Background

Contamination by chemicals is a global issue and many countries are moving to confront it in line with international agreements, including the Stockholm convention of 2001 on Persistent Organic Pollutants (POPs). Angola has ratified the Stockholm convention and has submitted a national plan for its implementation in 2010. However, in addition to considering only the initial list of 12 substances covered by the convention, the plan recognizes that data availability of the stocks and locations of POPs in the country was deficient.

The 2010 NIP identifies sites potentially contaminated with POPs in the Provinces of Luanda, Bengo, Benguela, Huambo and Huila, but it is assumed that a more thorough inventory would identify more sites. It identifies over 70,000 kg of old pesticide stocks, including 17,500 kg of DDT, as well as potential sources of Poly-chlorinated Biphenyls (PCBs). It also identifies some potentially contaminated sites, such as an abandoned paper and cellulose factory in Catumbela near Benguela, and the former Jamba mine. Important sectors such as oil and mining, as well as military sites were not included in the inventory. The 2010 NIP mentioned 1,675 transformers, some of which may contain PCBs, while a recent document from the state electricity company ENDE list 11,289 power transformers. How many of these may contain PCBs is not currently known.

In collaboration with the Government of Angola, through its Ministry of Culture, Tourism and the Environment and the Ministry of Water and Energy, UNDP is seeking to develop and support a full-size proposal to the Global Environment Facility (GEF) for the sound management and elimination of POPs in Angola. This work will include a comprehensive inventory of existing stocks and sources of POPs in the country.

The UNDP Country Office (CO) in Angola is seeking the services of an International Individual Consultant to develop a Project Identification Form (PIF) including baseline information for a full-size GEF Proposal on Sound Management and Elimination of Persistent Organic Pollutants (POPs) in Angola, for submission to the Global Environment Facility under its Chemicals and Waste focal area. This should be developed in close cooperation with the responsible Ministries and sectors of the Government of Angola, the UNDP Angola Country Office and the Regional Office of UNDP in Panama.

Objective and Scope of Work

The International Individual Consultant will work with the Government of Angola and other stakeholders, with the support of UNDP, to scope and develop a Project Identification Form (PIF) including baseline information that would be eligible for funding by the Global Environment Facility, as part of the GEF-7 programming cycle. The PIF should be aligned with the Government of Angola’s priorities and policy frameworks and in accordance with the GEF-7 programming strategy, particularly the Chemicals and Waste focal area.

The consultant will undertake a scoping mission to identify the potential work areas prioritized by the Government of Angola, the UNDP Country Office and other stakeholders in terms of generating both local development benefits and global environmental benefits under the Stockholm Convention.

The identified priority areas are as follows:

Institutional strengthening for the sound management of POPs (including PCBs, pesticides);
Development of inventories of existing stocks and sources;
Destruction of identified stocks of PCBs and other POPs;
Development of management systems and financing mechanisms for the long-term management of POPs;
Monitoring and Evaluation.

Priorities shall be adjusted based on extensive stakeholder consultations, analysis of the relevant literature, and other dialogs.

The consultant will develop a PIF by undertaking the tasks and activities as outlined below:

Review relevant documents (reports, plans, studies/assessments, laws and regulations) in Angola related to POPs inventories, waste management in general and specifically the management of hazardous waste;
Conduct a scoping mission of approximately 1 week and extensive in-depth consultations with key project stakeholders;
Define the situational analysis including the baseline status for the project to address the impacts of improper management of hazardous waste;
Formulate the PIF in close consultation with stakeholders for the GEF-7 programming, meeting GEF requirements and demonstrating GEF eligibility criteria including incrementality, technical feasibility, mobilization of co-financing, etc.

Duties and Responsibilities

The consultant will provide the following deliverables:

Deliverable 1: Inception report which includes a detailed work plan (2 workdays) - no later than 1 week from contract;
Deliverable 2: Stakeholder consultation report which includes proposed objectives, scope and strategies for the new project (14 workdays) - within 2 months from contract;
Deliverable 3: Draft and final Project Identification Form (PIF) with Angola’s priorities for POPs management in line with the GEF-7 programming strategy and UNDP’s development mandate and Project Preparation Grant request which incorporates inputs from stakeholders and reviewers (10 workdays) - within 2.5 months from contract;
Deliverable 4: Completed social and environmental pre-screening for the project (1 workday) - within 3 months from contract;
Deliverable 5: Responses to RTA’s and Peer reviewers’ comments on the PIF (3 workdays) - within 8 months from contract or 1 month from receiving comments.

The final payment is based upon output and will be made upon confirmation by UNDP that contract obligations have been met in a satisfactory manner in accordance with the afore-listed tasks and approved time plans and deadlines. The tentative payment schedule is as follows: 20% of the total amount upon reception and approval of each of the listed deliverables. Review of the deliverables regarding quality and timeliness will be undertaken by the UNDP Country Office in Luanda with support from UNDP Regional Office in Panama.

Previous experience working in developing regions, ideally in an African context, is a distinct advantage, although experience from other regions is welcome;

Required Skills and Experience

Education:

Master’s degree or higher in a relevant field, such as chemical engineering with focus on waste management.

Experience:

Minimum 10 years of demonstrable experience in the technical area of hazardous waste and specifically POPs;

Language requirements:

Fluency in English required. Reading of Portuguese required. Fluency in Portuguese is a distinct advantage.

Implementation arrangements:

UNDP will contract the individual consultant to undertake the assignment as described in this ToR. The consultant will report to the Programme Specialist Environment or any person delegated to perform the duty. All deliverables submitted by the individual consultant should be approved by UNDP before any payment is made.

Where necessary, the consultant will liaise with regional advisors in Panama, Addis Ababa or New York. The incumbent will also work in close contact with officials in the Government of Angola, notable the Ministry of the Culture, Tourism and the Environment and the Ministry of Water and Energy.

Individual Consultants are responsible for ensuring they have vaccinations/inoculations when travelling to certain countries, as designated by the UN Medical Director. Consultants are also required to comply with the UN security directives set forth under dss.un.org. Consultants are responsible for obtaining valid visas for travelling to Angola, however the CO will support visa applications.

Duration of the Work:

The duration of the contract is 6 months starting 01 August 2020.

Duty Station:

The assignment is both field and home-based. It includes a travel to Angola of approximately one week. The duty station of the work while in Angola will be Luanda. UNDP will provide transport, an office space and internet for the consultant while in Luanda. If travel to a field site outside Luanda is needed, UNDP will pay separately for the travel costs.

Submission of applications

Applications should be composed of the following:

Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP;
Personal CV or P11, indicating all past experience, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references;
Technical Proposal explaining why the individual considers him/herself as the most suitable for the assignment, and a methodology on how they will approach and complete the assignment;
Financial Proposal that indicates the fixed total contract price, supported by a breakdown of costs. Travel costs to and from Luanda and of staying in Luanda are to be included and listed separately; travel costs for eventual field visits within Angola outside Luanda should not be included.

Proposals not including all items listed above will not be considered.

Proposals will be evaluated against a combination of technical and financial criteria (combined scoring method). Maximum score is 100% out of which technical criteria equals 70% and financial criteria equals 30%. The technical evaluation will include the following:

Educational Background as requested: 10%;
Proven working experience in the field of environmental management and chemicals and waste in developing countries, ideally in an African states’ context; 25%;
Overall Methodology: 25%;
Demonstrated experience and practical knowledge in drafting UNDP-GEF project PIFs and documents as well as good understating of UNDP-GEF systems and practices: 25%;
Fluency in English and a working knowledge of Portuguese: 15%.
