Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

UN Women in Tunisia is currently focusing on three areas – Governance and Women’s Political Participation, Women’ Economic Empowerment and Women Peace and Security, and working with various stakeholders from Government, CSO and Parliament to ensure gender is mainstreamed in public policies and strategies, legislative reforms and in political and economic participation processes. Since the 2011 revolution, UN Women Tunisia has supported the integration of equality provisions in the 2014 constitution and parity conditions in electoral laws. These efforts were consolidated during this post-revolution process by the revision of different discriminatory laws, the establishment of a high-level gender issues mechanisms as the “Conseil des Pairs”, the adoption of the National Action Plan on 1325 and the integration of full parity into local elections law. Specifically, the office has supported research on the role of women in the prevention of violent extremism, the socio-economics factor and women’s engagement in violent extremism, and the link between public violence against women and violent extremism, all of which aim to inform decision-making on the issue of violent extremism as well as UNCT programming on this topic.

UN Women Libya has strengthened its program presence in Libya, responding to the complex governance, humanitarian, development and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution, and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities, and interests the Libyan women across their diversities, this includes supporting women’s participation in peace processes at all levels. In addition, the program is working to strengthen women’s political participation, ensure gender-responsive economic recovery, coordinate gender mainstreaming within the UNCT in Libya, integrate women’s needs into the current humanitarian response, and ensure their full participation in the humanitarian consultations and processes. The program is aligned with the UN Strategic Framework for Libya 2019 - 2020, UN Women Global Strategic Plan (2018-2022) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action.

Under the direct supervision of Head of Programme, the Administrative and Programme Associate supports the Office Operations by performing a variety of standard administrative processes ensuring high quality and accuracy of work. The Administrative and Programme Associate promotes a client, quality and results-oriented approach. S/he works in close collaboration with the Operations, Programme and projects staff team to ensure consistent service delivery and to resolve complex administration related issues and information delivery.

The Administrative and Programme Associate works in close collaboration with the Operations, Programs and project staff in the office and other UN agencies staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

  • Provide general administration and operations support to the Tunisia / Libya Program in compliance with UN Women rules, regulations, policies, and strategies
  • Organize shipments, customs clearance arrangements, and prepare documents for UN Women shipments (received/sent);
  • Arrange travel and hotel reservations, prepare travel authorizations, process requests for visas and Daily Subsistence Allowance (DSA), identity cards and other documents;
  • Provide administrative support to conferences, workshops retreats;
  • Maintain filing system ensuring safekeeping of confidential materials, as necessary;
  • Monitor and maintain office stationery supplies including maintenance of the stock list of stationery, distribution of stationery and keeping a log of distribution;
  • Coordinate assets management in the office, prepare and submit periodic inventory reports, coordinate physical verification of inventory items;
  • Provide inputs to the preparation of procurement plans for the office and monitor their implementation;
  • Review procurement processes conducted by projects; submissions to the Procurement Review Committee.
  • Coordinate and organize administrative Human Resources services
  • Create and upload vacancy announcements and organize interview panels;  Maintain staffing lists and reports;
  • Provide support in personnel administration for international and national staff as appropriate (e.g. renewal of UNLPs, visas; extension of contracts, administration of national benefits and allowances; administration of home leave entitlements);
  • Provide administrative support in the organization of training for the operations/ projects staff on administrative related matters;
  • Compile lessons learned and best practices in administration, procurement, and human resources.
  • Provide administrative support in the preparation of program work plans, budgets, and proposals on program implementation arrangements, including tracking the delivery of funds;
  • Provide support to the executing agencies / responsible parties on routine delivery and reporting of the program supported activities and finances;
  • Provide support for the audit of programs/ projects and support the implementation of audit recommendations;
  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring and preparation of the budget and the finances of programs/projects, and in the preparation of FACE forms;
  • Prepare non-PO vouchers for development projects;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas

Required Skills and Experience

Education and certification:

  • Completion of secondary education required.

Experience:

  • At least 2 years of experience in administration or support service or procurement and finance fields;
  • Experience in working in a computer environment using multiple office software packages;
  • Proven Experience in teamwork;
  • Working with national (governmental and associative) and/or international partners;
  • Working with NGOs is an asset.

Language Requirements:

  • Fluency in Arabic and French is required
  • Working Knowledge in English.
