Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

To support Member States in implementing the 2030 Agenda, UN Women’s global gender data programme, “Making Every Woman and Girl Count” (Women Count), is affecting a radical shift in the availability, accessibility and use of data and statistics on key aspects of gender equality and women’s empowerment. The Programme is implementing a multi-year and multi-country programme of work, supported by global and regional activities linking normative and technical work on gender statistics at the global level to the regional and national levels through three interlinked areas of work:

  • Creating an enabling environment: Promoting a supportive policy environment to address institutional and financial constraints and to strengthen policies and practices governing the production and use of gender statistics; 
  • Increasing data production: Supporting efforts to improve the regular production of gender statistics, including building the technical capacity of the national statistical systems (NSSs) and providing financial support for data collection to monitor the SDGs and other national and international commitments; and 
  • Improving data accessibility and use: Promoting greater access to and analysis of data by users, including open access, dissemination tools, user-producer dialogues and strengthened the capacity of all relevant actors to use gender statistics in policy, programmes and advocacy. 

Located in the Research and Data Section of UN Women (R&D), the Statistics Specialist works under the supervision of the Statistics Specialist of the Women Count Programme to provide technical support to the latter in the implementation of statistical activities and delivery of statistical outputs of Women Count global projects, including COVID-19 related gender data work; contribute to the provision of technical support to facilitate the implementation of Women Count regional and country projects; contribute to learning through monitoring and evaluation of the Women Count programme; and contribute to UN Women’s organizational effectiveness.

Duties and Responsibilities

The consultant will undertake the following tasks with regards to the following:

1/ Implementation of statistical activities and delivery of statistical outputs of Women Count global projects

  • Assist in the coordination and provide support in the delivery of Women Count global projects on the: i) UN Women – PARIS21 partnership, including review of guidelines and e-Learning course on women’s economic empowerment; and 2) technical assistance to the Philippines Statistical System, including review of online training materials on gender statistics development and the guidelines establishing and maintaining an online database on gender and development
  • Provide technical assistance and support on the implementation of COVID-19 related gender data work, including:
    • Review of rapid gender assessments (RGAs) survey plans, operations, results, and analysis
    • Monitoring of use cases of RGAs
    • Documentation of lessons learned
    • Support the development of guidance documents, including on the minimum set of RGA indicators, and the preparation of global technical report(s)
    • Establishment of repositories of COVID-19 related statistical resources
  • Provide technical assistance and support in the coordination of the Women Count global project on DataWork on utilizing household surveys to produce more disaggregated gender statistics, including serving as technical focal point to five pilot countries in Africa and liaising with the Inter-Secretariat Working Group on Households Survey as partner of the DataWork project
  • Co-lead the implementation of a programme for monthly webinars to facilitate knowledge sharing, particularly in the Women Count Team
  • Provide substantive inputs on Women Count knowledge platforms or products, such as gender data stories on the Women Count Data Hub, as needed
  • Perform other related duties as required

2/ Implementation of Women Count regional and country projects

  • Assist Women Count Team HQ in providing technical support for the delivery of Women Count activities and outputs of regional and country projects
  • Assist in the review of technical documents produced by Women Count regional and country projects

 3/ Monitoring and evaluation of the Women Count programme

  • Provide statistical information relevant to the preparation of the Women Count quarterly reports and other M&E related documents (e.g., Annual Review Meeting)

4/ UN Women’s organizational effectiveness

  • Provide technical support and substantive inputs to Research and Data Section and the broader UN Women, as needed, including technical support on UN Women’s membership in various inter-agency statistical bodies

Required Skills and Experience

Education:

  • Master’s degree (or equivalent) in statistics, economics, gender, or other related development or social science fields.

Experience:

  • A minimum of 10 years of progressively responsible experience in the development of gender statistics (that is, not only on production but also on coordination, access, communication, and use), particularly in the context of national statistical systems;
  • Proven experience in the implementation of global, regional, or national strategies for the development of statistics, preferably with focus on gender statistics;
  • Substantial experience in the development of guidance documents or technical resources to support implementation of statistical projects, particularly on gender;
  • Substantial experience of working with international datasets in the field of gender statistics;
  • Experience working in a national statistics office or within a national statistical system is a strong asset;
  • Experience in conducting methodological research on gender statistics is an asset.

Languages: 

  • Fluency in English is required
  • Knowledge of the other UN official working language, particularly French, is an asset
