Background

In response to the Sahel crisis, the United Nations adopted the United Nations Integrated Strategy for the Sahel (SINUS) in June 2013, which focuses on three strategic objectives: (i) Promoting inclusive governance throughout the region; (ii) The development of national and regional security mechanisms capable of dealing with cross-border threats; (iii) Integrating humanitarian and development interventions to ensure long-term resilience. Three regional working groups, corresponding to the three strategic objectives, have been set up to identify and implement relevant activities at national and regional level.

UNDP coordinates the Regional Working Group on Governance of SINUS. In this regard, the Governance Pillar Lead works with UN agencies to define priority areas for intervention in the area of governance, namely: support for reform of electoral systems, support for judicial reform and, in close collaboration with the Regional Security Working Group and the Regional Resilience Working Group, supporting communities living in cross-border areas to combat insecurity and violent extremism as well as support communities to face various shocks and build resilience.

In addition, UNDP has defined a strategic approach for the Sahel based on the objectives of the "SINUS" and its comparative advantages: its neutrality, its commitment to sustainable human development, its role in coordinating partners' interventions, its global presence in all the countries of the region and its organization as a network of knowledge. 

Thus, the UNDP Strategy in the Sahel through its 2014 – 2017 and 2018-2021 Strategic Plan were based on five (5) strategic axes of intervention: 1. Support to democratic governance and governance in the security sector, the rule of law, and civil society watch capacities; 2. Improvement of regional economic and security cooperation. 3. Strengthening the strategic functions of development and contributing to poverty reduction. 4. Strengthening resilience mechanisms and capacities. 5. Promotion of communication and better sharing of knowledge on the Sahel

Duties and Responsibilities

Responsibilities, competencies and qualifications for the assignment 

Under the direct supervision of the Sahel Programme Manager and in close collaboration with other   colleagues in the Dakar sub-regional Hub and the broad UNDP, the intern will undertake the tasks listed below:

Core responsibilities 

Research and Data Management:

 Information Management; collect data and prepare a bibliography/catalogue for the Sahel Programme, using the available reports, analyses, etc. carried out by the programme in order to download them as a repository accessible to all.

  • Understand the complex and multidimensional aspects of the Sahel region as well as the fundamental concepts of sustainable development.
  • Ability to identify emerging risks or new opportunities and inform the supervisor
  • Participate in UNISS Governance Group meetings and prepare reports
  • Promote knowledge sharing and a culture of continuous learning within the office. 
  • Conduct research and in-depth analysis of development issues in Africa, particularly in the Sahel region. 
  • Possess strong interpersonal skills.
  • Be enthusiastic at work and maintains a positive and constructive attitude.
  • Maintain excellent working relationships with colleagues and other external actors/partners.
  • Compile literature reviews on issues related to governance, peace and security, human rights and gender in the Sahel Region;
  • Support research related to donor intelligence both at regional and country levels.

Knowledge Management and Communication :

  • Draft, review and edit concepts notes, knowledge products and presentations;
  • Review and shape resources mobilization and partnership concepts;
  • Participate in meetings and perform other support tasks as required. 
  • Collect data and prepare a bibliography/catalogue of the Sahel Programme: research all reports, analysis, etc. done by the Programme to be uploaded as a repository accessible to all. 

The more specific focus will be decided in consultation with the intern taking into account his/her skills development interests.

Required Skills and Experience

Applicants to the UNDP internship programme must at the time of application meet one of the following requirements:

  • Be enrolled in a graduate school programme (second university degree or equivalent, or higher);
  • Be enrolled in the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent);
  • Have graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation.

Experience:

  • Computer literate in standard software applications;
  • Demonstrated keen interest in the work of the UN, and of UNDP in particular, and have a personal commitment to UNDP's Statement of Purpose, and to the ideals of the UN Charter;
  • Demonstrated the ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

Language:

  • Proficiency in both French and English is a requirement.

Conditions : 

  • Le PNUD n'est pas responsable des coûts résultant des accidents et/ou une maladie survenant au cours du stage et , par conséquent, le stagiaire devra fournir une preuve d'inscription à un régime d'assurance-santé;
  • Le PNUD ne traite pas avec les autorités de l'immigration et que, par conséquent, le stagiaire sera responsable d'obtenir les visas nécessaires. Le PNUD ne peut me soutenir que par la fourniture de la lettre d'invitation pour l'obtention des visas, si nécessaire.
  • Le ou la stagiaire perçoit une indemnité mensuelle de stage selon la grille en vigueur fixé par le Siège et toutes les charges liées au stage sont à la charge du stagiaire;
  •  Le/la  stagiaire accumulera des congés au rythme d'un jour et demi par mois. Tout jour de congé accumulé non utilisé à la fin du stage sera perdu. Toute absence injustifiée pendant la période de stage dépassant un total de neuf jours sera déduite de l'allocation mensuelle ;
  • Le stage au PNUD ne garantit pas systématiquement un emploi à la fin du stage ;

Le candidat sélectionné doit s'engager à respecter les obligations suivantes en ce qui concerne le programme de stage :

  • Se conduire d'une manière compatible avec ses responsabilités en tant que titulaire d'un stage au PNUD ;
  • Garder confidentiel tous les renseignements non publiés que le bureau communiquera au cours de son stage, et de ne pas publier les rapports ou documents de travail sur la base des informations obtenues au cours de ce stage, sauf avec l'autorisation du PNUD
  • Fournir un avis écrit en cas de maladie ou autres circonstances inévitables qui pourraient l'empêcher de remplir ses obligations ;
  • Préparer un court rapport sur son stage à la fin de stage et de le soumettre au Département concerné ;
  • Faire un entretien de sortie avant la date d'expiration de son stage.
