Background

In adapting to the growing complexity of the 21st century, the United Nations need to respond dynamically to ensure it remains instrumental in supporting the achievement of the Sustainable Development Goals and targets for the 2030 agenda. Technological innovation and the role of partnerships across sectors have become increasingly important to accelerate progress in addressing the problems that humanity face.

In close partnership with the Government of Haryana, India, the UN is establishing and operationalizing the United Nations Technology Innovation Lab (UNTIL) located in Hartron Multi Skill Development Centre at Gurugram, Haryana, India.

The priority focus of the UNTIL Haryana Lab will be establishing partnerships with UN Funds and Programmes as well as Governments, Academia, NGOs and Private Sector leveraging technology to address SDGs challenges in the areas of Good Health and Wellbeing, Quality Education, Gender Equality, and Sustainable Cities and Communities.

This position is located in UNTIL Haryana and will report to the lab manager.

Duties and Responsibilities

  • Within delegated authority, and in close cooperation with the UNTIL Haryana Lab Manager, the full stack web developer will be responsible for the following duties:
  • Participate in the development, programming, testing, debugging and implementation of new application systems releases, modules and functionalities.
  • Develops, tests and implements web-based application systems and programs using UN established standards for IT technologies, programming languages and tools.
  • Undertakes rigorous testing and proving of applications software.
  • Prepare technical and user documentation for deployed computer application systems, as well as training materials and conduct technical presentations.
  • Maintain functional specifications for computer application systems, programs and procedures developed and/or modified.
  • Ensures data security and integrity.
  • Perform other duties as assigned.

Required Skills and Experience

Education: Advanced university degree (Master's degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

Experience: A minimum of five years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area. Minimum of 2 years’ experience and knowledge in .NET technologies. Minimum of 2 years working experience with any of the following modern database systems (MySQL, MariaDB, Microsoft SQL server). Minimum of 2 years working experience with Angular, CSS and HTML.

Language:  English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; Knowledge of Arabic, Chinese, French, Russian, Spanish language is an advantage.

Technical Evaluation Criteria:       

Shortlisting would be done based on the following criteria. 

  • Educational Qualification: 30 marks;
  • Relevant Experience: 40 marks;

Individual consultants will be evaluated based on the following methodologies:

Stage 1:- Establishing a Roster :

  • All applicants will be initially screened against the minimum requirements as specified above and those meeting the minimum requirements will be long listed.
  • Long-listed applicants will be evaluated through a Desk review and/or interview against the following criteria based on evident in the submitted application:
  • Educational Qualification: 30 marks;

Advanced university degree (Master's degree or equivalent degree) in computer science, information systems, mathematics, statistics or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

  • Relevant Experience: 40 marks;

A minimum of five years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area. Minimum of 2 years’ experience and knowledge in .NET technologies. Minimum of 2 years working experience with any of the following modern database systems (MySQL, MariaDB, Microsoft SQL server). Only those candidates who obtain a total technical score of 49 and above will be included in the roster

Successful candidates will be included in UNDP / UNTIL Experts Roster for a period of 2 years, in one of the “bands” indicated above. However, the addition of an individual in the Roster does not guarantee a contract with UNDP.

Stage 2:- Evaluation and call off mechanism for specific assignment /Contracting/:

When a request for services arises, the roster manager shall contact the individuals included in the specific area of expertise with ToR, location and dates of the assignment seeking confirmation of availability, as well as other costs such as living allowance, travel cost, etc. The daily fee quoted by the individual during this application process shall remain as the ceiling fee and cannot be increased upwards for any offered individual assignment(s).

Consultants that confirmed their availability for Specific assignment will be evaluated in one of the two evaluation criteria that shall be clearly indicated in the respective assignment ToR

Lowest price and technically compliant offer:

When using this method, the award of a contract should be made to the individual consultant whose offer has been evaluated and determined as both:

  • Responsive/compliant/acceptable, and;
  • Offering the lowest price/cost

"Responsive/compliant/acceptable" can be defined as fully meeting the TOR provided.

Cumulative analysis:

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable, and
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation;
  • Only candidates obtaining the minimum point on the technical criteria specified on the assignment ToR would be considered for the Financial
  • The individual selected for the deployment will be contracted as an Individual Contractor to the UNDP;
  • The Contract and its terms and conditions are non-negotiable.
