Background

UN Women’s goal in Timor-Leste is to promote women’s human rights and gender equality as the country works towards sustaining and furthering achievements in stability and development, including to ensure women’s right to live free from any form of violence. This works to advance decent work of women and gender responsible public spaces as the key drivers for women’s economic empowerment.

Women’s economic empowerment is one of the key pillars of UN Women and establishing the proper environment and gender responsive public spaces for advancing their economic engagement, is essential in achieving gender equality and women’s empowerment commitment. UN Women works with a range of stakeholders, including the government, municipal authority, university, and private sectors, to advance women’s economic rights and its contribution to sustainable economic development.

Sexual harassment and other forms of sexual violence against women and girls (SVAWG) in public spaces is a universal issue. Women and girls experience and fear various types of sexual violence in public spaces. It occurs on streets, on public transportation, in parks, public toilets, at markets and in diverse settings.

The reality of SVAWG in public spaces limits women and girls from enjoying their rights and freedoms as equal citizens. It reduces women’s and girls’ ability to participate in school, work, and public life. It negatively impacts on their health and well-being, and economic and social visibility in their cities and countries.

Building on UN Women’s advocacy on the issue, Safe Dili Scoping Study in 2017, its 2018 Gendered Marketplace Assessment with the nutrition-sensitive agriculture project TOMAK, and the 2019 Safe Dili Commitment by Government, UN Agencies, development partners, and representatives of civil society, UN Women is seeking an international consultant to support the implementation of actions to advance the Safe Cities initiative in Dili and the peri-urban market site in Baucau, in collaboration with TOMAK.

To achieve its objectives and contribute to strengthened capacity of government and civil society stakeholders for gender responsive governance and zero tolerance of violence in public spaces, UN Women in Timor-Leste is seeking to an international consultant to support Safe Cities implementation in Timor-Leste, mainly in Dili and Baucau municipalities.

Duties and Responsibilities

Objectives of the assignment

UN Women Timor-Leste Country Office has initiated efforts to advance Safe Cities through a scoping study, partnership building and initial capacity development of potential partners. The initiative covers aspects related to improving women’s and girls’ mobility in public spaces in the capital Dili (Safe Dili), in the national university campus (Safe Campus) and in a peri-urban marketplace (Safe Baucau and Safe Markets). The main objectives of the proposed consultancy are to provide technical assistance to advance the strategic development and implementation of a comprehensive Safe Cities programme and support the elaboration of a multi-year joint UN initiative on Safe Cities.
Under overall guidance of the UN Women Head of Office in Timor-Leste, in coordination with UN Women Timor-Leste Safe Cities Technical Specialist, and under the supervision of the Women’s Economic Empowerment Programme Officer, the international consultant will be responsible for the following tasks:

Support UN Women to advance Safe Cities programme development

  1. Develop a plan for South-South learning exchange (papua New Guinea, at global level, etc.) and documentation of the Timor-Leste Safe Cities experience

  2. Provide recommendations for future Safe Cities (Campus, Dili, Baucau) development and implementation.

Provide technical support to plan and roll-out capacity development with Safe Cities stakeholders in Timor-Leste.

  1. Conduct SH baseline survey with UNTL students and staff, and prepare baseline data input and report. This will include a safety audit of the UNTL campus sites.
  2. Organise capacity development workshop/training and facilitate sessions on safety issues in campus programme to university students and staff, including faculty members respectively.
  3. Provide technical assistance to Safe Campus Technical Working Group (TWG) on planning and implementation of the programme, including support to planning, facilitating and documenting Safe Campus related meetings.
  4. Develop Training Needs Assessment (TNA) for i) staff of Baucau Municipal Authority (BMA) to implement Safe Baucau and Safe Markets programme and ii) Baucau market vendors to increase their role in marketplace governance and their income. This will include a questionnaire and mapping of related capacity development initiatives)
  5. Conduct a training needs assessment (TNA) for BMA staff and market vendors
  6. Develop training curriculum for government officials and market vendors based on the results of the needs assessment
  7. Participate in regular Technical Working Group (TWG) meetings of Safe Baucau and Safe Markets and provide technical assistance to the implementation
  8. Provide technical assistance, including support to planning, facilitating and documenting consultations toward the establishment of a vendor association in Baucau.

Duration of the assignment

The total duration of the contract assignment will be from 20 April - 30 November 2020 in Dili and Baucau, Timor Leste, and will include at least four site visits to Baucau Municipal Authority as per terms and conditions of the agreement.

All the documents, including the consultation materials and reports should be submitted in writing in English.

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women. This will occur within one week of submission.

Inputs:

  1. UN Women will provide the Consultant with background materials for the desk review.

  2. The Consultant is expected to work remotely using her/his own computer but may access the UN Women office for using computer and printing of relevant documents or should he/she be required to work on-site at any point during the assignment.

  3. UN Women will cover the costs of translation of materials and interpretation as required throughout the consultancy.

  4. UN Women will provide transport to the municipalities and daily subsistence allowance (DSA) outside of duty station as per standard UN rate and upon issuance of Travel Authorization.

The consultant should fulfill the following requirements:

Master’s degree in the area of gender and development studies, social sciences or other relevant fields.

Experience and skills

  • At least 5 years of relevant progressive work experience in conducting social assessment and gender analysis;

  • Experience in the field of gender equality, international development, especially in women’s economic empowerment;

  • Demonstrated capacity in participatory research, mapping or baseline studies and data analysis related to women’s economic empowerment;

  • Experience in working with government institutions as well as civil society/private organizations;

  • Proven experience in facilitating discussions and capacity development programmes on gender equality and women’s economic empowerment with a range of stakeholders;
  • Knowledge of gender issues in Timor-Leste or experience in the country would be an advantage.
  • Previous experience with the United Nations would be an advantage.

Language and other skills

  • Excellent command of English both written and oral.

  • Knowledge of Tetun and/or Portuguese and Indonesian would be an advantage.

  • Computer literacy and ability to effectively use office technology equipment, IT tools, Internet and email.

The financial proposal shall specify a total lump sum amount per each deliverable, including a round-trip travel from/to home country (this cost will only be paid if travel occurred & based on the actual cost/ should not exceed the costs provided in the proposal) and administration costs and expenses related to the consultancy. All prices/rates quoted must be exclusive of all taxes.  The lump sum costs must be accompanied by a detailed breakdown of costs calculation. The actual payment will be payable based on the stated lump sum for each satisfactorily achieved deliverable.

  1. For any travel outside of Dili, UN Women will require the consultant to provide the certificate proving completion of basic and advanced security in the field training (see trip.dss.un.org)

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.
