Background

The UNDP Blue Resilience Project is funded by the Norwegian Ministry of Foreign Affairs via the Norwegian Ministry of Trade, Industry and Fisheries as host to the Blue Justice Secretariat. Blue Resilience is in support of the Norwegian government's Blue Justice Initiative which operationalises the International Declaration against Transnational Organized Crime in the Global Fishing Industry (Copenhagen Declaration) in selected developing countries. The Copenhagen Declaration maps out a goal-oriented political plan to address transnational organized crime in the fisheries sector globally towards achievement of the UN SDGs, with particular emphasis on cooperative law enforcement towards this end. The objective of Blue Resilience is to strengthen capacity for institutional cooperation towards effective governance responses to addressing organized crime in the fisheries sector. The project is research-based towards designing and delivering a sustainable learning package on improved institutional cooperation to enhance enforcement efforts against organized crime in fisheries in the target countries.

The Blue Justice project is hosted by the UNDP Nordic Representation office (NRO). It is a highly visible governance project funded by a key donor country and has direct links to NRO's work on core resource mobilisation. 

In this context, UNDP's NRO is looking for a gender expert to support the Blue Resilience Project. The gender expert will report directly to the Project Manager.

Note: The assignment is estimated to yield a total of 13 days of work spread out over the course of the project.

Duties and Responsibilities

Scope of work

Broadly, the gender expert is expected to engage in five main areas of work:

 

  1. Conduct and compile research on gendered aspects of governance in addressing organized crime in fisheries.
  2. Organize, facilitate, and provide substantive input to a workshop on gendered aspects of governance in addressing organized crime in fisheries. 
  3. Produce an outcome document from the workshop on gendered aspects of governance in addressing organized crime in fisheries
  4. Provide substantive input to the draft and final research report on governance/ inter-agency cooperation on gendered aspects thereof.
  5. Provide substantive input to the draft learning package on governance/ inter-agency cooperation on gendered aspects thereof.

 

 

Specific duties and responsibility

  1. Undertake research on gendered aspects of governance in addressing organized crime in fisheries including via: conducting a literature review, sourcing relevant information from relevant primary and secondary sources, and identifying case studies. Compile the research material into a working paper with assistance as needed from the research assistant.
  2. In conjunction with the project manager, develop the agenda, identify suitable participants for and facilitate a workshop on gendered aspects of governance in addressing organized crime in fisheries.
  3. Produce an outcome document from the workshop on gendered aspects of governance in addressing organized crime in fisheries
  4. Provide substantive input to the draft and final cooperative governance report on gendered aspects thereof.
  5. Provide substantive input to draft learning package on gendered aspects thereof.
  6. Provide input to substantive content displayed on the BJ community portal on gendered aspects of governance in addressing organized crime in fisheries.

Required Skills and Experience

Education

  • A postgraduate university degree in international relations, governance, criminal law or related field or equivalent working experience.

 

Experience

  • A minimum of five years professional and/or academic and research experience in gendered aspects of addressing organized crime in fisheries

 

Language skills:

  • Fluency in English (both oral and written).

 

 

Application process

 

The application is a two-step process. Failing to comply with the submission process may result in disqualifying the applications:

Step 1: Interested individual consultants must include the following documents when submitting the applications in UNDP job shop (Please note that only 1 (one) file can be uploaded therefore please include all documents in one file):

·       Updated CV indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references

·       Brief description of why the individual considers him/herself as the most suitable for the assignment. Indicate available start date.

·       IMPORTANT: Please provide links to or attach any samples of relevant work, ideally a piece of research. (If attached, 1-2 pages is enough).

 

Step 2: Only applicants who attain a score of 70% and above on the technical evaluation will be contacted and requested to submit a financial proposal.

 

Scope of Price Proposal and Schedule of Payments:

·       Financial proposals must be all inclusive and must be expressed on the basis of "an all-inclusive daily fee” in USD.

·       Payment will be made upon submission of a certificate of payment request, indicating outputs achieved and days worked to be verified and cleared for payment by the supervisor.

The term ‘all inclusive” implies that all costs (professional fees, communications, utilities, consumables, insurance, etc.) that could possibly be incurred by the Contractor are factored into the final daily fee submitted in the proposal. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal expenses will be agreed upon, between UNDP and Individual Consultant, prior to travel and will be reimbursed. In general, UNDP will not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

 

Criteria for selection of individual consultant for award of contract:

Through a desk review of applications, a short-listing will be done to identify those candidates who meet the criteria of education and relevant years of experience. The shortlisted candidates may be called for an interview, if additional questions arise. The desk-review will make up 100% the technical score.

 

The combine scoring method will be used to evaluate proposals

Combined scoring method – where the qualifications will be weighted a maximum of 70%, and combined with the price offer which will be weighted a maximum of 30%.

Technical criteria weight: 70 (70% of total obtainable scores). Only candidates obtaining a minimum of 49 (70%) points on technical part will be considered for the financial evaluation.

Financial criteria weight: 30 (30% of total obtainable scores).

When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

·       Responsive / compliant / acceptable; and

·       Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

 

Technical Proposal (70 Points) 70% weight

Technical proposals will be evaluated based on the following criteria:

 

  • Research experience in gendered aspects of addressing organized crime in fisheries (20 points).
  • Proven ability to produce high quality substantive text (20 points)
  • Strong familiarity with international development issues, including Agenda 2030 and SDG16 (15 points)
  • Proven ability to interact with experts from varying jurisdictions in organized crime and/or fisheries crime field (10)
  • Previous work experience with the UN (5)

 

Only Individual Consultants obtaining a minimum of 49 of the obtainable points of 70 points (70%) in technical evaluation would be considered for the Financial Evaluation.

The following formula will be used to evaluate financial proposal:

p = points for the financial proposal being evaluated;
y = maximum number of points for the financial proposal;
µ = price of the lowest priced proposal;
z = price of the proposal being evaluated
