Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality for women as partners and beneficiaries of development, human rights, humanitarian action and peace and security.  Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.

 

The programme “Strengthening Gender-Responsive Disaster Management in ASEAN,” implemented by UN Women in close collaboration with the ASEAN Secretariat aims to ensure that key relevant ASEAN sectoral bodies are supported with evidence based policy research and relevant technical capacity to integrate gender and protection framework to mitigate and prevent sexual and gender-based violence (SGBV). More specifically it aims to ensure that a protection (including SGBV and child protection), gender and inclusion lens is integrated in the design and implementation of the new ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme 2021-2025.

 

Quantitative disaggregated data on disaster impacts at the global level continues to be rare, with a UN Women and UNICEF study showing only 11 out of 85 countries recording data in DesInventar disaggregated by sex for mortality. Of these eleven countries, only three countries in the ASEAN region (Cambodia, Indonesia, and Myanmar) recorded some disaggregated mortality data in DesInventar:

  • Cambodia disaggregated 3.47% of its mortality data by sex, and 2.69% by age
  • Indonesia disaggregated 0.6% of its mortality data by sex, and 0.79% by age
  • Myanmar disaggregated 0.03% of its mortality data by sex, and 0.46% by age[1]

 

To strengthen advocacy on the importance of disaggregating disaster data by sex and age, in particular as ASEAN Member States develop the next ASEAN Agreement on Disaster Management and Emergency Response (AADMER) Work Programme, UN Women is seeking a consultant to develop a brief illustrating the importance of disaggregating disaster data by sex and age by drawing on an example from one ASEAN Member State.

 

 

Duties and Responsibilities

Under the supervision and guidance of the Gender Statistics Specialist, and in consultation with Strengthening Gender-Responsive Disaster Management in ASEAN project team, the consultant will undertake the following tasks:

  1. Using microdata from a post-disaster survey from one ASEAN Member State to be agreed with UN Women, analyze the microdata from a gender perspective;
  2. Building on the analysis described under (1), develop a short brochure (2-3 pages) targeted to National Statistical Offices and National Disaster Management Organizations on:
    1. Why it is important to disaggregate disaster data by sex and age;
    2. What the data is able to show when disaggregated;
    3. The policies that one would make if no disaggregation is available;
    4. The policies that one would make if disaggregation is available.

Competencies

Knowledge and experience:

  • Demonstrated knowledge of gender equality, disaster risk reduction, and the Asia-Pacific region.
  • Thorough knowledge of statistical practices for survey data analysis and comprehensive understanding of national statistical systems.
  • Excellent writing skills. Experience writing policy briefs.
  • Previous experience with UN Women and other UN agencies an advantage.
  • Fluency in English, with knowledge of Bahasa Indonesia and other UN languages an advantage.

Required Skills and Experience

  • Master’s degree in statistics, mathematics, econometrics, gender studies, human rights, disaster risk reduction, humanitarian affairs, and/or any relevant field directly related to gender equality and the empowerment of women and girls;
  • Minimum five years of relevant work experience at national or international level in microdata analysis, statistical practices and technical advice to national statistical systems, ideally in the areas of disaster statistics or gender statistics.
  • Minimum five years of relevant work experience writing policy briefs, including in the areas of disaster risk reduction and statistics an asset;
  • Demonstrated experience analyzing microdata with STATA or R;
  • Demonstrated experiences bridging data and policy-making including to produce briefs comparable to this assignment an asset;
  • Excellent writing skills in English.

 

Contract period and work location

The consultant will be home-based, and the contract period will be for two months (October-November 2020).

Payments

Payments for this consultancy will be based on the achievement of each deliverable and certification that each has been satisfactorily completed. Payments will not be based on the number of days worked but on the completion of each stated deliverable within the indicated timeframes.
