Background

UNDP Global Mission Statement:

Organizational context:

The United Nations Development Programme (UNDP) is committed to strengthening the capacity of the Government of the Islamic Republic of Afghanistan’s (GIROA) to administer rule of law and improve the safety and security for all Afghan citizens.  As the lead rule of law institution in the country, improving the ability of the Ministry of Interior Affairs (MoIA) to fulfil its mandate remains critical to the overall stability of Afghanistan and its people. As the UN’s primary development agency, and a longstanding development partner to GIROA’s rule of law and security sector, UNDP Afghanistan plays a leading role in facilitating reform and development of MOIA as well as the Afghan National Police (ANP) to better serve the people of Afghanistan.

 

UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) since 2002. LOTFA currently has the following four Thematic Windows: 1) Security; 2) Justice; 3) Anti-Corruption and 4) MOIA Payroll. Under the trust fund structure, each thematic window has its own technical working group (TWG) where new projects are vetted and if approved, provided with funding. The TWG will continue to oversee and monitor the progress of the project under its window to ensure that the project is implemented in accordance with the approved project plan and in a way that achieves its intended objective.   

 

The Security Window Coordination Consultant will support the Security Window Advisor to provide high-level advisory support to LOTFA stakeholders on police reform, provide strategic advice to LOTFA’s programmatic approach on policing as well broker key partnerships with international and national partners.  The Security Window Coordination Consultant will work with the Security Window Advisor, and in close coordination with UNDP staff from the Trust Fund Management Unit (TFMU), LOTFA stakeholders and international technical partners. A national consultant will support the Security Window Advisor in his/her role. The Security Window Coordination Consultant will report to the LOTFA Programme Coordinator.      

Duties and Responsibilities

Objective of the Assignment:

Under the supervision of the LOTFA Programme Coordinator, the Security Window Coordination Consultant will be responsible for supporting the Security Window Advisor in advising the chair and co-chair, as well as other members of the Security Window on projects and possible new areas of development of the LOTFA Security Window Technical Working Group (TWG).  

 

Activities:

  • Prepare daily summaries of media coverage and news (newspapers, online news, tv, social media and other means) related to the police, police reform, major political developments, security and security sector reform;   
  • Together with the Security Advisor and in close consultation with the TFMU, organize regular TWG Meetings for the LOTFA Security Window (once a month or as decided otherwise by the TWG), including scheduling the venue, setting the agenda, sending out invitations, maintaining a calendar of TWG meetings, preparing the chair and co-chair for the meeting and coordinating presentations with LOTFA members; and preparing meeting minutes;
  • Support the Security Advisor to regularly update members of the Security Window TWG on developments related to Police Reform and advise them on: (1) relevant areas for LOTFA support and cooperation with other partners; (2) technical aspects of new project proposals; and (3) the implementation of ongoing projects;   
  • Together with the Security Advisor, regularly engage with LOTFA members, in particular the chair and co-chair, key interlocutors within MOIA, UN funds and programmes, UNAMA, the Resolute Support Mission, bilateral police missions, civil society organizations, and key embassies supporting security sector reform in Afghanistan to understand their priorities and areas of interest;
  • Work closely with the LOTFA TFMU regarding calls for proposals, providing inputs to concept notes for Security Window funding, and compiling and ensuring quality of project’s progress reports;
  • Actively contribute to evidence-planning and programming and support in communication of evidence and results;   
  • Translate and interpret as needed to facilitate meetings and the production of relevant documents;
  • Support the Security Advisor to develop calls for proposals requesting Recipient UN Organisations (RUNOs) to submit concept notes and project proposals;
  • Ensure all documents related to the Security Window TWG are timely prepared, distributed and archived;
  • Other tasks as requested by the LOTFA Security Window TWG or Security Window Advisor and approved by the LOTFA Programme Coordinator.

Payment Modality: 

Payments under the contract shall be time-based, including a timesheet according to UNDP procurement formats for individual contractors. The monthly reports will be reviewed by the LOTFA Programme Coordinator. The payments will be paid upon the full completion and acceptance of contractual obligations, as accepted by the LOTFA Programme Coordinator.

 

Institutional Arrangements:

The Consultant will work together with the Security Advisor, under the overall guidance of the LOTFA Programme Coordinator. The Consultant shall work in close collaboration with the Chair and Co-Chair of the LOTFA Security Window TWG, as well as other relevant LOTFA stakeholders.

 

UNDP will provide office space and internet facility, logistical and other support service including transport and security applicable to UNDP international personnel. The Consultant, however, is expected to bring his/her own laptop and mobile phone and meet local communications costs (UNDP will provide a local pre-paid SIM card). Costs to arrange meetings, workshops, travel costs to and DSA during field visits (if any), etc. shall be covered by UNDP TFMU.

 

Duration of the Work

The duration of this contract shall be completed within 6 months (With Maximum 132 Working days), after the signing of the contract, including all preparation work and on-site visits, excluding joining and repatriation travel days,

 

Duty Station

The duty station for the contractor is Kabul, Afghanistan for the entire duration of the contract. Some field visits outside Kabul may be requested. The TFMU project will cover expenses of all official field missions within or outside the country, upon receiving the prior approval from the LOTFA Programme Coordinator. When in Kabul, the Consultant will be based in TFMU and the MOIA in Afghanistan during working hours, security conditions permitting.  The consultant will follow the working hours and weekends as applicable to the UNDP staff. The Consultant’s movement for meetings and consultations shall be coordinated by the TFMU Project. The contractor is at all times required to observe UNDP security rules and regulations.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s degree (with 7 years of relevant experience) in Law, Political Science, Governance, or Master’s degree (with 5 years of relevant experience)

 

Years of experience:

  • A minimum of 2 years with Master’s degree or 4 years with Bachelor’s degree of progressively responsible professional working experience in international development and coordination;
  • Minimum of 2 years of experience related to capacity building projects within the security sector in conflict countries is required;
  • Experience in coordinating multilateral meetings is highly desirable;
  • Experience as a coordinator for a project with multiple interlocutors is highly desirable;
  • Experience in results-based management (RBM), project management and aid/donor coordination is desirable;
  • Knowledge and understanding of conflict/post conflict development (peace building, reintegration etc.) activities;
  • Previous experience of working in UNDP or the UN system highly desirable;

 

Language:

  • Fluency in written and spoken English required.
  • Fluency in written and spoken Dari required and knowledge of Pashto a distinct advantage.

 

PRICE PROPOSAL AND SCHEDULE OF PAYMENTS

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.  The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

  • Daily Fee - The consultant shall propose a daily fee, which should be inclusive of her/his professional fee, local communication costs and insurance (inclusive of medical health insurance and evacuation). The professional daily fee, all inclusive of the above elements, shall be paid upon submission of timesheet. The number of working days for which the daily fee shall be payable under the contract is 6 months with maximum 132 working days.

 

EVALUATION METHOD AND CRITERIA

Individual consultants will be evaluated based on the following methodology:  

Cumulative analysis 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: 

 

a) responsive/compliant/acceptable, and; 

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.  

 

* Technical Criteria weight 70% 

* Financial Criteria weight 30% 

 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. 

 

Technical Criteria 70 points 

 Qualification and Experience (25 marks) [evaluation of CV for shortlisting]:

  • General Qualification (10 marks);
  • Experience relevant to the assignment (15 marks); and
  • Interview (45 marks)

 

Financial Evaluation (30%):

 

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
