Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

ASEAN continues to be one of the regions most prone to the impacts of disasters, with 8 of 10 deadliest disasters worldwide in 2018 occurring in the Asia-Pacific region. While disaster risk profiles of individual ASEAN countries are diverse, hydrological and meteorological disasters account for the majority of recent disasters recorded. At the same time, as recognized in the ASEAN Joint Statement on Promoting Women, Peace and Security, the region hosts increasing numbers of refugees and displaced persons, and is currently facing unprecedented threats posed by conflicts and the rise of violent extremism.  While all people are affected by disasters and conflicts, women and girls are disproportionately impacted due to gender inequalities. Age and disability are additional confounding factors. Post Disaster Needs Assessments and gender analyses of recent humanitarian crises in the region, including in the Philippines and Indonesia, continue to highlight the role of disasters in exacerbating inequalities. As IFRC research with the ASEAN Committee on Disaster Management has shown, risks of SGBV are exacerbated in disaster situations, and the myriad actors engaged in disaster management are not adequately coordinating to reduce these risks. Further gendered impacts include increased burdens of unpaid care work, increased risks of forced, early, and child marriage, disproportionate loss of livelihoods, and adverse impacts on sexual and reproductive health and rights. Moreover, women often continue to be excluded from leadership and under-represented in decision-making in disaster management in humanitarian response. Under a new programme titled Strengthening Gender-Responsive Disaster Management in ASEAN, UN Women aims to ensure that ASEAN is able to integrate gender and protection framework to mitigate and prevent sexual and gender-based violence (SGBV) and ensure a protection, gender and inclusion lens in the design and implementation of the new ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025.

Reporting to the Regional Advisor on Humanitarian Action and Disaster Risk Reduction based in Bangkok, and with a dotted line to the Gender and Governance Specialist in Jakarta, the Programme Analyst contributes to the effective management of UN Women programmes in gender, disaster risk reduction, and humanitarian action, in particular to the Strengthening Gender-Responsive Disaster Management in ASEAN  programme, by providing substantive inputs to programme design, formulation, implementation and evaluation.  The Programme Analyst guides and facilitates the delivery of UN Women programmes by monitoring results achieved during implementation and ensuring appropriate application of systems and procedures and develops enhancements if necessary.  The Programme Analyst works in close collaboration with the programme and operations team, UN Women RO and HQ staff, ASEAN and government staff, multi and bi-lateral donors and civil society ensuring successful UN Women programme implementation under the portfolio.

Duties and Responsibilities

Contribute technically to the development of programme strategies in the area of gender, disaster risk reduction, and humanitarian action:

  • Provide substantive inputs to the design and formulation of programme/ project proposals and initiatives;
  • Identify areas for support and intervention related to the programme.

Provide substantive technical support to the implementation and management of the programme “Strengthening Gender Responsive Disaster Management in ASEAN”:

  • Provide technical inputs to the annual workplan and budget;
  • Lead the implementation of programme activities;
  • Lead the coordination of the call/request for proposals, including the organization of technical review committees, and capacity assessment of partners;
  • Review, coordinate and monitor the submission of implementing partner financial and narrative reports;
  • Train partners on Results Based Management and monitor implementation.

Provide technical assistance and capacity development to project/programme partners:

  • Coordinate and provide technical support in the implementation of programme activities; Develop technical knowledge products
  • Maintain relationships with ASEAN and national partners to support implementation and expansion of the gender and disaster risk reduction programme;
  • Identify opportunities for capacity building of partners and facilitate technical/ programming support and trainings to partners, as needed.

Provide technical inputs to the monitoring and reporting of the programme/ project:

  • Monitor progress of implementation of activities and finances using results based management tools;
  • Draft reports on monitoring missions, programme results, outputs and outcomes;
  • Provide substantive inputs to the preparation of donor and UN Women reports.

Provide substantive technical inputs to the management of people and finances of the “Strengthening Gender Responsive Disaster Management in ASEAN” programme:

  • Monitor budget implementation and make budget re-alignments/ revisions, as necessary;
  • Provide substantive inputs to financial reports;
  • Supervise Programme Assistant.

Provide substantive inputs to building partnerships and resource mobilization strategies

  • Provide substantive inputs to resource mobilization strategies; analyze and maintain information and databases;
  • Prepare relevant documentation such as project summaries, conference papers, briefing notes, speeches, and donor profiles;
  • Participate in donor meetings and public information events, as delegated.

Provide technical support to inter-agency coordination on  disaster risk reduction to achieve coherence and alignment of UN Women programmes with other partners in the country:

  • Provide substantive technical support to the Regional Humanitarian Advisor and Gender and Governance Specialist on  inter-agency coordination related activities by drafting background reports and briefs.

Provide substantive inputs to advocacy, knowledge building and communication efforts:

  • Develop background documents, briefs and presentations related to gender and disaster risk reduction in ASEAN;
  • Coordinate and organize advocacy campaigns, events, trainings, workshops and knowledge products;
  • Coordinate the development of knowledge management methodologies, and products on gender, disaster risk reduction, and humanitarian action.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • At least 2 years of progressively responsible work experience in humanitarian or development programme/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Demonstrated experience in gender equality, disaster risk reduction, and humanitarian action;
  • Working experience in the ASEAN region a strong asset;
  • Experience coordinating and liaising with diverse stakeholders, including civil society, UN agencies government agencies, donors, and inter-governmental bodies is an asset.

Languages:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge languages spoken in the ASEAN region is an asset.
