The UN Women Bangladesh is responsible for proactively driving the positioning of UN Women among the donor community and development partners in the country as well as globally through various RO and HQ units by communicating strategic results, valuable good practices and key messages. Given the functional responsibilities of the BCO, the work of the BCO includes ensuring technical quality of donor reports and other documents and materials by providing high quality technical advice, strengthening result-based reporting/writing skills of staff, tracking submissions by multi/country offices and supporting them in the finalization/clearance processes. Communicating strategic results and key messages are a must to mobilize partners and resources and are becoming more and more important in the highly complex socio-political dynamics, in the post-2015 context, in light of Beijing+20 and in various harmonization efforts among development partners. Also, as it strives to achieve resource mobilization goals set by the Strategic Plan 2014-2017, the number of donor reports is growing in the region as the cost sharing funds grow. It is expected that the current and expanding cost-sharing programmes require approximately 120-150 donor reports for 2020. These require that the BCO has comparable capacity to meet the demand of writing and reporting needs, providing quality control and reflecting the results-based discipline, in order to support and strengthen advocacy and strategic partnerships development.

Duties and Responsibilities |
|
Responsibilities Under the overall guidance of the Country Representative and reporting directly to the Programme Specialist under any programme in UN Women Bangladesh, the consultant is responsible for the following: • Produce high-quality translation of documents from English to Bangla and / or vice versa; • Translating, editing and proofreading full content, footnotes and / or endnotes, captions under photographs, tables… etc.; • Ensure content accuracy and detailed comparison of content, facts and figures, making sure there are no discrepancies in the meaning of the source manuscript; • Ensure Bangla and English language excellence and proofreading, including excellent language, technical vocabulary, syntax, expression and grammar as well as use of formal gender sensitive terminology; • Ensure confidentiality of the original texts and translated materials. The translation submitted to UN Women under each assignment is the property of UN Women and cannot be submitted, distributed or used by any other party, unless authorized. • The translator is obligated to work within the required deadlines and be available to UN Women for comments and corrections. • Work in close collaboration with UN Women Task Manager, and ensure the translation services are up to expectations and professional standards. • Ensure quality check of translation; ensuring that no errors are left in the final text; • Ensure final drafts are submitted ahead of time and revised as needed to meet UN Women expectations. • Editing, revising and rewriting as needed and formatting to produce high quality, reader-friendly, accessible, timely, results-based donor reports and other documents and materials aligned with UN Women’s established standards and formats, and in compliance with the BCO clearance and routing process. • Prepare specific report-related feedback to relevant UN Women offices for improvements of quality. • Translate from Bangla to English any final proudcts (modules/awareness tools etc) developed under different programmatic areas with high quality. • Submit final and formatted revision of any legal or policy related documents • Other tasks as assigned by the supervisor.
Duration of Assignment From From 01 June 2020 to 30 May 2021 (Maximum 100 days of assignment period) UN Women does not warrant that the maximum of 100 days. The service will be purchased during the term of the Agreement). The consultant will be engaged under a retainer contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.
Deliverables Donor reports and other documents and materials that reflect high quality, result-based standard and format established by UN Women.
Payment Milestone Linked with deliverables: Payment will be actual need basis or number of hours/days involvement. After submission of final report and all acceptance and certified by the UN Women Bangladesh contract administrator.
Duty Station: Home-based/office/ Workshop depending on nature of the work. Travel cost will be paid (if required) based on UN Women policies and guideline. Supervision and performance evaluation Under the overall guidance of the Country Representative and reporting directly to the Programme Specialist under any programme in UN Women Bangladesh. Contract Type: UN Women does not warrant that the maximum of 100 days. The service will be purchased during the term of the Agreement under the “Retainer Contract” under SSA policy.
Travel and DSA: No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNWOMEN, and upon prior agreement/approval, such travel shall be UNWOMEN expenses and the individual contractor/SSA shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s). Travel: Travel cost (if required) will be paid based on UN Women policies and guideline.

Cumulative analysis- The award of the contract will be made to the individual consultant up on Cumulative Analysis/evaluation and determined as:
Criteria-04; Excellent understanding of and experience with gender-sensitive and results-based management and reporting.- Max Point 10 Criteria-05; Experience on UN organization and Development agencies/International Organization- Max Point 10 The total number of points allocated for the technical qualification component is 70. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria: Only the candidates who have attained a minimum of 70% of total points (49) will be considered as technically-qualified candidate. Interested candidates will submit the following documents/information to demonstrate their qualifications. To be included as part of the proposal: Only applications including all items mentioned above will be considered. NOTE: Documents required before contract signing: UN Personal History Form; All applications must include (as an attachment) the CV and the financial proposal.
