Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Democratic Republic of Congo is the second largest country in Africa and as a result is quite diverse. Living conditions vary between duty stations, the staff will be located to Goma province where Women are at highest risk in the Eastern part of the country with the presence of armed groups, inter-communal conflicts, and the large number of refugees and IDPs all contribute to insecurity.

UN Women’s programmes in the Democratic Republic of Congo are aligned with the priorities in the government’s National Strategic Plan for Development, and are guided by UN Women’s strategic plan (2018-2021), including to ensure that more commitments on women, peace and security are implemented by Member States and the UN system, and more gender equality advocates influence peace and security processes (Output 13, Outcome 5 of UN Women’s strategic plan).  Under the same outcome area, UN Women is committed to ensuring that women play a greater role in humanitarian action and are better served by humanitarian response and recovery efforts.

Reporting to the Country Representative, the Programme Specialist – Women Peace and Security and Humanitarian Action will oversee the development of the programmes, provide capacity building to Country Office, establish and strengthen partnerships, and develop relevant knowledge products on Women peace and Security area. The Programme Specialist will coordinate the work of UN Women with the government of the DRC through the Ministry of Gender and the National Secretariat 1325 secretariat, as well as with UN and civil society partners.

Duties and Responsibilities

Design and develop programme strategies in the area of Women Peace and Security and Humanitarian Action:

  • Design and formulate programme proposals and initiatives;  
  • Draft inputs to country strategy documents, briefs, policy dialogue and other documents related to [Women Peace and Security and Humanitarian Action.

Manage the implementation and management of the Women Peace and Security and Humanitarian Action programme:

  • Finalize the annual workplan and budget and manage their implementation; 
  • Manage the technical implementation of the programme/project; ensure synergies with other teams; 
  • Manage the submission of implementing partner financial and narrative reports; 
  • Provide guidance to staff and partners on Results Based Management tools and performance indicators; 
  • Organize Project Steering Committee, project review and/or evaluation meetings, as needed. 

Provide technical support and guidance the Women, Peace and Security programme:

  • Provide technical support to the Government of the DRC and United Nations Agencies in the context of Women, Peace and Security;
  • Provide capacity building support to personnel and stakeholders, including women's groups and networks, on Women, Peace and Security;
  • Accompany the National Secretariat 1325 in the communication and documentation of interventions in the framework of the implementation of the 2nd generation national action plan 1325;
  • Monitor and document the mainstreaming of women's empowerment in post-conflict reconstruction and  governance;
  • Produce and develop short thematic presentations on good practices in the field of Women, Peace and Security;
  • Develop and maintain strategic and sustainable partnerships with various stakeholders in the promotion of gender equality, the fight against sexual and gender-based violence, and women, peace and security.

Manage the monitoring and reporting of the programme/project:

  • Manage the monitoring of programme implementation and finances using results based management tools; 
  • Oversee field missions and review reports on monitoring missions; 
  • Write reports and donor reports, focusing on results, output and outcomes; 
  • Contribute to office donor and UN Women reports.  

Manage the people and financial resources of the Women Peace and Security and Humanitarian Action programme:

  • Manage the programme budget and draft financial reports; 
  • Supervise Programme Analysts and Technical Specialists; Mentor and coach staff and conduct performance assessments; 
  • Oversee recruitment processes, as necessary. 

Manage advocacy and communication efforts of humanitarian action:

  • During emergency response, develop and implement communication and advocacy messages and contribute inputs to strategies on key gender and protection concerns;
  • Develop information, education and communication (IEC) materials, press releases, situation reports, alerts and contribute gender and protection-related inputs to documents prepared by the Office for the Coordination of Humanitarian Affairs (OCHA);
  • Identify and disseminate lessons learnt and good practices in collaboration with country offices;
  • Ensure technical skills and knowledge are shared within and among COs;
  • Developing and producing proposals, briefs, and Updates on Gender and WPS and Humanitarian issues at Goma Province.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in human rights, gender, international relations, international development, international law or other social science fields is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience: 

  • At least 5 years of progressively responsible experience in the implementation of WPS programmes;
  • Experience in inter-agency coordination, especially in fragile settings, is desirable;
  • Experience in policy analysis and strategic planning;
  • Experience working with, and building partnerships with governments, donors and civil society organizations internationally and in the field;
  • Experience working with the UN is an asset; 
  • Experience working in the region is an asset.

Languages: 

  • Fluency in French and English is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of one local language is an asset.

Note:

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact.
