Background


The United Nations Development Programme (UNDP) Philippines Country Office (CO) has developed several tools and systems to support the CO’s oversight, results-based management (RBM), and quality assurance (QA) function at the portfolio level. The Project Center SharePoint Site is composed of a Project Document Center that lays out the taxonomy of documents to ensure that UNDP projects comply with the organization’s programme and operations policies and procedures, a Country Programme Portfolio Review Dashboard that facilitates the timely monitoring of financial delivery, programme quality, and the various dashboard and oversight tools employed by UNDP, and a sensemaking exercise where insights, claims, and actionable items are drawn from project reflections.

 

Objectives:
The Project Coordinator will support the scale-up and roll-out of the UNDP Philippines Project Center by managing the enhancements to and the quality of its components, as well as by conducting capacity building and technical support to users.

Governance and Accountability
The consultant shall work closely with the UNDP Philippines Results and Quality Team and Digital Services Team under the direct supervision of the RBM Analyst and DRR.

 

Expected duration of the contract/assignment
The services of the consultant are required for an initial period of 6 months initially (12 Oct 2020 to 12 April 2021). Subject to renewal /extension upon the continuation of needs and satisfactory performance.

 

Duty Station
Home-based with few meetings in UNDP office with the UNDP Senior Management, Results and Quality Team and Digital Services Team.

 

Scope of Price Proposal and Schedule of Payments
The contract price shall be an all-inclusive lump-sum amount regardless of the extension of the herein specified duration. Payments shall be made upon submission and acceptance of outputs as specified in Part E.

Duties and Responsibilities

UNDP seeks to hire a project coordinator to facilitate the preparations for the scale-up and roll-out of the UNDP Project Center to select pilot COs in 2021. The Project Coordinator should focus on 3 main elements developed on UNDP´s core platforms (MS SharePoint and Power BI):
     a. The Project Document Center
     b. The Portfolio Review Dashboard
     c. The digitized internal protocol for Quarterly Performance Reviews and Sensemaking

 

Specific tasks:
 

  • Provide day-to-day management of the UNDP Philippines Project Center enhancement, documentation, and training-related activities;
  • Liaise with relevant staff in the HQ, Bangkok Regional Hub, and CO-level to obtain information and other requirements to facilitate the enhancements to the portfolio management solution;
  • Coordinate the work of other Individuals Consultants in charge of SharePoint development and the documentation of the components of the Project Center;
  • Lead the finetuning of the Portfolio Review Dashboard using programme data obtained from project-level work plans and progress reports as well as financial data from Atlas and other UNDP corporate dashboards;
  • Monitor and coordinate the digitalization of project-level work plans and progress reports;
  • Conduct regular quality checks and updating of the Project Document Center and the Portfolio Review Dashboard;
  • Review the feasibility of incorporating requirements and suggestions from other COs into the Project Center; and
  • Conduct capacity building or training sessions with staff from approximately sixteen (16) pilot COs during the roll-out of the Project Center in 2020 and possibly more in 2021 depending on demand.
  • Propose post-implementation support arrangements and put them in place, in coordination with OIMT.

  1. Duly accomplished Offeror's Letter to UNDP Confirming Interest and Availability for the IC that indicates the all-inclusive lumpsum contract price, supported by a breakdown of costs, as per template provided; If an Offeror is employed by an organization/company/institution, and he/she expects his/her employer to charge a management fee in the process of releasing him/her to UNDP under Reimbursable Loan Agreement (RLA), the Offeror must indicate at this point, and ensure that all such costs are duly incorporated in the financial proposal submitted to UNDP;
  2. Submission of at least 2 completed works/documents to Demonstrate experience in editorial work for issues related to climate change and urban development.
  3. Financial Proposal (Annex 2 of Offeror's Letter to UNDP Confirming Interest and Availability). The financial proposal shall specify an all-inclusive lump sum fee. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal must additionally include a breakdown of this daily fee (including all foreseeable expenses to carry out the assignment).
  4. Brief description of why the individual considers him/herself as the most suitable for the assignment, and a methodology, if applicable, on how they will approach and complete the assignment. A methodology is recommended for intellectual services but may be omitted for support services.
