Background

Project Description 

The Philippines is highly exposed to natural hazards because it lies along the Pacific Typhoon Belt and is within the Pacific Ring of Fire. This is compounded by uncontrolled settlement in hazard-prone areas, high poverty rate, change in land use patterns, failure to implement building codes and construction standards, and degradation of forests and coastal resources, uncontrolled migration from the rural to the urban areas, rapid urbanization, among others. Compounding this is the low adaptive capacity of the State and its instrumentalities, including the at-risk, poor municipalities and communities. The brunt of these natural hazards is felt by 27.6 million Filipinos who are among the poorest and marginalized. They are often trapped in a seemingly never-ending cycle of disaster, displacement and rebuilding.

The country has made significant progress on improving disaster preparedness; however, much remains to be done to improve the speed, efficiency and effectiveness of humanitarian and recovery response, leading to enhanced long-term resilience. The Adaptable Digitally Enabled Post-disaster Transformation (ADEPT) Project aims to demonstrate the feasibility of a digitally-enabled, end-to-end solution for expedited disaster recovery and resilience of affected communities that can be replicated and scaled up for use in subsequent disaster situations. 

To demonstrate an effective model that can transform current recovery practice, UNDP will leverage the capabilities of other UN agencies, e.g., UNOSAT, WFP and UNOCHA, engage with international and local civil society organizations (e.g., Oxfam, Philippine Disaster Risk Reduction Network), the private sector (Philippine Disaster Resilience Foundation, financial service providers), national government agencies involved in disaster resilience, inclusive finance, (Department of Social Welfare and Development, Banko Sentral ng Pilipinas, PAGASA and Philippine Crop Insurance Corporation ), local governments (the province of Albay and its constituent affected LGUs), together with political champions for disaster management will work together.

The project aims to assist selected communities and families impacted by typhoon Kammuri that struck Albay and nearby provinces on 2 December 2019. The project will: i) improve the systems for post-disaster needs assessment and beneficiary identification and registration; ii) use digital payment platforms to provide disaster-related and longer-term cash transfers; iii) provide financial literacy training, iv) facilitate financial inclusion; and v) institutionalize the use of a household data collection tool (DevLIVE+) to strengthen disaster and climate-risk informed local planning and budgeting. The project will also strengthen inclusive value chains and offer parametric insurance to impacted rice farmers (and enable access to other financial products and services to the broader affected communities), thus increasing their resilience to future natural disasters. The project will target up to 10,000 affected beneficiaries in over 2,000 households.

ADEPT is intended to demonstrate the potential for integrating digital tools and technology into the core elements of not only post-disaster recovery and rehabilitation programs, but also to allow more efficient pre-disaster preparedness, using approaches that then be replicated and scaled up for use by national and local government agencies. The effectiveness of the project will be thoroughly documented, analyzed and rigorously evaluated (including through randomized control trials) to draw lessons for future design and implementation.

Duties and Responsibilities

Scope of Work

Under the direct supervision of the Outcome Lead for Climate Action and the Programme Associate of the Climate Action Programme Team, the consultant shall:

  1. Prepare the enhanced DevLIVE+ survey forms on SDGs (poverty indicators), disaster risk reduction and management and necessary questions/items that may be added based on consultations with the provincial and municipal government.
  2. Conduct and Facilitate the trainings on geotagging and enumeration surveys as well as on data visualization, processing and cleansing to the local DevLIVE+ team (field coordinator, validators, team leaders, GPS operators and enumerators)
  3. Provide the manual and SOPs for the local DevLIVE+ survey team.
  4. Mentor the local DevLIVE+ team (field coordinator, validators and team leaders) during the implementation rollout.
  5. Provide assistance to the LGU in the set up the architecture and system for data storage and data visualization
  6. Lead and Facilitate workshops on community validation of the collected data (minimum of 4 workshops, all in Albay)
  7. Provide recommendations to LGU for CLUP and CDP development
  8. Directly report and coordinate with the Climate Action Programme Associate any matter in relation to the DevLIVE+ roll out in Daraga, Albay

Institutional Arrangement

For the duration of the contract, the consultant shall report to the UNDP Climate Action Programme Team in the delivery of the terms of reference. Reporting is output-based and all reports must be submitted to UNDP-CAPT. Final outputs should be formally accepted by the UNDP CAPT before any payment is made.

 

Duration of the Work

To undertake the tasks, procedures, and expected outputs, the consultant shall be engaged for a period equivalent to four (4) months. Effectivity of the engagement will be upon signing of the contract and will be valid until all outputs have been delivered and accepted. The target duration is March to July 2020.

 

Duty Station           

The position will be based in Manila to allow accessibility and availability for discussions and reporting on progress of activities as may be required by the UNDP. Though the consultant will not be required to report regularly, status reports and feedbacks on the outputs shall be expected from time to time.

Also, he/ she should be able to travel and do field works and monitoring activities in the Municipality of Daraga, Albay (travel to and from Manila to Albay to be shouldered by UNDP).

Scope of Price Proposal and Schedule of Payments

 

The Consultant should send a financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall include all costs components required to deliver the goods and services identified above, including professional fees and any other applicable costs (i.e., transportation/travel within the duty station for meetings and activities in areas mentioned in the previous sections, supplies, and materials, communications, etc.) to be incurred by the Consultant in completing the assignment.

 

The contract price will be a fixed output-based price. Any deviations from the outputs and timelines will need to be agreed upon between the Consultant and UNDP. Any travel costs to Albay or to any location outside the duty station of Manila shall be shouldered by UNDP.

 

Payments will be done upon satisfactory completion of the deliverables by target due dates. Outputs will be reviewed and certified by the UNDP Outcome Lead of the Climate Action Team prior to the release of payments.

Criteria for Selection of the Best Offer

 

Technical Proposal -Qualifications: Education and Work experience (70%)

Financial Proposal (30%)- Note: Only the financial proposals of applicants who will obtain a minimum of 70 out of 100 obtainable points in the technical proposal will be evaluated.

 

Recommended Presentation of Offer

  1. Duly accomplished Offeror's Letter to UNDP Confirming Insterest and Availability for the IC that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
