Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Myanmar Country Office is based in Yangon, with offices in the capital Naypyitaw as well as in Mon, Kachin and Rakhine States. Under its Strategic Note 2019-2021, UN Women Myanmar focuses on delivering on the following interlinked programme areas underpinned by support for intergovernmental and normative processes:

  • Women’s Leadership and Gender Responsive Governance;
  • Women’s Economic Empowerment;
  • Women, Peace and Security and Gender in Humanitarian Action and Disaster Risk Reduction.

Under Gender Responsive Governance, UN Women focuses on strengthening the capacity of the Myanmar national gender machinery at Union and State/Region levels to coordinate and mainstream the implementation of the National Strategic Plan for the Advancement of Women and on linking women’s civil society organizations with the gender machinery and national and local governance processes. The programme area is mostly implemented through the Promoting Democracy in Myanmar through Gender Responsive Governance project which is funded by the government of Finland.

Reporting to the Programme Specialist – Gender Responsive Governance, the Programme Coordinator is responsible for coordinating the Gender and Responsive Governance portfolio which includes coordinating relationships with national partners and stakeholders, and the monitoring and reporting, and the finances and personnel of the portfolio.

Duties and Responsibilities

  • Coordinate the programme management support for the Gender responsive Governance Programme
  • Coordinate the overall Programme work plan development and implementation according to Strategic Note/ programme document;
  • Support the Programme Specialist with liaising with the Programme Board, national counterparts, donors, UN Women and partners to ensure the program results are achieved and resources are managed;
  • Provide technical guidance to personnel and partners on Results Based Management tools and performance indicators;
  • Ensure proper reporting and monitoring of budget and results in line with UN Women policies, practices and systems
  • Analyze and ensure alignment of project budgets with logical framework matrices and work plans;
  • Establish systems for project planning, implementation and monitoring, in collaboration with partners;
  • Record and maintain documents on relevant Programme activities, issues, and risks.

 

  • Guide coordination with national partners and other stakeholders
  • Coordinate relationships with national partners to support implementation and expansion of the Gender responsive Governance Programme/Portfolio, raise potential problems and provide solutions;
  • Act as Secretary of the Project Steering Committee, and liaise with national counterparts and partners to ensure the Programme results are achieved and resources are managed;
  • Provide guidance to partners on establishment of performance indicators, and monitoring achievement of results;
  • Provide technical assistance, training, and capacity development initiatives to Government partners according to the annual workplan.
  • Participate in policy dialogues with national counterparts and provide technical advice on issues relevant to Gender and Governance, mainly pertaining to the implementation of NASPAW and relevant gender policies.

 

  • Coordinate the monitoring and reporting on the Gender responsive Governance Programme/Portfolios
  • Prepare  periodic narrative progress reports and expenditures status reports to be presented to Programme Specialist, the Project Steering Committee, donors and UN Women;
  • Gather and compile all information necessary for monitoring and reporting on programmes and projects
  • Monitor the implementation of activities and the expenditure of funds by partners; supervise the collection of data and monitoring activities and manage evaluations as per UN Women policies with participation of Government partners where relevant.
  • Review and coordinate the submission of implementing partner financial and narrative reports;
  • Draft annual and quarterly reports; and ensure their timely submission, review and coordinate the submission of implementing partner financial and narrative reports;
  • Provide inputs from governance programme activities and results to Country Office reporting.

 

  • Supervise personnel and oversee financial resources
  • Supervise personnel under supervision, review performance and mentor/ coach personnel;
  • Coordinate development and preparation of financial resources of the Programme including budgeting and budget revisions, and expenditure tracking and reporting;
  • Oversee and monitor the management of partner agreements with IPs and RPs including the allocation and disbursement of funds to participating partners, liaise with Operations on budgetary changes if required.
  • Oversee the correct flow and storage of program files
  • Develop TORs for recruiting consultants to conduct work on specific activities and objectives set forth in the annual workplan;

 

  • Build partnerships and support in developing resource mobilization strategies
  • Provide technical support to the development of partnerships and resource mobilization strategies;
  • Identify potential programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

 

  • Advocate and facilitate knowledge building and management and communication
  • Ensure documentation of the programme implementation process and products produced are in accordance with UN Women guidelines;
  • Contribute to the exchange of information and knowledge products internally and externally of the programme;
  • Facilitate Organize major advocacy campaigns, events, trainings, workshops and knowledge products.
  • Provide training support and advice to programme staff on the appropriate use of ATLAS and RMS and on UN Women business processes, rules and procedures;

Required Skills and Experience

Education and certification:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences or other related areas is required.
  • A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  •  A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:

  • At least 5 years of progressively responsible experience at the national or international level in managing complex and multi-component programme interventions with national partners, preferably related to governance and/or gender equality;
  • Experience in coordinating, implementing, monitoring and evaluating development programmes and projects;
  • Previous experience working in the UN system is an asset.

Language Requirements:

  • Fluency in English and Myanmar is required;
  • Knowledge of the other UN official working language is an asset;
  • Knowledge of atlas and or other UN ERB is an asset.
