Background

 

Project Background, Rational and Project Description 

After the 1986 People’s Power Revolution and the restoration of democracy, there was hope that a culture of human rights would take root in the Philippines. The enshrinement of human rights in the 1987 Constitution, and the establishment of the Commission on Human Rights soon after, indicated that steps were being taken in this direction.

32 years on, the Philippine Development Plan 2017-2022 (PDP) aims to fulfill the aspirations set by the Constitution through the Human Rights-Based Approach (HRBA) to public service.[1] To this end, the PDP states that democratic institutions, including the Commission of Human Rights (CHR), would be strengthened, particularly in regards to monitoring and evaluation, as well as legal protection, awareness, and aid.[2] At the same time, the PDP stresses that citizens would be empowered with access to information, training, and the mechanisms with which they can participate in governance processes so that they themselves can claim their rights.[3]

In fulfillment of the Philippine Development Plan, the Commission on Human Rights and the United Nations Development Programme (UNDP) in the Philippines aim to support the COVID-19 pandemic.

In this regard, UNDP is looking for a Project Coordinator for Human Rights that will provide support to the operations and management implementation of the Norway and Japan project activities, responsible for the day-to-day coordination to enable the timely and high-impact delivery of results, contributing to UNDP’s goal of strengthening and promoting human rights in the Philippines.

Institutional Arrangement

The Contractor will be under the direct supervision of the Programme Analyst, under the overall guidance of the UNDP Institutions and Partnerships Team Leader. The Programme Analyst will regularly communicate and monitor on the weekly progress of the outputs.  

The Contractor is expected to be accessible to the Programme Analyst focal through mobile and digital collaboration tools on an agreed schedule and when required. 

 

Expected duration of the Contract/ Assignment

The Contractor will be contracted for a period of 120 working days spread over (6) months from  September 2020 to April 2021.

 

Duty Station

Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the Contractor shall be done within the guidelines and protocols set by the local government. During the quarantine period, the Contractor shall NOT ENGAGE in any meetings or activities OUTSIDE THEIR HOMES. Coordination/meetings shall be done through phone or online communication until such time that the quarantine is lifted. Related costs for the engagement shall be borne by the Contractor and should be included in the Contractor’s Offer Letter.

 

Scope of Price Proposal and Schedule of Payments

The Contractor should send the financial proposal based on a lump-sum amount for the delivery of the outputs identified below. The total amount quoted shall be “all-inclusive” all costs (professional fees, communications, etc.) that could possibly be incurred by the Consultant should be factored into the final amount submitted in the proposal. 

Note: Medical/health insurance must be purchased by the individual at his/her own expense, and upon award of contract, the Contractor must be ready to submit proof of insurance valid during the contract duration.

Duties and Responsibilities

The Contractor will have the following duties and responsibilities:

Provides day-to-day operational support in the management of HR projects.

  • Closely work and coordinates with Programme Analysts from UNDP Institutions and Partnerships in the effective implementation and management of workplan, deliverables/ outputs, and outcomes for the human rights projects;
  • Participates in a regular meeting, project monitoring, and reporting of project progress and financial delivery; and
  • Provides substantive insights and prepares narrative reports (monthly, quarterly & annual) and financial reports

 

Supports effective resource utilization and management of partners and Contractors to ensure timely and high-impact project delivery.

  • Coordinates closely with project consultants, contractors, and suppliers and oversee their timely and quality delivery of outputs, address issues hampering to their performance, manage and mitigate risks;
  • Drafts terms of references (TORs), technical specifications, and/or programs of work, and collaborate with the UNDP Procurement, Human Resource and Operations Teams in undertaking the procurement and contract management of the project consultants and vendor/ suppliers; and,
  • Process requisitions, receipts, and documents for payments of Contractor using the ATLAS enterprise management system

 

Consolidates and composes project narratives, reports, and resource materials

  • Reviews write and packages project reports and resource materials, i.e. quarterly progress & annual reports’ (integrating physical and financial delivery) using creative applications to produce and publish project reports with infographics including presentations slide desks; and
  • Ensures that Consultants and Partners’ outputs are integrated in the I & P Programme progress-mid-term report, briefing materials, etc. ready for access by Management and Communication.

 

Ensures facilitation of knowledge building and management

  • Identify sources of information related to project implementation related issues;
  • Documents and synthesis of good practices and lessons learned of the project;
  • Supports the convening of meetings of the project partners and Consultants; and
  • Upload in the Project Share Points & ATLAS Project Management the project documents and files

 

Supports HR partnerships and advocacy linkages

  • Identify and collaborates with new potential partners for the HR project, and maintain productive relationships with existing partners, to ensure project delivery and constituency building;
  • Set-up rosters and directories of a community of practitioners/ networks and knowledge resources for Human Rights project from the regional, national level and subnational levels; including Consultants/ Service providers, Responsible Parties, and other partners for HR; and
  • Linkages and coordinates with concerned partners such as CHR, DILG, DOST, RPs (NGO partners), UN agencies, and other relevant public and private institutions including international donors that has relation to the implementation of the projects.

 

The Contractor shall be directly coordinate with the Programme Analyst from the UNDP Institutions and Partnerships Team. The Consultants shall be responsible for the following tasks:

The Programme Analyst from the UNDP Institutions and Partnerships Team shall be responsible for the review, oversee and evaluate the outputs of the Contractor, ensuring quality, efficacy, and timely completion of the deliverables.

  • Technical qualifications = 70%
  • Financial Proposal =    30%

  • Has at least 3 years of progressively responsible experience in providing strategic support to project/ programme management, communication, research and data analysis, monitoring and evaluation, and knowledge management in the context of development and human rights 
  • Has at least 2 years of experience in digital media and multi-media is an advantage, provide sample works in the portfolio
  • Has at least 3 years relevant work experience with government agencies, vulnerable and marginalized sectors and groups, human rights advocates and defenders, media and academe, CSOs and NGOs and LGUs
  • Has at least 2 years’ work experience with UN or other International organization

Applicants who will only receive 70 points from the assessment of the CV will be qualified for the assessment of the Financial Proposal.
