The Livelihoods Improvement of Urban Poor Communities (LIUPC) Project (also known as National Urban Poverty Reduction Programme-NUPRP) builds on the experiences of the DFID, UNDP and GoB funded Urban Poverty Reduction Project-UPPR (2007-2015), one of the largest urban poverty reduction intervention in the world which established a community based approach to reduce urban poverty working with more than 2,500 Community Organizations in 23 Pourashavas (Municipalities) and City Corporations. LIUPC will be implemented over a period of five years (2018-2023) to provide support towards contributing to balanced, sustainable growth and reduction of urban poverty in Bangladesh. LIUPC will work nationwide and cover poor people living in slums and informal settlements in selected Pourashavas and all City Corporations in Bangladesh.
The Local Government Division (LGD) of the Local Government Division, Ministry of Local Government, Rural Development and Cooperatives and UNDP will be the Implementing Partners. In each town/city the Town Manager will lead the Programme Team comprising of programme staff and staff from the local government institutions. The programme will be managed by a Dhaka based Programme Board with the National Programme Director, Project Manager and UNDP representatives. The programme has five Outputs: -
The ultimate intended beneficiaries of this intervention are the poor and vulnerable urban people, now and in future years. Based on evidence outlined in the previous UPPR reviews and similar types of urban interventions in Bangladesh, the LIUPC reasonably expects a wide range of benefits to result from the interventions at community, municipal and national levels. Given the ever-expanding size of the urban centers and the populations that will be linked to employment opportunities, interventions targeting urban poor people should affect overall economic growth, income inequality, employment and the poverty situation.
The urban poor face constraints in terms of livelihoods, access to finance, education, and specifically women and girls due to violence and early marriage. They may only able to access informal employment opportunities, which are insecure, so to improve their employment chances LIUPCP develops skills and offer small grants to start their own businesses. They may also lack access to formal financial services leading to their exclusion from loans and services.
LIUPCP has been adopted typical business model for livelihoods improvement that needs further capacity building support. In this context, LIUPCP is seeking the services of a qualified consultant to conduct training on enterprise development for staff. LIUPCP town office will organize the training and the consultant will conduct a tailor-made training for LIUPCP field level staff on entrepreneurship development. It is expected that at the end of the course the staff will be able to provide mentorship support to the business grantees
Duties and Responsibilities
Scope of Work
Under the guidance of the National Project Manager and with the day to day support from the Coordinator-Local Economy, Livelihoods and Financial Inclusion, the consultant will be responsible to carry out the following, but not limited to these duties:
1. Support to finalize local market assessment report: The town team will develop 1st draft report. The consultant will review the draft of local market assessment report from 10 towns and do necessary adjustment to finalize it from phase 3 towns. The consultant will also help to finalize the 10 report from phase 1 & 2 city.
2. Support to draft pro-poor economic development strategy: The consultant will support to Output 3 coordinator to conduct workshop on pro-poor economic development strategy at town level for 15 town for phase 2 and 3 cities. The consultant will help to draft workshop report and develop pro-poor economic development strategy.
3. Support to identify relevant partners and establish partnership: The consultant will help to identify suitable partners for skills and enterprise development and support to establish partnership with them. S/he will also help to set meeting, draft meeting note, and prepare possible area of collaboration.

The report should be formatted to A4 size paper and be in a condition that can be published without any need for further work. LIUPCP will be the owner of all the products by the consultant.
The Contract Administrator will be the Project Manager and with the regular support from the Coordinator- Local Economy, Livelihoods and Financial Inclusion of LIUPCP.
Duration of the Work
This assignment will take place over seven months and will require 105 days. The expected start date is beginning of August 2020.
The consultancy will be LIUPCP HQ based. Meetings between LIUPCP and the consultant will take place at the LIUPCP office in Dhaka.
No DSA will be paid at the duty station. If unforeseen travel outside the duty station not required by the Terms of Reference is requested by UNDP, and upon prior agreement/approval, such travel shall be at UNDP’s expenses and the individual contractor shall receive a per-diem not to exceed United Nations daily subsistence allowance rate in such other location(s).

Only candidates obtaining a minimum 70% mark in technical evaluation will be considered eligible for financial evaluation.

All technical qualified proposals will be scored out 30 based on the formula provided below. The maximum points (30) will be assigned to the lowest financial proposal. All other proposals received points according to the following formula:

The financial proposal shall specify a total lump sum amount, and payment terms around specific and measurable (qualitative and quantitative) deliverables (i.e. whether payments fall in installments or upon completion of the entire contract). Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems, and number of anticipated working days).
Tentative payment schedule
There will be total six payments, after completing each month’s deliverables.
