Background

Mandated by the Industrial Development Policy, Ministry of Public Works and Transport (MPWT) has been tasked to coordinate with relevant institutions to develop, implement and monitor Intermodal Transport Connectivity and Logistics System (ITC – LS). With the support from development partners, an Interim Master Plan of ITC – LS has recently been developed and adopted by the National Logistics Council. Interim Master Plan of ITC – LS currently has five main components namely Land Transport, Railways, Waterway and Maritime transport, Ports and Logistics.  It is still an interim Master Plan mainly because it lacks Air and Intermodal transports, which are expected to integrate into an Interim Master Plan on ITC – LS to become a Comprehensive Master Plan on ITC – LS. These two components can be extracted from the final report of Cambodia Intermodal Transport Master Plan (CITMP) developed by Development Partner, which is expected to deliver to Cambodia in July 2020 which would have all the seven components (Land, Rail, Waterway, Ports, Logistics, Air, and Intermodal Transport).

The Comprehensive Master Plan on ITC – LS is expected to get approval from the National Logistics Steering Committee (NLSC), adopted by the National Logistics Council and endorsed by the Royal Government of Cambodia respectively by early 2021.

Through the SUMAI project, UNDP aims to support Cambodia to reinforce the conditions for increased investment in sustainable transport and governance.  Sustainable transport is defined as the provision of services and infrastructure for the mobility of people and goods in a manner that is safe, affordable, accessible, efficient, and resilient, while minimizing carbon and other emissions and environmental impacts.

Within this framework, UNDP is providing support to the Ministry of Public Works and Transport (MPWT) in consolidating a Comprehensive Master Plan on Intermodal Transport Connectivity and Logistics System (ITC – LS).

Duties and Responsibilities

Duties and Responsibilities of the National Consultant

  • The National Consultant will review the Cambodia Intermodal Transport Master Plan (CITMP) and make sure that it is consistent with the Interim Master Plan, and with draft policies on logistics including policies on last mile delivery, cold chain and green logistics, and other national policies and strategies on transport and logistics sectors;

  • The National Consultant will review, highlight and in consultation with Lead Consultant proposed options to address any areas of consistencies of different documents and submit for review and recommendations from Lead Consultant;

  • Prepare materials to be presented in the validation workshop to address the areas of consistencies (to be reviewed by Lead Consultant) and prepare report of the agreed solutions from the workshop;

  • Review and consolidate the CITMP into the interim Master Plan on Intermodal Transport Connectivity and Logistics System in consultation with Lead Consultant and General Department of Logistics;

  • Prepare materials to be presented in the validation workshop on the draft comprehensive master plan on ITC – LS (to be reviewed by Lead Consultant) and take note of all comments received from the workshop)

  • In consultation with Lead Consultant and GDL, address all comments from the workshop and complete a comprehensive master plan on ITC – LS and submit for approval from National Logistics Committee and National Logistics Council.

Required Skills and Experience

Education: 

  • Advanced university degree (Master’s degree or equivalent) in transport, economics, management, law or related area is required.

Experience

  • A minimum of 5 years of progressively responsible experience in policy analysis and research, as well as formulation of policy recommendation on sustainable development in logistics and transport or related field is required.

  • Experience in formulating and supporting national policy and strategy development process and in promoting sustainable logistics and transport.

  • Experience working with UN/UNDP and multi-stakeholder institutions would be an asset

Language Requirement:

  • Fluency in written and spoken English and Khmer
