Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace, and security.

UN Women is mandated by the UN Security Council to lead on UN system-wide coordination on Women, Peace, and Security, and to this end, UN Women has been working with governments, UN partners and civil society through the region to support women’s participation and influence at all levels of decision-making to prevent and resolve conflict and to address issues of extremism. Women across divides play a crucial role in mobilizing actors for inclusive peacebuilding through collective action and mediation at the formal and informal levels. Supporting them in mobilizing support and enhancing their voices can contribute to resuming and continuing peace dialogue in a more inclusive way.

UN Women Libya has strengthened its presence in Libya, responding to the complex governance, humanitarian, development, and security challenges through its triple mandate. UN Women’s Libya’s premise is that peacebuilding efforts, including political dialogues, conflict resolution, and humanitarian efforts will be more effective and have higher chances of success if they are inclusive, responding to gendered experiences, needs, capacities and interests the Libyan women across their diversities. Alongside supporting Women’s participation in peace processes on all levels, the program is also working to strengthen women’s political participation, gender-responsive economic recovery, and coordinating gender mainstreaming within the UN in Libya. The program also looks at the integration of women’s needs into the current humanitarian response and aims to ensure their full participation in the humanitarian consultations and processes, UN Women in partnership with OCHA carried out a Gender in Humanitarian Action Training to strengthen gender perspectives in the current response. UN Women Libya – in partnership with cochairs UNSMIL and UNFPA, chairs the Gender Working Group allowing for increased coordination and the development of new partnerships. UN Women Libya works closely with the UN Country Team, as well as civil society (including through capacity-building support to grass-roots CSOs), higher education institutions, and government counterparts. The program is aligned with the UN Strategic Framework for Libya 2019 - 2020, UN Women Global Strategic Plan (2018-2022) as well as the international conventions on women and human rights such as the Convention on Ending all forms of Discrimination Against Women and the Beijing Platform for Action.

Women are often the first responders to a crisis, and they play a central role in the survival and resilience of families and communities. Understanding how the crisis has a gendered impact on the population is key to ensuring that the response of humanitarian partners guarantee the protection of all members of the affected population and contribute to addressing the needs and priorities of women, men, girls, and boys equitably and effectively.

The objective of the Assignment:

Reporting to the Programme Analyst for Libya, a consultant is required to provide administrative support to the program unit within UN women Libya’s portfolio and provide technical assistance and capacity development support to project/program partners in relation to Women’s Economic Empowerment, Gender in Humanitarian Action Women’s Political Participation and Women Peace and Security as well as support in incorporating monitoring and reporting into program formulation.

Duties and Responsibilities

Provide technical and logistical support to the organization of events:

  • Undertake all logistical, administrative and financial arrangements for an organization for meetings, workshops, events, and missions;
  • Make travel arrangements for the Programme Team, including travel requisitions and claims; 
  • Prepare public information materials and briefing packets; 
  • Assemble briefing materials and prepare power-point and other presentations;

Provide general administration and operations support in compliance with UN Women rules, regulations, policies, and strategies:

  • Create projects in Atlas, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
  • Provide administrative support in monitoring budget preparation and the finances of programs/projects; including the finalization of FACE forms;
  • Review financial reports; prepare non-PO vouchers for development projects;
  • Process payment for consultants;
  • Maintain the internal expenditures control system;
  • Create requisitions in Atlas for development projects; register good receipts in Atlas;
  • Assist in the preparation and follow up of cost-recovery bills in Atlas.

Provide administrative support to knowledge building and knowledge sharing:

  • Provide technical support to and technically oversee the implementation of program activities with partners;
  • Identify opportunities for capacity building of partners and coordinate and facilitate technical/ programming support and training to partners as needed.
  • Monitor progress on program activity, results, and indicators;
  • Monitor the implementation of proposals by responsible partners;
  • Provide inputs to quarterly reports, donor reports, and other reports on outputs results outputs and outcomes.

Support the submission of high quality and timely reports to Donors:

  • Monitor budget implementation and program activity expenditures and perform budget revisions when required;
  • Provide inputs to financial reports;
  • Facilitate the process of meeting internal and external reporting requirements and deadlines, including annual reporting process;
  • Contribute substantial inputs to donor and program reports (both narrative and financial);
  • Identify relevant evaluation findings, conclusions and recommendations and input them into program reporting;
  • Review progress reports submitted by partners and provide feedback to improve the quality and timeliness of reporting;

Qualifications

Education

  • Master’s degree or equivalent in social sciences, human rights, gender/ women’s studies, international development, or a related field is required;
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
  • A project/program management certification (such as PMP®,  PRINCE2®, or MSP®) would be an added advantage.

Experience

  • At least 2 years of relevant work experience in development program/project implementation, coordination, monitoring and evaluation, donor reporting and capacity building;
  • Experience in program implementation and project management is an asset.

 

Language Requirements

  • Fluency in English and Arabic is required;
  • Knowledge of the other official working language is an asset.

 

Evaluation Criteria

Individual consultants will be evaluated based on the following methodology: Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the financial evaluation.

Criteria Weight Technical: 70% (70 points)

  • Masters degree or first-level university degree in combination with two additional years of qualifying experience, (10 points);
  • At least 2 years of experience at the national or international level in supporting the implementation of development projects/programs, (10 points);
  • Experience in the United Nations systems, (10 points);
  • Experience and knowledge of gender/women issues, (15 points);
  • Experience in the region, (15 points);
  • Fluency in both spoken and written English and Arabic; (10 points).

Financial: Lowest Financial Proposal: 30% (30 points)

The points for the Financial Proposal will be allocated as per the following formula:

  • The contract will be awarded to the technically qualified consultant who obtains the highest combined score (financial and technical);
  • The points for the Financial Proposal will be allocated as per the following formula: (Lowest Bid Offered*)/ (Bid of the Consultant) x 30;
  • 'Lowest Bid Offered' refers to the lowest price offered by Offerors scoring at least 49 points in the technical evaluation.
