Background

UNDP Global Mission Statement:

Organizational context:

The United Nations Development Programme (UNDP) is committed to strengthening the capacity of the Government of the Islamic Republic of Afghanistan’s (GIROA) to administer rule of law and improve the safety and security for all Afghan citizens.  As the lead rule of law institution in the country, improving the ability of the Ministry of Interior Affairs (MoIA) to fulfil its mandate remains critical to the overall stability of Afghanistan and its people. As the UN’s primary development agency, and a longstanding development partner to GIROA’s rule of law and security sector, UNDP Afghanistan plays a leading role in facilitating reform and development of MOIA as well as the Afghan National Police (ANP) to better serve the people of Afghanistan.

 

UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) since 2002. LOTFA currently has the following four Thematic Windows: 1) Security; 2) Justice; 3) Anti-Corruption and 4) MOIA Payroll. Under the trust fund structure, each thematic window has its own technical working group (TWG) where new projects are vetted and if approved, provided with funding. The TWG will continue to oversee and monitor the progress of the projects under its window to ensure that the projects are implemented in accordance with the approved project plans and in a way that achieve intended objectives.   

 

The Security Window Advisor will provide high-level advisory support to LOTFA stakeholders on police reform, provide strategic advice to LOTFA’s programmatic approach on policing as well broker key partnerships with international and national partners.  The Senior Advisor will work closely with UNDP staff from the Trust Fund Management Unit (TFMU), LOTFA stakeholders and international technical partners. A national consultant will support the Security Window Advisor in his/her role. The Security Window Advisor will report to the Head of Unit.

Duties and Responsibilities

Objective of the Assignment:

Under the supervision of the Head of Unit, the Security Window Advisor will be responsible for advising the Chair and Co-chair, as well as other members of the Security Window on projects and possible new areas of development of the Security Window Technical Working Group (TWG).  

 

Activities:

  • Undertake a full literature review to understand past lessons and have a keen understanding of ongoing developments relevant to the security sector in Afghanistan, and in particular Police Reform in the context of security sector reform in Afghanistan;
  • Organize, in close consultation with the Head of Unit and LOTFA M&E team, regular TWG meetings for the Security Window (once a month or as decided otherwise by the TWG), including scheduling the venue, setting the agenda, preparing the Chair and Co-chair for the meeting and coordinating presentations with LOTFA members;
  • Regularly update members of the Security Window TWG on developments related to Police Reform and advise them on: (1) relevant areas for LOTFA support and cooperation with other partners; (2) technical aspects of new project proposals; and (3) the implementation and progress updates of ongoing projects and their contributions to LOTFA’s strategic objectives and results framework;   
  • Work closely with the LOTFA TFMU regarding calls for proposals, providing inputs to concept notes for Security Window funding, and compiling and ensuring quality of project’s progress reports;
  • Actively contribute to evidence-planning and programming and support in communication of evidence and results;    
  • Regularly engage with LOTFA members, in particular the Chair and Co-chair, key interlocutors within MOIA and other government institutions, UN funds and programmes, UNAMA, the Resolute Support Mission, bilateral police missions, and key embassies supporting security sector reform in Afghanistan to understand their priorities and areas of interest;
  • Develop call for proposals requesting UN agencies to submit project proposals;
  • Other tasks as requested by the LOTFA Security Window TWG and approved by the Head of Unit.

Payment Modality: 

Payments under the contract shall be time-based, including a timesheet according to UNDP procurement formats for individual contractors. The deliverables will be reviewed by the Head of Unit. The payments will be paid upon the full completion and acceptance of contractual obligations, as accepted by the Head of Unit.

 

Institutional Arrangements:

The Consultant will work under the overall guidance of the Head of Unit. The Consultant shall work in close collaboration with the Chair and Co-Chair of the LOTFA Security Window TWG, as well as other relevant LOTFA stakeholders.

 

UNDP will provide office space and internet facility, logistical and other support service including transport and security applicable to UNDP international personnel. The Consultant, however, is expected to bring his/her own laptop and mobile phone and meet local communications costs (UNDP will provide a local pre-paid SIM card). Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc. shall be covered by UNDP TFMU.

 

Duration of the Work

The duration of this contract shall be completed within 6 months (With Maximum 132 Working days), after the signing of the contract, including all preparation work and on-site visits, excluding joining and repatriation travel days,

 

Duty Station

The duty station for the contractor is Kabul, Afghanistan for the entire duration of the contract. Some field visits outside Kabul may be requested. The TFMU project will cover expenses of all official field missions within or outside the country, upon receiving the prior approval from the Head of Unit. When in Kabul, the Consultant will be based in TFMU and the MOIA in Afghanistan during working hours, security conditions permitting.  The consultant will follow the working hours and weekends as applicable to the UNDP staff. The Consultant’s movement for meetings and consultations shall be coordinated by the TFMU Project. The contractor is at all times required to observe UNDP security rules and regulations.

Required Skills and Experience

Academic Qualifications:

  • Master’s Degree or equivalent, in Law, Political Science, Governance, Public Policy or related disciplines.

 

Years of experience:

  • Minimum of 10 years of experience related to police and/or security sector reform. 
  • Previous policing experience within the context of security sector reform is highly desirable. 
  • Experience serving in advisory capacity to senior policing officials and institutions is an advantage. 
  • Relevant experience and knowledge of the socio-political context of Afghanistan or other similar post-conflict environments, in particular pertaining to best practices of security sector reform is highly desirable; 
  • Experience with government, UN, donor agencies and NGOs in Afghanistan is an advantage; and
  • Experience working in the area of democratic governance, rule of law, security sector public administration/civil service reform is an advantage.

 

Language:

  • Excellent written and oral English skills a necessary requirement;  knowledge of local language, Pashto and/or Dari is a plus. 

 

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

 

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.  The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

  • Daily Fee –. The Consultant shall propose a daily fee which should be inclusive of his/her professional fee, local communication cost, insurance (inclusive of medical health and medical evacuation etc.), equipment, and other costs required for performance of the contract but excluding travel, visa and DSA. The number of working days for which the daily fee shall be payable under the contract is 132 working days over a contract duration of 6 months.
  • DSA/Living Allowance – The Consultant shall be separately paid the DSA as per applicable UNDP rate for stay in Kabul and travel to other locations as per actual number of nights spent in Kabul or other locations. Deductions from DSA shall be made as per applicable UNDP policy when accommodation and other facilities are provided by UNDP. An estimated provision in this regard shall be included in the contract. The consultant needs not quote for DSA in Financial Proposal.
  • Accommodation in Kabul - The Consultants are NOT allowed to stay in a place of their choice other than the UNDSS approved places in Kabul, Afghanistan. UNDP will provide accommodation to the Consultant for the duration of the stay in duty station (Kabul) in UNDSS approved places. Deductions in this regard shall be made from DSA payment as per applicable UNDP Policy.
  • Travel and visa – The Consultant shall include lumpsum cost of travel per trip for Home-Kabul-Home (estimated 3 trips) and Afghanistan visa expenses in the Financial Proposal. Any other travel for work, originating from Kabul shall be payable by UNDP separately as per applicable Policy.

Payment schedule - Payments towards fee shall be time-based and shall be made upon submission and acceptance of monthly report and certified timesheet. Payment towards travel shall be made on an instance of actual travel and shall be cost-reimbursable limited to the amount quoted in Financial Proposal. Payments towards DSA, Visa, etc. shall be cost-reimbursable, as specified above.

 

EVALUATION METHOD AND CRITERIA

 

Individual consultants will be evaluated based on the following methodology: 

Cumulative analysis 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: 

 

a) responsive/compliant/acceptable, and; 

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.  

 

* Technical Criteria weight 70% 

* Financial Criteria weight 30% 

 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Qualification and Experience (25 marks) [evaluation of CV for shortlisting]:

  1. General Qualification (10 marks);
  2. Experience relevant to the assignment (15 marks); and
  3. Interview (45 marks

 

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
