Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Women in West and Central Africa represent the most deprived group of the population in spite of their paramount social and economic role. They have limited access to, and control over critical resources, as a result of social, cultural and economic norms. UN Women’s programmatic work to support women’s economic empowerment in the region is centered around three pillars:

  • Improving women’s access to climate resilient agricultural value chains;
  • Promoting and strengthening women entrepreneurship; and
  • Enhancing women’s income security and social protection.

UN Women is looking for high quality expertise to include in its roster of experts to support the implementation of different aspects of its Women’s Economic Empowerment Program in West and Central Africa. In particular, UN Women’s Regional office is looking for experts in the following areas:

  • Women’s access to land
  • Women’s access to finance
  • Women’s access to markets
  • Women’s participation in rural value chains
  • Gender analysis of climate change
  • Gender responsive public procurement
  • Gender analysis of economic policy
  • Gender responsive social protection mechanisms
  • Gender-responsive economic recovery packages
  • Gender responsive investment climate analysis
  • Unpaid care sector reform.
  • Gender responsive budgeting

Duties and Responsibilities

Reporting to the WEE Regional Policy Advisor, the consultant works in close collaboration with UN Women’s programme and operations teams in the Regional and Country offices, implementing partners, and UN Women West and Central Africa Women’s Economic Empowerment staff. In particular, the consultant is expected to:  

 

  • Conduct research in different aspects of gender and economics and/or women’s economic empowerment to inform policy dialogue, advocacy and programme formulation
  • Develop knowledge and communications products on different aspects of gender and economics and/or women’s economic empowerment for capacity building, advocacy and policy dialogue purposes
  • Draft project documents and support the formulation of projects in the area of women’s economic empowerment in the region
  • Support in the development and implementation of resource mobilization strategies, through drafting funding proposals, presentations, etc.
  • Support the design and implementation of capacity building activities in the area of women’s economic empowerment including development of tools, and design and delivery of training for different audiences
  • Provide advisory services to governments, private sector, women groups, and UN agencies in areas related to gender and the economy and/or women’s economic empowerment.

  • Strong analytical skills on gender and economics and/or women’s economic empowerment, and in particular in any of the thematic areas identified in these ToRs

  • Ability to produce impactful communications materials and knowledge products using a variety of software packages
  • Strong commitment to knowledge-sharing within a multicultural environment

Required Skills and Experience

  • Master’s degree or equivalent in Gender analysis, international development, economics, sociology or any other relevant field.
  • At least 5 years of international experience and record of accomplishment in international development working on gender and economics and/or women’s economic empowerment.
  • Proven experience with use of gender analysis of the economy, quantitative and/or qualitative and in particular in any of the thematic areas identified in these ToRs
  • Previous professional experience in developing and emerging economies.
  • Experience working in the UN System is an asset
  • Fluency in English and French is required
  • Knowledge of the other UN official working language is an asset;
