Antecedentes

The United Nations Development Programme (UNDP) Zimbabwe, serves as the Principal Recipient (PR) of the 3-year Global Fund HIV Grant (2018-2020) and provides Fund Administrator support services to the Ministry of Health and Child Care (MoHCC), the PR for TB and Malaria grants. As part of its PR role, UNDP implements Capacity Development (CD) activities to strengthen the systems for health and national institutions. Such capacity development responses are designed based on the needs and priorities of national implementing partners, national stakeholders and aligned to national strategies.

The Zimbabwe AIDS Network (ZAN) is one of the Civil Society Organizations supported by the CSO Capacity Development Grant.? In this regard, ZAN collaborates with UNDP on capacity development initiatives, to effectively respond to changing landscape of the HIV epidemic in the country. The Zimbabwe AIDS Network (ZAN) was established in 1992 as a membership driven network to coordinate Civil Society Organizations (CSOs) response to the HIV/AIDS epidemic. The membership includes AIDS Service Organizations (ASOs), private sector companies, mission and private hospitals, Faith and Community-Based Organizations (FBOs and CBOs) as well as tertiary education institutions.

In the last three years, ZAN has rebranded to focus on the broader health issues, aligning its mandate with the changing health programming landscape. The rebranding entails a new and robust focus on Universal Health Coverage (UHC) in line with Sustainable Development Goal (SDG) 3 and other related SDGs. In line with the country’s plan of action to reach the 90-90-90 targets and the Sustainable Development Goals (SDGs); ZAN is aligned to the key national policy strategies which include the Zimbabwe National Health Strategy, Zimbabwe National HIV and AIDS Strategic Plan (ZNASP3), and the National TB Strategy.

ZAN’s approach to work is centered around the following 4 pillars;

Zimbabwe Aids Network as a network is involved in strengthening the capacity of Civil Society Organisations (CSO), to address Key Population issues in the context of the 90-90-90 strategy to ensure that no one is left behind. To this end ZAN is recruiting a CSO Strategic Information Manager to strengthen its coordination work in the HIV sector in the country.

Duties and Responsibilities

  • Reporting to the National Coordinator (ZAN), the Strategic Information Coordinator will support ZAN’s CSOs programmes through management of a comprehensive CSO Database,
  • S/he will provide technical assistance and capacity building to the CSOs and Key Populations led organisations and its stakeholders in the development of and implementation of data analysis, use, and dissemination strategies.
  • S/he will additionally design strategy and activities to improve capacity on triangulating data from multiple data sources to inform policy and decision-making.
  • S/he will additionally provide technical assistance to ZAN and CSOs to design and implement strategy to build capacity of M&E systems to oversee data quality and data use for decision making (including capacity building of M&E staff).

Major activities of the job

  • Lead and influence the prioritization, process and technical aspects of a wide array of data collection and compilation, and analysis related to HIV and the response, in view of informing future programme efforts;
  • Lead monitoring and evaluation data driven processes for ZAN, under the oversight of ZAN Management;
  • Lead on all strategic information responsibilities related to CSOs, including all monitoring, evaluation, analytics, and reporting of performance and results;
  • Analyses of programmatic and survey data on the HIV response;
  • Strengthening of monitoring and evaluation systems including Health Information Systems with attention to the use of unique identifiers;
  • Analyses of the distribution of new infections by geography and by mode of transmission;
  • Triangulation and modelling of epidemiological and response data to assess impact and identify programmatic gaps;
  • The Strategic Information Coordinator will help enhance or develop systems across ZAN to monitor service delivery, demand creation activities and performance in real-time in order to plan organisation’s services and demand creation more effectively and to meet reporting requirements.
  • S/he will develop and support continuous quality improvement systems across ZAN and it’s KP led partners to ensure ongoing program improvement and reaching of targets. ?
  • S/he will ensure program data is tracked, verified and supporting documentation is maintained and reported to ZAN;
  • S/he will lead efforts to strengthen monitoring and evaluation, and performance reporting within the targeted geographic area, which may include working with program stakeholders and partners to monitor, document and analyze the performance of their HIV services and activities and ensure data quality;
  • S/he will liaise with relevant technical advisers and counterparts responsible for district and provincial level strategic information and monitoring and evaluation and support coordination on the national level.

Habilidades y experiencia requeridas

Education

  • Master’s Degree or higher in public health, epidemiology, social work, monitoring & evaluation, demography, biostatistics, statistics, analytics or other relevant discipline;

Experience

  • A minimum of 7 years of professional experience in the design, development and implementation of monitoring and evaluation (M&E) systems and related programs complemented with a sound knowledge and understanding of issues of HIV epidemic, HIV prevention and/or SRHR/HIV integration programs within the region
  • Experience working with National CSOs or other intergovernmental organizations.
  • Demonstrated expertise in data analysis, managing online databases to ensure easy access to data and data reports;
  • Demonstrated ability to perform complex data analytics utilizing Microsoft Excel, STATA, Epi Info; and/or software;
  • Demonstrated ability to perform complex data analyses and make recommendations based on findings;
  • Demonstrated ability to portray complex data sets in easy to understand formats including? visualizations;
  • Demonstrated working knowledge of Zimbabwe’s health and social service information
  • systems and monitoring and evaluation processes as it relates to data collection for
  • performance-based reporting;
  • Previous experience building capacity for generation and use of strategic information, and
  • Excellent report writing, analytical and communication skills, including oral presentation skills.

Language

  • Fluency in English and at least one of the local languages required
