Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women for a fully productive society; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Strategic Partnerships Division (SPD) works to strengthen UN Women’s position as a partner of choice for gender equality and the empowerment of women (GEWE) among governments and inter-governmental actors around the world. The division is doing this by positioning GEWE in the intergovernmental and multilateral fora and engaging with governments and public institutions as policy, programme and resource partners. A key premise for SPD is that engagement with countries should be holistic based on multiple aspects of partnerships, including policy advocacy and resource mobilization. 

Under the overall supervision of the Chief of Resource Mobilization, with matrixed reporting to a portfolio manager/cluster lead, the Partnerships and Resource Mobilization Specialist will coordinate external relations and provide technical inputs and coordination support for partnership portfolio of an assigned group of countries (50%) and will provide coordination and substantive support to the Chief of Resource Mobilization (50%).

Duties and Responsibilities

Provide technical and coordination support on external relationship management and overall partnership of assigned funding partner portfolio, working within portfolio cluster:

  • Implement resource mobilization activities to increase unrestricted Regular Resources and flexible and predictable earmarked Other Resources;
  • Identify possible sources of new and continued funding;
  • Monitor and evaluate existing resource mobilization channels to ensure achievement of UN Women resource mobilization goals to meet the objectives and financial targets of the Strategic Plan;
  • Monitor and communicate to relevant colleagues on global trends in development cooperation and aid, resource partner development policies, budgets, systems and procedures;
  • Maintain contacts with officials of missions to the UN and departments of assigned funding governments to promote, advocate, mobilize and influence cooperation with UN Women to ensure the Entity’s resource base and the attainment of its outcomes and outputs;
  • Coordinate negotiation of terms of agreements of funding consistent with UN Women Rules and Regulations, policies and procedures.

Capture and disseminate partner intelligence:

  • Prepare substantive briefs, reports, statistics, revenue projections and requirements for Executive Director's meetings with minister-level counterparts, senior funding government officials, senior parliamentarians, or heads of major institutions;
  • Share knowledge on resource mobilization with colleagues outside the Resource Mobilization Section;
  • Work with other sections and office in developing and implementing visibility products regarding partner enabling of joint results.

Provide partnership and resource mobilization support to field and HQ offices on resource mobilization and partnership opportunities:

  • Provide advice and technical support to field and HQ offices on funding opportunities for Other Resources and on their relations with assigned partners;
  • Liaise with field offices to prepare and package programme proposals for assigned resource partners.

Provide technical support to the Chief of Resource Mobilization:

  • Identify, research, analyze, prepare and/or organize information and briefing materials for the Chief to facilitate decision-making and leadership in management strategic planning/review;
  • Collate and provide sound substantive inputs on issues as appropriate, to facilitate the Chief’s representation with UN Women staff and external partners;
  • Provide specialized technical support on interactions with other UN entities;
  • Coordinate and draft speeches, talking points, briefing notes, background papers, and/or design presentation materials (including multi-media) for delivery by the Chief in key events, meetings and other external fora ensuring that UN Women thinking, goals, objectives, strategies and/or policies on partnerships and UN Women programs are appropriately reflected in these materials.

Required Skills and Experience

Education: 

  • Master’s degree or equivalent in social sciences, public administration, international relations, communications, women's studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:

  • At least 5 years of progressively responsible experience in resource mobilization, communications/ advocacy, and/or business development;
  • Experience working with international institutions and Government partners;
  • Experience in gender equality and women's empowerment is an asset; and
  • Experience working in the UN system is an asset.

Language:

  • Fluency in English is required;
  • Knowledge of the other UN official working language is an asset.
