Background

United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, the UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality are translated into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts while building effective partnerships with civil society and other relevant actors.

The Government of Tanzania (GoT) is in the process of preparing its third Medium Term Plan (2021/22 – 2026/27). Since 2016, Mainland Tanzania has been implementing the National Five-Year Development Plan 2016/17– 2020/21 (FYDP II) under the theme: "Nurturing Industrialization for Economic Transformation and Human Development”. The theme of FYDP II incorporated the focus of the two frameworks, namely growth and transformation (FYDP I) and poverty reduction (MKUKUTA II). Key interventions of FYDP II were strategically set to ensure the desired outcomes. These include: (i) promotion of growth and industrialization for economic transformation; (ii) enhancement of human development; (iii) improvement of the enabling environment for enterprise development; and (iv) improving implementation effectiveness. Gender equality is embedded in FYDP II and an important means and outcome of “unleashing Tanzanian women, men, girls’ and boys’ potentials to contribute to the envisaged social-economic transformation",

The first two  Medium Term National Frameworks are aligned with Tanzania’s Development Vision (TDV) 2025 which aspires to have Tanzania transformed into a middle income and semi industrialized nation by 2025, characterized by: (i) high quality and sustainable livelihoods; (ii) peace, stability and unity; (iii) good governance and the rule of law.  Vision 2025 articulates the desire to eliminate all forms of discrimination including gender-based discrimination as it states that:

Ideally, a nation’s development should be people- centered, based on sustainable and shared growth and be free from abject poverty. For Tanzania this development means that the creation of wealth and its distribution in society must be equitable and free from inequalities  , and all forms social and political relation which inhibit empowerment and effective democratic and popular participation of all social groups (men and women, boys and girl , the young and old and the able – bodied and disabled persons)  in society. In particular, by the year 2025 racial, and gender imbalances will have been addressed such that economic activities will not be identifiable by gender or race. All social relations and processes which manifest and breed inequality in all aspects of society- i.e. law, politics, employment, education and culture) will have been reformed.” (Vision 2025 doc.pg.3).

Given this background, UN Women as part of mandate to support Member States’ priorities and efforts on GEWE is partnering with UNDP and the Ministry of Finance and Planning (MoFP) to support the development of FYPD III. In this regard, UN Women wishes to hire two national consultants to support mainstreaming gender in the FYPD III process, make key recommendations, and provide technical advice to the government throughout the FYDP III development process.


Duties and Responsibilities

  • Comprehensive gender-based analysis/ review FYDP II to identify untapped opportunities on GEWE as an accelerator in realising the theme Nurturing Industrialization for Economic Transformation and Human Development”.
  • Situation analysis of GEWE and existing initiatives, including national frameworks and policies related to gender, key stakeholders, their scope of interventions and (capacity) gaps.
  • Policy recommendations on integrated approaches to apply gender equality as an accelerator for FYDP III results, including on gender responsive financing, monitoring, and reporting mechanisms.
  • Report on orientation and direct technical support to actors involved in the FYDP III development and drafting including task and technical teams.

Methodology

Overall guidance will be given by UN Women Senior Advisor Policy and Strategic Planning in close collaboration with the UNDP, MFoP and MHCDGEC. The consultants will work closely with the relevant FYDP III Task Teams, Sector Working Groups, the FYDP III Technical Committee, and other structures as appropriate/requested.

The work will be participatory and include consultations with a broad base of stakeholders. The consultants are also expected to undertake a desk review research of existing policies, sector plans, procedures, documents, and manuals as well as the existing legislative framework in Tanzania regarding gender equality.

 

Deliverables

  • Comprehensive gender-based analysis/ review FYDP II report with recommendations on untapped opportunities on GEWE as an accelerator towards the attainment of the objectives and targets as per three pillars namely: Industrialisation and Economic Transformation; Human Development; and Implementation Effectiveness (including on Monitoring and Financing).
  • Situation analysis of GEWE using gender disaggregated statistical data and gender assessment/analysis conducted by the government (VNR 2019, BPfA +25; CEDAW periodic review; MAPs), academia, development partners, and civil society organizations.
  • Identification of existing initiatives including national frameworks and policies related to gender, key stakeholders, their scope of interventions, and (capacity) gaps.
  • Policy recommendations on integrated approaches for addressing gender equality as an accelerator for FYDP III objectives, results, targets, and performance indicators, including on gender responsive Integrated National Financial Framework (INFF) data, monitoring and reporting mechanisms.
  • Orientation of personnel involved in the FYDP III planning processes, including:
    • Delivering orientation sessions using the GEWE analysis conducted.
    • Presentation of the findings and recommendations.
  • Provide direct support to government technical teams in the process of development of the FYDP III, including support the reviewing and editing the final FYDP III document.

Required Skills and Experience

Education:

  • Master’s degree in Social Sciences including Economics, Sociology, Public Administration, Political Science, Statistics, Development Studies and Gender. PhD is an advantage.
  • Knowledge of quantitative and qualitative research methods.

Experience:

  • At least 10 years of international or domestic experience and record of accomplishment in gender equality issues preferably in Tanzania or the region of Eastern and Southern Africa.
  • Proven experience leading gender analysis of macro economic policy and strategies, including qualitative and quantitative  statistical / data analysis.
  • Previous experience with review of National Economic Development Frameworks from a gender perspective or similar gender reports.
  • Proven experience in leading analysis / reviews and developing a new project/ programme, guidance/ toolkit, and/or systems to enhance gender mainstreaming, including in Integrated National Financial Framework (INFF) and Data, Monitoring Evaluation and reporting mechanisms is a strong asset.
  • Experience leading teams of researchers to prepare development research reports.
  • Experience working with UN agencies is an asset.
  • Excellent spoken and written English; fluency in Kiswahili is required.  
  • Proven experience with use of gender analysis in Integrated Financial Management and Monitoring Systems.  

Languages:

  • Fluency in written and oral English and Kiswahili is required.
