Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Jordan Country Office supports the Government of Jordan to implement global norms and standards on gender equality and women’s empowerment; promotes women’s economic empowerment; and implements a resilience and empowerment model for Syrian refugee women and vulnerable Jordanian women. The country office is implementing its Strategic Note for the period 2018-2022 and is prioritizing coherence and interlinkages across its projects and programmes under these three pillars. This requires effective implementation, monitoring and reporting on progress and results and coordination with key stakeholders in government, civil society and the international community.

Reporting to the Head of Programmes, the Strategic Planning Specialist works with and provides support to the members of the Programme Team in the development and implementation of effective programmes consistent with UN Women rules and regulations.  The Strategic Planning Specialist contributes to the overall coherence of UN Women Jordan’s programme design and supports programme planning and implementation. The Strategic Planning Specialist works in close collaboration with Head of Programmes, project management specialists and technical experts in the Jordan CO to ensure delivery of intended results under UN Women Jordan’s Strategic Plan.

Duties and Responsibilities

Under overall guidance of the UN Women Country Representative and direct supervision of the UN Women Head of Programmes the consultant will perform the following tasks:

Participate in the Jordan Country Office Strategic Note Mid-term Review exercise.

  1. Provide input, draft and review discussion papers based on the mid-term review methodology.
  2. Support integration of lessons and recommendations into the Strategic Note and Annual Workplan

Provide high-quality technical and policy advisory support to country office management on coherent programme design under the framework of the Strategic Note

  1. Provision of technical and policy advisory support to country office management on coherent programme design;
  2. Draft policy documents, briefs and other strategic papers/ materials for the use in the development and presentation of policy and programmatic positions;
  3. Identification of areas for support and design of new interventions;
  4. Provide technical support and/or provide quality control and identification of potential challenges for interventions;
  5. Review and provide feedback to project/programme strategies and documents, workplans, as needed.

Support programme/project planning and implementation processes, based on the Strategic Note and Annual Work Plan

  1. Provide analytical and research support on the political, social and economic situation in Jordan and prepare substantive inputs to UN Women strategic planning and programme development;
  2. Provide technical support to the design and formulation of programme/ project initiatives in compliance with UN Women corporate strategic goals, corporate guidance on annual work planning and results-based management standards;
  3. Provide technical guidance on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting.

Inter-Agency Coordination Support

  1. Provide substantive support to country office management on UN inter-agency coordination related activities;
  2. Provide substantive inputs to CCA/UNDSF and other documents analyzing and researching the political, social and economic situation in the country, and similar exercises related to the Resident Coordinator system, ensuring that gender equality and women’s empowerment concerns are clearly captured to support their mainstreaming in these processes;
  3. Support the preparation of analytical and regular progress reports on UN Women’s experiences in support of its inter-agency coordination role.

Support knowledge management efforts

  1. Manage the process of identifying and synthesizing of best practices and lessons learned that are directly linked to programme planning and/or inter-agency coordination and contribute to their global dissemination;
  2. Review and provide feedback to project/programme related knowledge products and publications, as needed.

Duration of the assignment

The total duration of the contract assignment will be a 12-month period.

Upon receipt of the deliverables and prior to the payment of the installment, the deliverables, related reports and documents will be reviewed and approved by UN Women within one week of submission.

Required Skills and Experience

Education

  • Master’s degree in social sciences, economics, law, international affairs, international development or other related field.

Experience and skills

  • At least 5 years of experience of relevant work in the field of gender equality and women’s empowerment.  
  • Proven expertise in gender equality and women’s empowerment programming, particularly related to programme design.
  • Proven experience on programming in a humanitarian-development context.
  • Previous experience with UN Women would be an asset.

Language and other skills

  • Good command of English both written and oral

Applications will be evaluated based on the Cumulative analysis.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

  • Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated.
  • The total number of points allocated for the price component is 100.
  • The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.
