Background

  1. UNDP is seeking for a suitable candidate for the position of Civil Society Analyst. The incumbent  will work under the overall supervision of the Chief Technical Advisor (CTA)/ Programme Manager of the UNDP/OHCHR Rule of Joint Programme, the Civil Society Analyst will be responsible for ensuring support and provision of technical advice including capacity development, monitoring and reporting of the Programme achievements and targets results. The Civil Society Analyst will work in close collaboration with the Country Office Programme unit, Team leader and other project teams, Government officials, technical advisors, implementing partners, donors, beneficiaries and civil society organizations in order to ensure timely and high-quality delivery of Programme activities. In addition, the incumbent will develop, coordinates and conduct training workshops, seminars as well as make presentations in an effort to build capacity of implementing partners (civil society organization) and government officials.

    The incumbent is also expected to provide substantive support to organization and servicing of consultative and other meetings, seminars, conferences etc as well as assist in reviewing documents and reports with the aim of providing critical inputs. Further, the incumbent will prepare and participate in the field missions, advisory services and capacity building activities including provision of guidance to external consultants, government officials and other parties as well as drafting of mission summaries, progress and technical reports with the aim of providing various written outputs and analysis that will inform the development of the next phase of the Rule of Law Joint Programme.

    Moreover, the Civil Society Analyst will provide support to the Civil Society Initiative in an effort to  increase access to justice through the rolling out of the legal aid services and raising awareness for the indigents and vulnerable groups particularly women and girls as well as monitoring the performance of justice and security institutions.

    The UNDP/OHCHR Joint Programme entitled Strengthening the Rule of Law in Liberia: Justice and Security for the Liberian People (2017-2019) aims to support the Government of Liberia in its efforts to build a society on the principles of rule of law, human rights and justice. The Programme is designed to enhance the capacities of and build public confidence and trust in the various justice and security institutions through assisting government to put up systems that discourages corrupt malpractices. With a view to strengthening duty bearer institutions as well as right holders – the supply and demand sides of the rule of law sector, the Programme adopts a comprehensive approach. This includes seeking to empower a wide range of civil society and community-based organizations to actively support citizens to demand for their rights and access justice through legal literacy and legal aid services. The support is designed to be catalytic, strengthening state-society relations and creating an enabling environment for development particularly for the private sector which is considerably weak. As such, the programme is oriented around the following four mutually reinforcing interventions:

  2. Capacity of justice and security institutions strengthened, and linkages forged

  3. Civil society contribution to rule of law and community access to justice enhanced

  4. Gender responsiveness of justice, security and legislative actors strengthened and women and girls’ access to justice and security improved

  5. Capacity of key actors and stakeholders to monitor progress and results in rule of law development increased

  6. The mentioned interventions are informed by clearly defined theory of change, building on the lessons learned during the UN system’s engagement with the Liberian rule of law sector since the end of the civil war. The activities have been carefully designed to achieve outputs and contribute to outcome level change that impacts the lives of ordinary Liberians. In addition, the Programme is closely aligned to the National Development Strategy “Pro-poor Agenda for Prosperity and Development” 2018- 2023 Pillar 2 “Sustaining peace; the UNDP Country Document (2020-2024) outcome 2 Peacebuilding and Social cohesion and Sustainable Development Goal (SDG) especially SDG 16.

Duties and Responsibilities

Under the direct supervision of the UNDP Chief Technical Advisor/Programme Manager - Rule of Law, and in close cooperation with the Ministry of Justice, Louis Arthur Grimes Law School of Law, Academic Institutions, Liberian National Bar Association, CSOs and legal aid providers, the Civil Society Analyst will be responsible for the following:

  • Provide technical assistance to CSOs to design, develop and formulate strategies and projects for the implementation of the legal aid programme and support to SGBV survivors.

  • Support the Chief Technical Advisor/Programme Manager - Rule of Law in programme management functions, including budget and finance management, work planning, procurement, recruitment, monitoring and evaluation, and reporting

  • Timely preparation of a well written, concise and detailed progress, Annual and Final Programme/ projectsreports for the Rule of Law Programmes and other donor funded projects including PBF funded projects highlighting the progress made, achievements and results

  • Train, coach and mentor the Justice and security actors including CSOs/CBOs on the development of case summaries on success stories they have supported, develop templates for case database management to ensure proper, accurate and reliable data collection and documentation

  • Help develop strategies and activities to sustainably improve the quality of available legal aid services, particularly for the poor and socially disadvantaged, in consultation with relevant actors, such as the Ministry of Justice, the Judiciary, Liberia University Law school and the Liberian National Bar Association among others

  • Support the monitoring and evaluation framework of the Programme activities, outputs and outcomes and ensure collection of reliable, accurate and evidence- based data and analysis

  • Provide technical assistance and guidance in reviewing and providing inputs in various reports and training modules including final project reports on agreed targets, outputs and outcomes for purpose of improving the quality of the reports

  • Ensures coordination, implementation and expansion of activities relating to access to justice and rule of law particularly the rolling out of the legal aid services through the CSOs for the indigents and vulnerable groups particularly women and girls

  • Organize and provide technical support and training to government counterparts and non-government counterparts particularly the informal justice actors on the observation of international human rights standards

  • Put in place an integrated capacity building plan, with a focus on project management, financial management, organizational structures and governance, systems and infrastructure, and human resources as well as training of informal Justice actors to improve the quality of mediation.

  • Ensure proper information-sharing, coordination and cooperation with other development actors, including the UNCT and the programme’s donors/development partners

  • Articulate a comprehensive capacity development approach to UNDP’s civil society engagement, with a view to embedding individual gains and learning into organizational structures and processes including provision of inputs to project reports, rule of law studies, Programme / project reports, evaluations and monitoring exercises

  • Document lessons learned and best practices and share with UNDP headquarters (both national and international) to contribute to global knowledge on Rule of law and Human Rights

  • Maintain relationships between rule of law institutions and the donors and present a clear analysis of how their financial support has contributed to the results and promote the institutional development efforts to the development of new Programme phase

Measure results and provide comprehensive progress reports on programme activities on the contribution of CSOs and other partners to programme results.

 

Competencies

  • Support the development of the Final UNDP/OHCHR Rule of Law Joint Programme Report entitled Strengthening the Rule of Law in Liberia: Justice and Security for the Liberian People (2016-2020) showcasing outcome and output level results.

  • Review and provide technical input on the Rule of Law strategic and operational documents including supporting and providing technical assistance to CSOs final project reports for purpose of improving the CSOs reporting capacity as well as collecting and analysing progress and final results for the Final Rule of Law Joint programme (2016-2020) and other projects.

  • Support the training, coaching and mentoring of justice and security institutions and CSOs including and not limited to case management, human rights, proposal writing, monitoring and evaluation, and reporting.

  • Collate and analyse the justice and security sector data for purpose of determining the achievements, outcome and impact of the Rule of Law Joint Programme in Liberia for purpose of identifying and determine the existing gaps in sector in order to provide interventions as well as inform the Second Phase of the Rule of Law Joint Programme.

  • Document the lesson learned and good practises for purpose of sharing with the UNDP Liberia country office as well as the UNDP headquarters.

  • Support in the resource mobilization and development of a programme document for putting up the second phase for Rule of Law Joint Programme

  • Support the design of monitoring tools and analysis of monitoring results to ensure achieving successful results are well articulated to ensure visibility of the Programme/ project.

    The incumbent is expected to play an important role in ensuring the successful implementation of the UNDP’s rule of law, justice and security programme. The incumbent will play a major role in enhancing evidenced -based data collection and management that are supported with portfolio of evidence in justice and security sector. The incumbent will be required to ensure intensive monitor the performance of justice and security institutions through CSOs and report regularly on the progress, achievements and severe challenges /bottlenecks for purpose of intervention from the Good offices (highest office). It is expected that the efforts will significantly increase the rate of  disposing cases, reduce arbitrary and prolonged detention, improve living conditions for the inmates as well as reducing the rate  pre-trial detention.

  • Support the design of monitoring tools and analysis of monitoring results to ensure achieving successful results are well articulated to ensure visibility of the Programme/ project.

Required Skills and Experience

Education

Bachelor’s Degree in Law, Public Administration, Business Administration, Political Science, Social Sciences or related field

Experience

A minimum of 5 years of progressive experience in the area of design, management and implementation of justice and security sector reform processes and/or capacity development initiatives

Formal qualifications and operational exposure/experience in most of the following areas: justice and security sector reform, legal reform, access to justice, legal aid, gender and juvenile justice, advocacy, capacity building and related issues

Experience in programme/project planning and execution as well as monitoring and evaluation of projects/programmes

Excellent knowledge of UN/UNDP procedures, rules and regulations for project/programme implementatiExtensive experience of working with government authorities as well as civil society organisations and/or academic institutions

Knowledge of resource mobilisation processes of multilateral and bilateral donors, combined with experience in project/programme development and fund raising

Language Requirements:Fluency in English, including excellent writing skills.
