Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

UN Women is committed to the achievement of equality between women, men, boys and girls as partners and beneficiaries of humanitarian action. In September 2019, UN Women established its Peace Security and Humanitarian Unit to consolidate its advocacy, coordination and capacity development role for the integration of gender equality across peace security and humanitarian action. The Humanitarian Action Section with teams in Geneva and New York is addressing, humanitarian norms and standards, coordination, accountability, humanitarian emergency response and country support for prevention, mitigation and preparedness.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for those who have missed out on education. It aims to break current trends and provide a comprehensive solution for marginalized women and young women who are at risk of being left behind. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the world’s most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The Programme will contribute to the following outcomes: i) More marginalized women and young women  access and benefit from high quality educational content, material and learning pathways; ii) More marginalized women and young women benefit from increased employment, livelihood and entrepreneurial opportunities; iii) Fewer marginalized women and young women are disadvantaged and denied education opportunities due to harmful and discriminatory social norms; iv) More marginalized women and young women have improved access to education and employment pathways through enhanced multi-sectoral policy and financing frameworks that enable scaling of successful SCE solutions.

Under the overall guidance of the Director of Women Peace Security and Humanitarian Action (WPHS) and with direct reporting to the SCE Programme Manager, the Knowledge Management and Research Analyst provides technical support to the development and implementation of the SCE Programme, including research, coordination, and production of SCE knowledge products as well as supporting efficient monitoring and evaluation of the programme at global and country levels.

Duties and Responsibilities

Research, coordinate, and produce Second Chance Education (SCE) literature review publication:

  • Consolidate and analyze existing research evidence of best practice models of second chance education for women both at global and SCE pilot country level – identifying what works in relation to empowering women with the skills they need to successfully graduate into jobs and income generating activities where they live.
  • Consolidate and analyze literature on policy areas globally and in the SCE pilot countries relevant to remove barriers to women’s accessing SCE opportunities and decent employment, including issues around social security.
  • Review country level national education plans and strategies and subsequent Results Management System (RMS) and programme monitoring reports capturing changes in the strategic frameworks and strategies.
  • Review of country level SCE legislation and policy frameworks and programme monitoring reports capturing changes in policy reform.
  • Review country level SCE budgetary allocations and frameworks and programme monitoring reports capturing changes in budgetary allocations and frameworks.
  • Coordinate involvement of country offices, implementing partners, and Universities/ research institutions involved in the research project.

Consolidate, coordinate, and produce SCE design and implementation handbook:

  • Consolidate and summarize the design of the UN Women Empowerment Centre/ Hub model of the Leadership, Empowerment, Access & Protection in Crisis Response (LEAP) Initiative.
  • Coordinate consolidation of design and operational aspect of the SCE centres run by implementing partners and summarize in user-friendly overviews in the handbook, with informative case studies.
  • Coordinate a participatory approach with country offices and implementing partners in review and finalization of the handbook as a publication to support scale up of the SCE programme in current pilot countries and new countries.

Consolidate, coordinate, and produce SCE facilitator guide:

  • Working with the SCE learning consultant, coordinate consolidation of training methods and content by SCE implementing partners, with informative case studies.
  • Coordinate a participatory approach with country offices and implementing partners in review and finalization of the guide as a publication to support scale up of the SCE programme in current pilot countries and new countries.

Research Innovative Technological Solutions for SCE partnership:

  • Identify the most interesting innovations applicable to the SCE programme.
  • Coordinate the network with partners that have existing expertise in areas of technology and innovation that can help the SCE programme team think outside the box.

Provide Knowledge management and knowledge sharing support:

  • Maintain and develop the SCE sharepoint platform to build the SCE documentation library and assist Country Offices in its active use.
  • Engage with policy-oriented research networks that provide data, analysis, advice and peer review support which will help UN Women to advance gender equality and women’s empowerment in SCE research agendas.
  • Support SCE Programme Manager in regular virtual coordination meetings with SCE country offices.
  • Share technical skills and knowledge within and among Country Offices (COs)s.
  • Provide technical assistance with reviewing documents related to the programme for quality assurance.
  • Provide technical assistance to SCE Programme Manager in preparation of SCE briefs and presentations as needed. 

Provide monitoring and evaluation support:

  • Provide technical support to SCE Programme Manager in consolidating the M&E data collection by country offices for in timely manner according to the SCE reporting schedule.
  • Provide technical support in coordinating and providing quality assurance to the SCE mid-term review and final evaluation.
  • Provide coordination support in ensuring that the SCE mid-term review recommendations are implemented.
  • Draft Final Evaluation notes after the piloting of each approach/project (results achieved, lessons learned, recommendations for similar future projects).

  • Quality and timely development and review of systems for tracking/monitoring;
  • Timely submission of quality and accurate reports;

Required Skills and Experience

Education: 

  • Master’s degree in Human Rights, Gender Equality, Law, Social Sciences, Public Administration or other development related sciences.
  • A first-level university degree in the same areas in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • At least two (2) years of experience in the design and delivery of programmes/projects across multiple policy areas;
  • Experience in programme management, including managing budgets, suppliers and grant recipients;
  • Records of writing reports, researches, articles and/or blogs;
  • Direct experience supporting innovation is an advantage;
  • Experience of creating or analyzing business plans is an advantage;
  • Experience in developing partnerships across a wide range of organizations is an advantage;
  • Experience in the usage of computers, office software packages (MS Word, Excel, etc), as well as multimedia tools.

Languages: 

  • Fluency in English is required;
  • Working knowledge of Spanish, French is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
