Background

UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs). UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. BPPS ensures that issues of risk are fully integrated into UNDP's development programmes.  BPPS assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working.  BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.”

HIV, Health and Development Approach

UNDP is a founding cosponsor of the Joint UN Programme on HIV/AIDS (UNAIDS), a partner of the Global Fund to Fight AIDS, Tuberculosis and Malaria, and a co-sponsor of several other international health partnerships. UNDP’s work on HIV, health and development leverages the organization’s core strengths and mandates in human development, governance and capacity development to complement the efforts of specialist health-focused UN agencies. UNDP delivers three types of support to countries in HIV, health and development.

First, UNDP helps countries to mainstream attention to HIV and health into action on gender, poverty and the broader effort to achieve the Sustainable Development Goals (SDGs). Second, UNDP works with partners to address the interactions between governance, human rights and health responses. Third, as a trusted, long-term partner with extensive operational experience, UNDP supports countries in effective implementation of complex, multilateral and multisectoral health projects to fight the three diseases HIV, tuberculosis and malaria while simultaneously investing in capacity development so that national and local partners can assume these responsibilities over time. UNDP partners with countries in crisis/post-crisis situations, those with weak institutional capacity or governance challenges, and countries under sanctions. When requested, UNDP acts as interim Principal Recipient in these settings, working with national partners and the Global Fund to improve management, implementation and oversight of Global Fund grants, while simultaneously developing national capacity for governments or local entities to be able to assume the Principal Recipient role over time.

UNDP’s Partnership with the Global Fund

As of 2018, UNDP servied as the Principal Recipient (PR) for 32 grants, covering 19 countries and 3 Regional Programmes funded by the Global Fund. In its role as interim PR, UNDP is responsible for the financial and programmatic management of grants, as well as the procurement of health and non-health products. In all cases, the implementation of grants is completed in accordance with UNDP policies and procedures, as well as the policies of the Global Fund.

A dedicated BPPS team, housed within the HHD Group, supports the partnership with the Global Fund. UNDP’s Global Fund Health Implementation Support Team’s (GF/HIST) primary function is to provide quality and timely support to Country Offices to implement high performing Global Fund grants – in close coordination with Regional Bureaux – and to manage UNDP’s partnership with the Global Fund at the corporate level.  

The Global Fund successfully conducted their replenishment for the new allocation cycle 2021-2023 and achieved the targeted amount. The Fund announced the country allocations in December 2019; meanwhile the Fund has communicated to all countries the preparation process for the new funding requests with a detailed planning throughout 2020. For UNDP, at least 27 grants will need to go through the preparation process during 2020; at the same time, UNDP needs to maintain the momentum on the delivery of the current grants, most of which are ending in December 2020.

GF/HIST is organizing the necessary Country Office support needed to tackle the preparation process of the new grants while focusing on delivering the ongoing grants. In addition, there is a need to focus on the policy work in line with the Global Fund priorities in terms of human rights, gender and anti-corruption. Also, as part of the HHD Group’s efforts on communicating and reporting on outputs, outcomes and impact of UNDP-managed Global Fund grants, GF/HIST will need to produce a range of communication materials for online and offline audiences.

Objective:

The Consultant will focus on supporting UNDP’s partnership with the Global Fund, under the supervision of the Programme Specialist (Geneva). The Consultant will assist in providing dedicated support to the Country Offices reporting and grant-making and regular monitoring conducted by the GF/ HIST Team.

 

Duties and Responsibilities

The Consultant will conduct the following tasks:

  • Review concept notes, proposals for funding and provide input;
  • Participate in grant-making, particularly the programmatic performance indicators and targets;
  • Update UNDP’s grant closure tracking with Global Fund’s grant closure status for countries where UNDP is/ was the Principal Recipient;
  • Review countries’ progress reports and provide input;Review Global Fund’s performance letters to UNDP and consolidate management actions in the various performance letter;
  • Monitor and update management actions fulfilled by the countries;Perform any other duties required.

Expected Outputs/Deliverables:

  • Support provided in TA contracting with MOH and SENLS in Mauritania;
  • Support provided in TA project design in Timor-Leste;
  • Support provided in analyzing progress reports for Angola, Sao Tome and Burundi;
  • Support provided in the development of grant documents for Angola HIV/TB and Malaria transition grant;
  • Support provided in TA contract preparations for Liberia, Mali, Congo, CAR;
  • Support provided in the preparation of new grants documents for the whole portfolio.

Reporting:

The Consultant shall report to the Programme Specialist within HIST team.

Travel:

In the case of unforeseen travel, payment of travel costs including tickets, and living expenses will be covered by UNDP.

Timeframe:

The assignment will be conducted from April to September 2020. The assignment will be based in Geneva.

Evaluation:

Applicants will be screened against qualifications and competencies specified below through a desk review. Applicants will be evaluated based on a cumulative analysis method that combines the results of technical and financial evaluation results.

Technical Evaluation (maximum 30 points):

Criteria 1: A minimum of three (3) years of progressive public health experience - (15 points)

Criteria 2: Experience working in developing countries – (10 points)

Criteria 3: Familiarity with Global Fund procedures, grant applications and programme implementation – (15 points)

Criteria 4: Previous experience and knowledge of UN/UNDP procedures – (15 points)

Criteria 5:  Experience in project data analysis – (15 points)

Financial Evaluation Criteria (maximum 30 points):

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated

Payment:

Payment will be certified through the Certificate of Payment (COP) and timesheet, certified by the direct supervisor. The rate will be based on the all-inclusive daily rate subject to satisfactory progress made on the above outputs.

Required Skills and Experience

  • Master’s degree in Public Health, social sciences, project management or related field.

Experience:

  • A minimum of three (3) years of progressive public health experience

  • Previous experience and knowledge of UN/UNDP procedures desirable;
  • Experience in project data analysis desirable.

Language Requirement:

  • English and French are required, knowledge of another UN language is an advantage
