UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. The UN Women Jordan Country Office leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action. Mainstreaming gender in the education system is a growing area for UN Women’s work in Jordan. UN Women in Jordan provides strategic policy advice and technical assistance to national partners to ensure gender-responsive services, including a gender-responsive education system free from stereotypes and harmful norms. Currently, UN Women is working closely with the Ministry of Education (MoE) and the National Center for Curriculum Development (NCCD) to strengthen institutional capacity on gender and ensure the new national curriculum framework is free from gender bias. In late 2019, UN Women supported the establishment of a Gender and Curriculum Task Force, which serves as an advisory body in implementing activities related to gender mainstreaming of the curriculum. UN Women Jordan’s flagship approach is the Oasis model, which offers vulnerable women in camps and host communities a safe, physical space that provides a holistic range of services, including livelihoods, GBV protection and prevention services, leadership, civic engagement and education services, and childcare and transportation. Through its Oasis model, UN Women and partners provide direct educational services to women through a blended learning approach that focuses on building skills relevant to the needs of the local labor market. Additionally, UN Women provides education support to the children of the women benefiting from the Oasis Centers. The International Gender and Education consultant will be responsible for leading and growing UN Women Jordan’s efforts to gender mainstreaming into national education system including mainstreaming gender and education into UN Women’s programming in line with its Strategic Note. The consultant will ensure technical oversight to UN Women’s education programming, as well as strengthening the quality of education services. The consultant will also be responsible for providing technical expertise on gender in humanitarian and development planning on education, relevant to UN Women’s work. Duties and Responsibilities |

Objectives of the assignment The main objectives of this assignment are to: 1) support strengthening institutional capacity to enhance gender mainstreaming in the Jordan education system 2) provide technical oversight on UN Women’s education-focused activities 3) strengthen the quality of education services in UN Women’s Oasis Centers in refugee camps and host communities 4) ensure gender is considered in education planning and policy within the humanitarian and development sectors. Scope of Work/Duties and Responsibilities Under the supervision of the Programme Management Specialist, the Gender and Education consultant is responsible for overseeing UN Women’s education portfolio, which includes the following responsibilities: Technical expertise:

All monthly reports and final report should be submitted in English. The Consultant is expected to work and be based at the UN Women Jordan Country Office. The Consultant will be provided with UN Women’s relevant programme related materials and strategic guidance by UN Women during the implementation of the assignment. Performance evaluation: Contractor’s performance will be evaluated based on: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. Technical qualification evaluation criteria: The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria:
