+25, including Generation Equality Forums.
