UN Women’s programme on Second Chance Education (SCE) and Vocational Training aims to reach out to and enable 40,000 underprivileged young women and women in India through education, training, employment and entrepreneurship skills. The programme aims to address the structural barriers young women and women face in realizing their full economic potential by trying out innovative pilots in all these verticals across project states viz Bihar, Maharashtra, Odisha and Rajasthan. To support young women and women in getting skilled and gainfully employed, the project adopts an empowerment approach to livelihoods as against the instrumental approach where the focus is merely on skills/income generation.
The activities to strengthen women’s learning and earning pathways, therefore, will be coupled by the capacity building initiatives on making women aware about their rights and entitlements, raise voice against violations and demand accountability from duty bearers. The Programme will adopt evidence-based policy advocacy, leveraging UN Women’s and implementing partners’ institutional relationships with key relevant Ministries such as Ministry of Skill Development and Entrepreneurship, Ministry of Rural Development/National Rural Livelihoods Mission and Ministry of Human Resource Development. The programme intends to create a supportive ecosystem to enhance, women’s participation in the workforce and opportunities of self-employment, at the state as well as national level. The programme will be implemented in three districts in each of the four states.
Objectives of the Assignment:
Creation of women entrepreneurs is a key component of the SCE programme. However, lack of access to digital technology often acts as a barrier to women’s entrepreneurship. According to Internet and Mobile Association of India, only 18% of internet users were from rural areas in 2015 and among that, only one in 10 are women, which means there is a huge skew towards women not being able to access the internet. This is a huge barrier to encouraging rural entrepreneurship, implementing digital and financial inclusion, and building rural capacities and livelihoods. Therefore, familiarity with the internet and smart devices had been identified as one of the key skills required for the rural entrepreneurship because it played a great role in terms of improved incomes, knowledge, access to opportunities and access to government schemes. Thus, through the SCE programme UN Women is working towards promoting rural and digital entrepreneurship amongst the rural women and young women.
UN women have adopted the model of establishing 12 Women Empowerment Hubs (WEH) across the 12 programme districts. These WEHs are digitally enabled physical spaces with basic Information Technology set up that includes, laptops, computers, internet connection, printer, TV etc. The WEH is being managed by a hub manager in an integral manner to empower women from the community by acting as a “Community Resource Centre”.
UN Women is keen to seek technical expertise of a senior consultant to explore the possibility of enabling women to use the WEHs as a localised Social Enterprise. The capacity of the women will be built to act as entrepreneurs to use the WEHs to earn a living by providing services - e ticketing, filling forms online, online KYC, opening bank accounts etc, at a cost.In addition to these activities, the WEH that are currently functioning primarily as an education facilitation center can also act as a production centre linking the women to local supply chain.
The consultant will ensure that the 12 WEHs have a business plan to ensure sustainability post the programme duration. The consultant will also handhold women in these 12 hubs, who will be trained as entrepreneurs, in the first few months to implement the business plan. Through this assignment the SCE programme will support the consultant to reach out to the identified women in programme districts, who would want and be able to reflect and bring transformational changes at business generation front. UN Women’s Implementing Partners will support the consultant in identifying women leaders from the ground who have already displayed some leadership skills and have interest in pursuing entrepreneurship. The consultant will develop training materials and train these women in entrepreneurial skills and enhance their skills around expansive areas such as: Digital literacy, Basics of smartphone, Digital marketing, Citizen and financial services, Smartphone as a tool for business, Social media for networking and Online Safety. Three months after the initial training the consultant will also conduct a refresher training to reinforce the knowledge, capacity and skills in the identified women.
These women after the receiving the training will develop their business plans with the support of the Implementing Partners, on using the WEHs as social enterprise. The consultant will review the business plan and will provide need based mentoring support to women entrepreneurs
