The PPG Initiation Plan describes the project preparation grant from the GEF wil be programmed to develop a full project document for the Bosnia and Herzegovina (BiH) – Project „Improved Financial Sustainability and Strengthened Resilience of Protected Areas Through Development of Sustainable Recreation and Partnership with Private Sector“, with supporting documentation for submission to the GEF for CEO endorsement.

The proposed full sized project is called to reduce the gap between the current capacities od protected areas (PAs) with their increasing vulnerability to emerging threats, on the one hand, and the growing needs to preserve and sustainability maintain the biological and ecosystem diversity that is among the top five in Europe, on the other. The project will aim to reduce newly emerging threats to the key biodiversity values and provide for sustainable management options and increased funding for PAs.

 The proposed project will make an incremental effort in assisting the protected area management with tools and instruments aimed at diversifying and improving the sustainable tourism offering and targeted PAs, thus providing for sustainable incremental income and a development option that will valorize the unique nature values without further threatening them. The project will also link the PAs to the funding opportunities provided by the governmental grant programmes for tourism development.

The Lead National Expert for PPG coordination and stakeholder engagement will be responsible for coordination of inputs from all national consultants on the GEF PPG Team and coordinating the Team’s work.

The national PPG Consultant is to make sure that project development is participatory, gender-responsive and based on extensive stakeholder engagement.

The PPG Coordinator will play a key role in consultation with the government, firs off all MSDT, private sector partners, CSP and other relevant stakeholders – in particular those who will benefit from and be directly involved in the implementation of the project. 

The national PPG Coordinator will lead the stakeholder consultations and specifically the validation workshop to present, discuss and validate the final draft ProDoc and mandatory and project specific annexes, with a special focus on the SESP and nay management plans.

The PPG Coordinator will also prepare a number of substantive assessments and analyses mentioned below. 

Duties and Responsibilities

The list of below outlines key responsibilities and deliverables of this contract. The PPG Initiation Plan for this project provides further and more detailed guidance regarding the responsibilities of the prospective PPG team and must be consulted accordingly:

TASK 1: Management of the GEF PPG Team

  • Define and submit a detailed methodology and work plan in consultation with the other consultants with clear delegation of responsibilities for the International Consultant (IC) and National Consultants (NCs);
  • Assist International Consultant in compiling baseline/situational analysis for the full-size project  (FSP);
  • Ensure that project development is participatory, gender-responsive and based on extensive stakeholder engagements; and
  • Verify and ensure that all project components are technically sound and cost effective.

TASK 2: Formulation of the ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): Prepare inputs and support the required analyses/studies, as agreed wit the GEF PPG Team Leader, including:

  • Consolidated input of the national experts into the relevant sections of the project document: threats & barriers analysis; socio-economic situation and institutional layout; relevant national policy and enabling environment; baseline scenario description; project structure - objective, outcomes and outputs; lessons learned and knowledge management;
  • Detailed analysis of the baseline programmes;
  • Confirmation and description of co-financing arrangements for the project;
  • Draft FSP budget and incremental cost assessment;
  • Total Budget and Work Plan (TBWP) and the indicative procurement plan (work with the UNDP Country Office);
  • Link (indicator) for one of the outcomes of the IRRF (with the UNDP Country Office);
  • Draft management arrangements for the FSP;
  • Project Organization Chart;
  • Environmental and/or social management plan(s) for all risks identified as Moderate or High in the SESP;
  • A Communication plan indicating types and methods of communication and stakeholder consultations/outreach; 
  • A comprehensive Stakeholder Engagement Plan, based on the stakeholder analysis and consultations, including those with the private sector;

TASK 3: Validation Workshop (Component C):

  • Lead the validation workshop to present, discuss and validate the final draft ProDoc and mandatory and project specific annexes, with a special focus on the SESP and any management plans; and
  • Oversee all necessary revisions that arise during the validation workshop.
  • Prepare the Validation Workshop Report.

TASK 4: Final Deliverables

  • Consolidated input of the national experts into the relevant sections of the project document;
  • Detailed analysis of the baseline programmes;
  • Project Maps;
  • Co-financing letters and co-financing description of the ProDoc;
  • Total Budget and Work Plan (TBWP)
  • Overview of technical consultancies/subcontracts for the FSP;
  • Indicative procurement plan agreed with the UNDP CO;
  • Multiyear Workplan;
  • Environmental and/or social management plan(s);
  • A draft Comprehensive Stakeholder Engagement Plan;
  • Validation workshop report;
  • Appropriate inputs provided to the Project Document and Annexes, as agreed with PPG Team Leader.
  • All documentation from GEF PPG (including technical reports, meeting minutes, etc.).

Required Skills and Experience

Academic Qualifications/Education:

  • Master’s degree or higher in a relevant field, such as environmental management, natural sciences, agriculture, economics, public administration or related fields.

Experience:

  • Minimum 7 years of demonstrable experience in the technical area of Land and Biodiversity management.

Languages Requirements:

  • Fluency in written and spoken Bosnian/Croatian/Serbian and English languages.

Other Requirements:

  • Excellent coordination and leadership skills, as well as relationship management skills;
  • Experience with UNDP project implementation, including quality assurance, SESP, risk management is desirable.
