Background

UNDP Global Mission Statement:

Organizational context:

The United Nations Development Programme (UNDP) is committed to strengthening the capacity of the Government of the Islamic Republic of Afghanistan’s (GIROA) to administer rule of law and improve the safety and security for all Afghan citizens.  As the lead rule of law institution in the country, improving the ability of the Ministry of Interior Affairs (MoIA) to fulfil its mandate remains critical to the overall stability of Afghanistan and its people. As the UN’s primary development agency, and a longstanding development partner to GIROA’s rule of law and security sector, UNDP Afghanistan plays a leading role in facilitating reform and development of MOIA as well as the Afghan National Police (ANP) to better serve the people of Afghanistan.

UNDP has administered the Law and Order Trust Fund for Afghanistan (LOTFA) since 2002. LOTFA currently has the following four Thematic Windows: 1) Security; 2) Justice; 3) Anti-Corruption and 4) MOIA Payroll. Under the trust fund structure, each thematic window has its own technical working group (TWG) where new projects are vetted and if approved, provided with funding. The TWG will continue to oversee and monitor the progress of the project under its window to ensure thatthe project is implemented in accordance with the approved project plan and in a way that achieves its intended objective.  

Based on consultations conducted between UNDP, the GIROA and donors during 2017, a growing view emerged that the scope of LOTFA should be expanded to include the entire justice chain (police, courts and prisons) and cover all institutions across the entire Rule of Law sector, with an increased focus on anti-corruption. Simultaneously, the LOTFA structure has been revised to bring it more in line with international standards and best practices on Trust Fund management and administration. LOTFA will most likely move before the end of 2018 under the structure of the Multi- Partner Trust Fund (MPTF) Modalities.

The new Trust Fund Terms of Reference (TOR) and Strategic Framework have been approved by the LOTFA Steering Committee. As the revised LOTFA TOR becomes effective, management arrangements for the Trust Fund are being finalized.

Organizational context of the position:

UNDP, through the CSM Project (CSM), is supporting the Ministry of Interior Affairs (MOIA) to design, build and operationalize a new Police Emergency Response Service (PERS) in Kabul.  This will be a critical interface between Afghan citizens and police, enabling the provision of security and rule of law and contributing to improved public trust and confidence in the Afghan National Police (ANP).  The national consultant will work with PERS Adviser (International Consultant), UNDP and MOIA technical and police operations teams to support timely implementation of PERS,, develop key SOPs  and train ANP staff in the necessary skills to operate, monitor and maintain  PERS call centre and Police response teams. The consultant will work in close coordination with UNDP’s Governance for Peace Unit, Ministry of Internal Affairs/ANP, national and international partners. 

Duties and Responsibilities

Objective of the Assignment:

Under the supervision of the international consultant and CSM project manager the consultant will be responsible for;

  1. Assess operational and technical readiness of MOIA, Police Headquarters (PHQ) and Police Districts (PDs) to deploy, manage, operate and maintain PERS in Kabul.

  2. Facilitate effective planning and coordination with MOIA, ANP, national and international partners, telecom service providers, vendors and other stakeholders to ensure smooth establishment and operationalization of PERS.

  3. Assist in the design and implement advisory/mentorship sessions and training programmes to equip MOIA and ANP staff with requisite skills needed to deploy, operate and maintain PERS .

  4. Provide strategic guidance to the MOIA, UNDP and international stakeholders on the operationalization of PERS.

Activities:

  1. The national consultant will support and assist the PERS Adviser (International consultant) in coordinating with MOIA, ANP counterparts and international partners all Police emergency response related activities at the Police Headquarters (PHQ) and Police District (PD) levels in Kabul;

  2. Work closely with UNDP and ANP technical teams in setting up and operationalization of PERS at PHQ and PD levels in Kabul;

  3. In collaboration with ANP compile training programmes, curricula, SOPs for Police responders to emergency calls;

  4. Conduct training of Police responders in collaboration with ANP trainers in Kabul;

  5. Work closely with ICT team to develop smooth coordination between technical and response mechanisms;

  6. Training of ANP trainers;

  7. Monitoring progress of the response teams;

  8. Assist in the drawing up of daily, weekly, monthly PERS Reports;

  9. Assist in the drawing up of PHQ/PD PERS maintenance plans, budget and asset management;

  10. Any other task assigned by the Project Manager/Police Advisory team related to PERS.

Payment Modality: 

Payments under the contract shall be delivery based and be made on receipt of the specific milestone reports indicated above and including a timesheet according to UNDP procurement formats for individual contractors. The draft of reports will be reviewed by UNDP CSM Management (if need be by the Police Advisory team). The payments will be paid upon the full completion and acceptance of contractual obligations whereupon the CSM Project Manager signs the certification of acceptance

WORKING ARRANGEMENTS

Institutional Arrangements:

The national Consultant will work under the overall supervision of the CSM Project Manager and direct supervision of the PERS Adviser (International Consultant) and technical direction of the Police Advisory team.

The G4P Unit and the CSM Project will provide office space, internet, and logistical and other support services including transport and security for UNDP national personnel. However, the consultant is expected to bring his/her own laptop and mobile phone and meet local communications costs (G4P Unit will provide a local pre-paid SIM card). Costs to arrange meetings, workshops, travel costs and DSA during field visits (if any), etc. shall be covered by the G4P Unit.

Duration of the Work:

The deliverables under this contract shall be completed within 4 months after the signing of the contract, including all preparation work and on-site visits. The target date for the start of the work will be 01 September 2020.

Duty Station

Work will be carried out in-country. The duty station for the contractor is Kabul, Afghanistan although some field visits outside Kabul may be necessary. The CSM Project will cover expenses of all official field missions within or outside the country. When in Kabul, the contractor will be based at MOIA/PERS Directorate and report regularly to the G4P Unit (UNOCA) during working hours, security conditions permitting. The contractor will follow the working hours and weekends applicable to UNDP CO staff. The contractor’s movement for meetings and consultations shall be coordinated by the G4P Unit and the CSM Project. The contractor is at all times required to observe UNDP security rules and regulations.

Required Skills and Experience

Academic Qualifications:

  • Bachelor’s/Master’s Degree or equivalent in Law Enforcement, Security Studies, Public Administration, Social Sciences, Public Policy, Law or related field. Educational qualifications can be relaxed in case the candidate is a retired Police officer not below the rank of Lt Colonel in ANP who has undergone basic police training from any recognized National or International Police Academy.

Years of experience:

  • At least7 years of experience in policing/law enforcement agencies. Demonstrated experience in designing, operating and/or managing emergency response systems will be an added advantage.

  • Hands-on experience in police training and capacity building, preferably within the context of international development programmes.

  • Excellent coordination and communications skills with ability to convince, convey and advocate;

  • Previous experience with UN/ specialized agencies and/or international development organizations preferred.

  • Experience working in fragile or conflict-affected states. Experience and expertise in post-conflict reform of law and order institutions desirable;

  • Extensive managerial experience, including experience working/leading multi-cultural teams.

Language:

  • Fluency in written and spoken English required.
  • Fluency in written and spoken Dari and Pashto are required and working knowledge of both national languages are distinct advantage.

Shortlisted candidates (ONLY) will be requested to submit a Financial Proposal.The consultant shall then submit a price proposal when requested by UNDP, in accordance with the below:

  • Daily Fee - The consultant shall propose a daily fee, which should be inclusive of her/his professional fee, local communication costs and insurance (inclusive of medical health insurance and evacuation). The professional daily fee, all inclusive of the above elements, shall be paid upon submission of timesheet. The number of working days for which the daily fee shall be payable under the contract is 4 months with maximum 88 working days.

  • Payment schedule - Payments shall be done upon verification of completion of specific reports, deliverables and approval by the consultant’s supervisor.

EVALUATION METHOD AND CRITERIA

Individual consultants will be evaluated based on the following methodology: 

Cumulative analysis 

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: 

a) responsive/compliant/acceptable, and; 

b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.  

Technical Criteria weight 70% 

* Financial Criteria weight 30% 

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

 Qualification and Experience (25 marks) [evaluation of CV for shortlisting]:

  • Experience relevant to the assignment (15 marks); and

  • Interview (45 marks)

Financial Evaluation (30%):

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
