Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women’s Country Office, based in New Delhi, India, works to accelerate the advancement of gender equality and the empowerment of women through the strengthening of strategic partnerships, technical and policy advisory services and advocacy with governmental, inter-governmental and civil society partners. In addition, UN Women CO is charged with leading and coordinating the UN system’s work on gender equality, including through ensuring accountability for results.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for those who have missed out on education. It aims to break current trends and provide a comprehensive solution for marginalized women and young women who are at risk of being left behind. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the world’s most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The Second Chance Education Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The Programme will contribute to the following outcomes: i) More marginalized women and young women access and benefit from high quality educational content, material and learning pathways; ii) More marginalized women and young women benefit from increased employment, livelihood and entrepreneurial opportunities; iii) Fewer marginalized women and young women are disadvantaged and denied education opportunities due to harmful and discriminatory social norms; iv) More marginalized women and young women have improved access to education and employment pathways through enhanced multi-sectoral policy and financing frameworks that enable scaling of successful Second Chance Education solutions.

In this context, the Programme Assistant will work under the guidance and direct supervision of the Country Programme Manager (SCE), to support in management of programme activities and coordinate with relevant team members, including the operations team, implementing partner organisations and government officials, to ensure successful implementation of specific components of the Second Chance Education Programme.

Duties and Responsibilities

Summary of Key Functions:

  • Support to formulation of programme strategies for the SCE programme;
  • Administrative Support to the SCE programme;
  • Support to knowledge building and knowledge sharing.

Supports formulation of programme strategies for the SCE Programme focusing on achievement of the following results:

  • Collection, analysis and presentation of information for identification of areas for support and programme formulation/ implementation;
  • Support monitoring and review of programme activities;
  • Support the documentation of good practices emerging from programme;
  • Support the programme team in timely and relevant response to all the programme related correspondence;
  • Support to e-learning component and use of online learning portal in the SCE programme and train programme partners and field cadres;
  • Support other related tasks.

Provides effective support to management of the MCO programme focusing on the achievement of the following results:

  • Creation of projects in Atlas, preparation of budget revisions, revision of project award and project status, determination of unutilized funds, operational and financial closure of a project;
  • Presentation of information, such as project progress and delivery;
  • Support in monitoring and review of financial progress of the programmes, particularly the BHP grant.
  • Assist in preparation of project document drafts, work plans, budgets, proposals on implementation arrangements.

Provides administrative support to the Programme Unit focusing on achievement of the following results:

  • Preparation of non-PO vouchers for development projects;
  • Maintenance of the internal expenditures control system including timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers;
  • Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas;
  • Making budget check for requisitions, POs and vouchers;
  • Filing and organizing relevant programme documents.
  • Provide support in maintenance of records/ documents/ files relating to the programme and related projects and be responsible for assigned correspondence and other administrative tasks, including project budgets and budget revisions.

Supports resource mobilization focusing on achievement of the following results:

  • Review of contributions agreement, managing contributions in Atlas;
  • Research information and analysis related to programme.
  • Assistance and inputs in preparing concept notes and proposals for raising funds

Supports knowledge building and knowledge sharing in the MCO focusing on achievement of the following results:

  • Participation in the trainings for the operations/ projects staff on programme;
  • Contributions to knowledge networks and communities of practice.
  • Assist in preparation of donor’s profile/briefing material as well as donor reports
  • Assist in preparing draft reports/ papers for presentation at national and international workshops and conferences 

Any other task assigned by the Supervisor.

  • Timely and accurate administrative and logistical support to events, workshops, and missions;
  • Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
  • Timely and accurate tracking of data for India CO management and donor purposes;
  • Quality maintenance of internal systems and files;
  • Quality and timely support to programme team.

Required Skills and Experience

Education:

  • Completion of secondary education required.
  • A University degree in Gender and Development Studies, Economics or any Social Sciences will be an added asset.

Experience:

  • At least 5 years of progressively responsible experience in administrative or programme management/support;
  • Experience in working in a computer environment using multiple office software packages;
  • Experience in the use of ATLAS is an asset;
  • Experience in supporting a team is an asset.

Language Requirements:

  • Fluency in English and Hindi is required;
  • Knowledge of the other UN official working language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women’s empowerment.
