Background

The objective of the Assignment:

UN Women, in partnership with the National Commission for Lebanese Women (NCLW), seeks a communications specialist to develop an institutional communications strategy for the Commission in addition to the production of an advocacy strategy and materials for legislative reforms. The consultant will report to UN Women head of office, under the overall supervision of NCLW’s Administrative Director, and work with their advocacy.

Duties and Responsibilities

  • Conduct a communication needs assessment for NCLW, including for projects and corporate initiatives including for ongoing legislative reforms.
  • Develop and implement communication and outreach/advocacy strategies and plans.
  • Develop and produce communications and advocacy materials including newsletters, briefing materials, press releases, brochures, fact sheets and audio-visual materials as needed.
  • Maintain and update database of relevant press.
  • Update NCLW website and develop monthly newsletter.
  • Organize roundtable discussion and briefing session as needed.
  • Provide advice and guidance to communications and advocacy team.
  • Provide training and workshops on communication and advocacy as appropriate

Required Skills and Experience

Education:

  • Master’s degree in communications, public relations, journalism or relevant field is required.

Experience:

  •  At least 5 years of professional work experience at the national level in public relations, communications or advocacy, including in media relations.
  • Experience in the use of social media platforms.
  • Experience in media relations is an asset.
  • Familiarity with gender equality issues in Lebanon and the region desirable.

Language Requirements:

  • Fluency in Arabic and English is required.

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Technical: 70% (70 points)

  • Professional experience and skills:  40 points
  • Education: 20 points
  • Language proficiency in Arabic and English: 10 points

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • Contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
