Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support member states in implementing the 2030 Agenda, UN Women’s global gender data programme, “Making Every Woman and Girl Count” (Women Count), aims to affect a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme is implementing a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

  • Creating an enabling environment: Promoting a supportive policy environment to address institutional and financial constraints and to strengthen policies and practices governing the production and use of gender statistics;
  • Increasing data production: Supporting efforts to improve the regular production of gender statistics, including building the technical capacity of the NSS and providing financial support for data collection to monitor the SDGs and other national and international commitments; and
  • Improving data accessibility and use: Promoting greater access to and analysis of data by users, including open access, dissemination tools, user-producer dialogues and strengthened the capacity of all relevant actors to use gender statistics in policy, programmes and advocacy.

The Statistics Specialist is located in the Research and Data Section of UN Women Headquarters. S/he reports directly to UN Women’s Chief Statistician who provides overall strategic leadership and direction in the planning, implementation and monitoring and evaluation of Women Count. The Statistics Specialist will manage and oversee the technical implementation and statistical capacity development initiatives of the Women Count programme and coordinate technical support to regions and countries implementing the Women Count programme. S/he will work in an integrated, coordinated, and systems strengthening approach which is fundamental to UN Women’s overall strategy and Women Count’s implementation at global, regional and country levels.

Duties and Responsibilities

The duties and responsibilities of the Statistics Specialist are in the areas of overall quality assurance of Women Count statistical operations and advisory services, inter-regional coordination and technical guidance, capacity development and management of global projects on strengthening gender statistical systems.

Lead the quality assurance of statistical operations and advisory services:

  • Ensure that the implementation of Women Count statistical activities and their outputs are in accordance with the Fundamental Principles of Official Statistics and the Principles Governing International Statistical Activities.
  • Provide quality assurance and guidance to Women Count’s work at the global, regional, and country levels on creating an enabling environment for gender statistics, increasing gender data production, and improving gender data access and use.
  • Regularly conduct technical analyses of reported activities (including quarterly updates and annual reports) to identify good practices and challenges, anticipate needs and propose ways to address them.  

Take responsibility for inter-regional coordination and technical guidance on Gender Statistics to UN Women regional and country offices implementing Women Count:

  • Produce and disseminate guidance notes on technical issues and methodologies needed for the effective implementation of Women Count’s statistical activities and liaise with regional advisers as needed to ensure adequate implementation.
  • Provide adequate technical and advisory support to UN Women offices on demand to regions and countries on all matters related to the areas of work of Women Count, including providing direct technical support through short-term field missions.
  • Provide policy advice on matters relating to gender statistics development through short-term field missions to Governments and other relevant stakeholders in developing countries, upon their request.
  • Keep abreast of and share national/regional/global development trends/priorities on strengthening and managing gender statistics systems and the issues being addressed by Women Count to ensure that advice provided are based on best practices.
  • Contribute substantively to expert groups, task teams and inter-agency technical groups to which s/he is assigned by the Chief Statistician to represent UN Women.

Oversee capacity strengthening efforts of the Women Count programme:

  • Provide guidance in the design of capacity development programmes and projects for the implementation of the areas of work of Women Count.
  • Undertake a standardized approach in providing support and raising awareness to UN Women on how coordination/enabling mechanisms, methodologies, and gender data analysis and use can help in effectively monitoring the SDGs and the identification of specific statistical development shortfalls.
  • Promote the use of global project outputs and outcomes, including training resources on communicating gender statistics.
  • Encourage and facilitate the effective sharing and transfer of regional and country experiences through international exchange programmes, study visits, workshops, and meetings including seeking common and shared solutions to technical, organizational and analytical problems faced by national statistical systems in gender statistics development.
  • Organize and/or provide regular training to UN Women offices and partners in order to progressively build their capacity in the area of gender statistics.
  • Ensure adequate capture and sharing of technical information at global, regional and national levels, including coordinating the organization of regular webinars by designated programme staff.

Manage global projects or components of the Women Count programme aimed at strengthening gender statistical systems:

  • Manage and serve as principal liaison to Women Count global projects and its components to ensure that statistical activities are designed and implemented as agreed.
  • Promote the use of global project outputs and outcomes, including tools on integrating gender perspectives in national strategies for the development of statistics as well as monitoring use of gender statistics in statistical policy frameworks.
  • Support UN Women’s strategic engagement within the UN statistical community, academic communities of practice, development partners and donors.

Required Skills and Experience

Education: 

  • Master’s degree (or equivalent) in development-related disciplines, gender, statistics, economics, or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience: 

  • A minimum of 7 years of progressively responsible experience at the national and international levels in developing and implementing programmes in the field of gender statistics addressing issues on enabling environment, production, access and use of gender statistics;
  • Experience in the development of regional and national strategies on the development of gender statistics and establishment of coordination mechanisms on gender statistics;
  • Significant experience in providing technical advisory services to regional entities and developing countries in the design and implementation of programmes on gender statistics development;
  • Experience working in a national statistical office, particularly on gender statistics, is an advantage.

Languages: 

  • Fluency in English is required;
  • Working knowledge of other UN official working language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
