Background

Namibia ratified the United Nations Framework Convention on Climate Change (UNFCCC) in 1995 and the universal Paris Agreement (PA) in 2016 which established a goal of limiting global warming to well below 2 degrees Celsius and to pursue efforts to limit it to a safer 1.5 degrees °C above pre-industrial levels. Leading up to the adoption of the PA in 2015, Parties were requested to prepare and submit their climate change plan to reduce national emissions and adapt to the impacts of climate change known as the Intended National Determined Contributions (NDC). The Government of the Republic of Namibia submitted its ambitious Intended NDC, with pledges to reduce its national Green House Gases (GHG) emissions by 89% by 2030.

To build political will and societal ownership, UNDP at the global level with various stakeholders developed the Mission 1.5 online game and campaign. Mission 1.5 is rolled out by UNDP Country Offices, UN Agencies and other partners using the gaming technology to connect the citizens and their policymakers, while also being the world’s biggest survey on climate change. The campaign educates people about climate policy and provides a platform for them to vote on the solutions they want to see happen. The votes will then be compiled and analysed by researchers at the University of Oxford before being delivered to government leaders and climate policymakers. The results will be provided in tailored reports for governments as a tool to deepen their understanding of citizen preferences on climate action as well as support their ambitious NDCs. All results will be presented towards the end of 2020, before the COP26 in 2021.

Through the United Nations Development Programme (UNDP) in Namibia, the Climate Promise project is providing financial and technical assistance to the Ministry of Environment, Forestry and Tourism (MEFT), to allow the country to increase its ambitions in its national climate pledges. Mission 1.5 aims to build societal ownership to support this process and achieve political momentum. 

 

Duties and Responsibilities

In agreement with the MEFT and UNDP, the consultant will develop a comprehensive mass-marketing strategy and proposal that also takes into account COVID-19 impacts and measures to address the risks associated with production. The strategy and proposal will be agreed upon and edited into a finalized product in various marketing formats (to be agreed with the UNDP+MEFT team before production). The consultant is expected to deliver the following:

  • Develop a comprehensive mass-marketing strategy and proposal that also works under COVID-19 impacts and measures.
  • Propose to MEFT and UNDP a working/action plan (taking into account COVID-19 impacts and measures) to deliver on strategy by developing the expected products.
  • Review, correct and finalize the proposed work plan following comments and suggestions arising from upon review by MEFT and UNDP
  • Prepare regular reports on activities carried out.

Competencies

  • Demonstrable creative flair in producing audiovisual concepts, campaigns and products related to and development or related issues
  • The ability to communicate (verbal and written format) effectively in English;
  • Ability to work under tight deadlines, under pressure, use initiative, and manage own workload, especially when juggling several projects at the  same time;
  • Have strong organizational, analytical and planning skills;
  • Good interpersonal communication skills and teamwork.

Required Skills and Experience

Education:

  • Minimum academic qualification of a Master’s degree in marketing, Marketing Management & Services .

Experiences: 

  • Professional experience of at least 5 years in the field of marketing, market research and project management in related activities;
  • Proven experience in developing marketing and public relationship plans and strategies, conducting market research and strategic development of public and/or private companies;
  • 5 years of considerable experience in managing digital marketing and benchmarking activities;
  • Have strong knowledge of integrated marketing communication and marketing information systems and decision support
  • Have experience working with both governments and the private sector (public/private partnerships);
  • Past experience with UNDP/UN/Development projects is an added value;
  • Exceptional ability to write technical reports.
  • Skills in Public Relationship.

Languages:

  • Fluency in oral and written communications and presentations skills in English.

Recommended Presentation of Offer;

  • Completed Letter of Confirmation of Interest and Availability using the template provided by UNDP;
  • Personal CV or a P11 Personal History form, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the candidate and at least three (3) professional references;
  • Brief description of approach to work/technical proposal of why the individual considers him/herself as the most suitable for the assignment, and a proposed methodology on how they will approach and complete the assignment (max 1 page).

Financial proposal:

Financial Proposal that indicates the all-inclusive fixed total contract price, supported by a breakdown of costs, as per template provided (based on the number of working days mentioned ToR.
