Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Aligned with the United Nations’ 2030 Agenda for Sustainable Development, UN Women’s Second Chance Education and Vocational Learning (SCE) Programme is a solution for women who have missed out on education. This project aims to develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering the most disadvantaged women and young women. It offers women and young women, their families, local communities and societies the benefits of access to educational services which are tailored not only to their needs as learners, but also to their future as earners. The SCE Programme achieves this by leveraging the opportunities of innovative teaching approaches, digital technologies and social networks. 

The SCE Programme is delivered through two modalities: UN Women Empowerment Hubs with both face-to-face training and access to the second modality - an online SCE learning portal through blended and independent learning opportunities. In its first phase, the Programme is being piloted in Australia, Cameroon, Chile, India, Jordan, and Mexico.

Under the oversight and management of the SCE Global Programme Manager in Geneva, Switzerland, the incumbent under this SSA will be required to support delivery of a SCE Communications campaign, printing and video products, and guidance on overall Communications plan for the programme.  


Duties and Responsibilities

Under the overall guidance and supervision of the UN Women Global SCE Programme Manager in Geneva, and in cooperation with the UN Women SCE Country Project Managers, the incumbent shall be responsible for the development, management and implementation of a Communications Plan aimed at building the public image of the UN Women’s Second Chance Education (SCE) Programme and support the achievement of its advocacy objectives, as well as to support and facilitate coordination of communication activities of the UN Women Country Offices.

More specifically, the following tasks have to be fulfilled:

  1. Communications Plan:
    1. Building on the initial SCE Communications Strategy, develop a detailed Communications Plan for SCE communications activities at global level, coordinated with country level communications plans, for the period August – June 2021. The plan should include specifications, after consultation with all SCE teams, of the following details:
      1. The types of material to be produced (e.g. reports, newsletters, social media content, videos, podcasts, press releases etc.)
      2. What the SCE teams and implementing partners’ role is (e.g. supply photos, raw video footage, recorded interviews)
      3. Implementation of risk mitigation actions identified in the due diligence process of SCE partnerships, including supporting country offices in localization of the Communications plan
  2. Communications materials:
    1. Coordination of the development and production of communications materials for awareness raising campaigns;
    2. Define guidelines, tools and templates for consistent use of the SCE name and brand by SCE staff and implementing partners, including guidance and monitoring of correct use of UN Women and donors use of logos. In the case of tools that are more complex, such as graphics/overlays/theme music to use when editing video content, the Incumbent may also need to allow for training of staff on use and application of such tools/templates.
    3. Layout and branding of SCE knowledge products
    4. Support development of info-graphic presentation, concept note and donor advocacy materials SCE programme scale-up
  3. Social media campaign:
    1. Develop and deliver a SCE Social Media campaign with a unity of approach at global level with coordinated localized messages and strategies at the country level;
    2. Produce a global SCE advocacy video;
    3. Support the development of success stories that show SCE’s achievements and the impact of its work on women’s lives;
  4. SCE e-portal content:
    1. Produce a series of role model/ mentor videos for the SCE e-portal across 6 pilot countries;
    2. Define guidelines and format for production of videos of learning content courses on the SCE e-portal, similar to LinkedIn Learning format;
    3. Manage upload of content to the portal, YouTube, twitter and other SCE channels;
    4. Manage SCE eportal contact email account;
    5. Moderate any SCE eportal interactive forums.

Required Skills and Experience

 

Education and certification:     

Master's Degree in communications, public relations or related field.

 

Experience:        

  • Minimum 5 years of relevant experience in Communications
  • Experience with various LMS and knowledge and information management systems essential
  • Strong communication skills, in particular copy writing for online portals and other communcations material;
  • Experience with women’s empowerment and gender equality in the areas of education or livelihoods;
  • Experience working in the area of education in humanitarian crisis and developing country contexts an asset.

 

Language Requirements:          

Fluency in English.

Working knowledge in any of the following languages is an asset: French, Spanish, Hindi, Arabic

 

Mode of Contract Execution

This consultancy will be home-based

 

Scope of Price Proposal and Schedule of Payments

Payments shall be made to the consultant against the submitted deliverables and fully completed and duly authorized Certification of Payment Form.  The payments schedule and the payment method (daily fees or as lumpsum) in discussion with the selected candidate.
