Background

United Nations Entity for Gender Equality and Women’s Empowerment (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women Ethiopia Country Office (ECO) Strategic Notes (SN) 2017-2020 and 2020 Annual Work Plan (AWP) focus on supporting the development objectives of the Ethiopia Growth and Transformation Plan II (2010/11-2014/15) in relation to Pillar 8 on equity and empowerment as well as being aligned with United Nations Development Assistance Framework (2016 – 2020). The Country Programme Division under the leadership of the Deputy Representative manages the Programme support to Ethiopia including Joint Programmes. In its work for 2017-2020, UN Women ECO is focusing on four main development result areas: 1) Women supported to lead and participate in decision-making at all levels; 2) Women, especially the poorest and most excluded, are economically empowered and benefit from development; 3) Women and girls live a life free from violence; and 4) Governance and national planning fully reflect accountability for gender equality commitments and priorities. One of the priorities programme of UN Women ECO is Ending Violence Against Women and Girls (EVAWG). In this area, UN Women works with key partners from government, civil society and UN organizations in development and humanitarian settings to address legal gaps and strengthen policy frameworks with regard to protecting women survivors of violence and their rights; to expand the provision of legal and protection services to women; and to provide awareness raising initiatives on legal instruments and mechanisms and sexual and gender-based violence.

UN Women Ethiopia under its thematic area Ending Violence Against Women and Girls has two main flagship programmes: Preventing VAWG and supporting women and girls' survivors of violence and Safe city and Safe public spaces programmes with key partners from government and civil society to address legal gaps and strengthen policy frameworks with regard to protecting women survivors of violence and their rights; to expand the provision of legal and protection services to women; and to provide awareness raising initiatives on legal instruments and mechanisms and sexual and gender based violence targeting among others, religious institutions, law enforcement agencies, young boys and men.

UN Women works closely with the other UN organizations and key government line ministries within the framework of a joint UN-Government Gender programme that includes response to VAWG, and promotions of their human rights.

 

 

To implement its programme, UN Women is seeking to hire a Programme Associate to strengthen delivery of its programme on EVAWG and advancing women’s right and coordination of broad-based national partnerships in this area. The Programme Associate will also support work on women’s health and gender interventions as required. While the position is based in Addis Ababa, the role encompasses travel requirements within the different regions of Ethiopia. Under the direct supervision of the EVAWG Programme Specialist and under the overall guidance of the Deputy Representative, the Programme Associate works closely with all EVAWG team members and UN Women colleagues

Duties and Responsibilities

Under the direct supervision of the EVAWG Programme Specialist, the Programme Associate will undertake the following tasks:

Support the EVAWG team in the implementation of UN Women EVAWG and Safe city and Safe public spaces Programmes and ensure knowledge building and sharing with all stakeholders focusing on the achievement of the following

  • Contribute to day-to-day EVAWG and Safe city and Safe public spaces programmes implementation and ensure conformity to expected results and programme/project work-plans;
  • Support drafting of concept notes, budgeting, logical frameworks, or another project design
  • contribute in the drafting of project cooperation agreement/letter of agreement with implementing partners
  • Follow up with implementing partners on project implementation and review reports from implementing partners and provide feedback
  • Undertake research on EVAWG, Safe city and Safe public spaces and gender, and other related issues as requested
  • Work with EVAWG and Safe city and Safe public spaces in reports preparation (external and internal)
  • Undertake field visits and produce case studies and document best practices
  • Contribute to documentation of knowledge products.

Provide advanced administrative and logistical support to the formulation and management of programmes:

  • Provide administrative support and inputs in the preparation EVAWG and Safe city and Safe public spaces programme work plan, budget, and proposals on programme implementation arrangements;
  • Coordinate the collection of information for the audit of programmes/ projects and support implementation of audit recommendations;
  • Develop or update of standard operating procedures, guidelines, checklists, templates and business processes in programme and project management to support implementing partners;
  • Identify sources, and gather and compile data and information for documents, guidelines, speeches and position papers.

Provide administrative support to the financial management of the Programme Unit

  • Support the team in budget preparation and the finance of the EVAWG and Safe City and Safe Public spaces Programmes
  • Support in reviewing financial reports of partners
  • Create requisition in Atlas, register good receipts in Atlas

Provide administrative support to Resource Mobilization:

  • Prepare of cost-sharing and other agreements; follow up on contributions within the team resource mobilization efforts;
  • Enter cost-sharing agreements in DAMS;
  • Organize, compile and process information from donors and programme team, as inputs to various databases and documents.

Facilitation of knowledge building and knowledge sharing:

  • Support synthesis of lessons learnt, and best practices related to programme management and finance;
  • Coordinate the organization of training for the office staff and partners on programme and operations related issues.

Required Skills and Experience

  • BA Degree in Law, Social Sciences or another relevant field
  • At least 2 years of relevant experience at the national level in programme/project implementation and management, with specific emphasis on women's rights, gender, human rights and ending violence against women and girls, women’s health and related areas
  • Good interpersonal, networking and communication skills
  • Strong familiarity working with UN agencies or other agencies in the development sector
  • Proven advocacy, analytical and writing skills
  • Computer skills (i.e. Word, Excel, PowerPoint, social media, and others)
  • Strong English and Amharic speaking and writing skills
